1. POSITION(S) VACANT: State Gender and Adolescent Girls Empowerment Consultant, United Nations Population Fund (UNFPA), Bhopal, Madhya Pradesh
2. ORGANIZATION BACKGROUND:
The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services including voluntary family planning, maternal health care and comprehensive sexuality education.
Achieving zero gender-based violence and harmful practices against women and girls is one of three transformative goals of UNFPA’s Strategic Plan. The harmful practices of Gender Biased Sex Selection and Child Marriage stem from deep-rooted discriminatory gender and social norms and addressing them is critical to achieving the Sustainable Development Goals. While the state of Madhya Pradesh has improved in terms of reducing child marriages and addressing gender-biased sex selection, challenges remain.
UNFPA works closely with the Department of Women and Child Development (DWCD) for the empowerment of women and girls, with particular emphasis on adolescent girls. In the coming years, UNFPA will be providing technical support to DWCD in the area of adolescent girls’ empowerment, enhancing the value of women and girls, and strengthening the response toward gender-based discrimination and violence. A technical consultant will be placed at DWCD who will work closely with the Director and Senior officials of the Department on the above areas.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to Director, Department of Women and Child Development and State Head, UNFPA State office, the State Gender and Adolescent Girls Empowerment Consultant will have the following job responsibilities:
Key Deliverables:
(1) Provide technical support to strengthen the implementation of programs related to Gender and youth empowerment with a particular focus on adolescent girls;
(2) Provide technical support in planning and monitoring flagship programs related to adolescent girls’ empowerment and gender-based discrimination/violence;
(3) Provide inputs in designing, training, and monitoring the quality of the training of different categories of functionaries involved in the implementation of programs related to adolescent girls’ empowerment and gender-based discrimination/ violence ;
(4) Facilitate capacity building of State and District level officials on gender, life skills, and adolescent development for the effective rollout of relevant programs
(5) Provide inputs in strengthening institutional mechanisms for the review of the Central and State level programs related to women and adolescent girls empowerment at the State and District levels by developing criteria based review mechanisms to review programs related to girls and women;
(6) Provide technical support for analyzing and using data related to schemes/programs for youth empowerment and addressing Gender based discrimination /violence for strengthening the rollout of programs and initiatives;
(7) Review available resources and knowledge materials related to adolescents at the State level on various themes related to empowerment and develop a database;
(8) Facilitate the development of a robust monitoring system for field visits at the State and District levels through an objective compliance checklist for programs related to women and girls being implemented in the state;
(9) Develop a comprehensive monthly report of the Gender and Adolescent girls empowerment programs of the Department with an analysis of both programmatic and financial elements;
(10) Facilitate the establishment of an institutional mechanism for convergence of the various departments and partners for synergistic efforts to strengthen the implementation of the Adolescents and Gender related Programme;
(11) Co-ordinate with UNFPA and the Department to synergize the efforts of both agencies for the effective implementation of programs related to gender and adolescent empowerment;
(12) Update DWCD with evidence on good practices in programming for young girls and boys and for addressing harmful practices like child marriage.;
(13) Provide technical assistance in the strengthening of the one stop crisis centers in the State
(14) Co-ordinate with UNFPA every week to discuss the UNFPA priorities on adolescent girl empowerment and Gender Programming for the State;
(15) Follow up on the various studies/assessments undertaken in partnership with UNFPA;
(16) Undertake field visits to the districts to observe the implementation at the field level and provide support in strengthening the field level implementation. Undertakes critical process documentation and support in the compilation of case studies from the field;
(17) Support in designing programs for engaging with boys in partnership with the Women and Child Development department;
(18) Provide inputs in the media and communication strategies for empowering adolescent girls and women empowerment;
(19) Other responsibilities related to the Gender and Youth programs in discussion with UNFPA.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
(1) Applicant must have Postgraduation in Sociology/ Social Work/ Psychology/ Humanities/ Social Sciences.
Experience:
(1) Minimum 3- 5 years of experience in technical aspects of Programme management and experience of working with adolescents and in the area of gender;
(2) Experience in working with Government or any projects related to the UN / International organizations will be an additional advantage
Skills and Competencies:
(1) Technical understanding of the thematic areas;
(2) Good training skills;
(3) Good skills in operating computers and MS Office package;
(4) Ability in planning, implement, and monitor programs;
(5) Ability to understand and address development-related issues;
(6) Ability to work with diverse groups and settings;
(7) Experience in the analysis of data and good documentation skills
(8) Have good language skills – Both Hindi and English.
5. NATURE OF ENGAGEMENT:
The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.
6. REMUNERATION & PER DIEMS:
Gross compensation budgeted for the position is Rs. 60000 to 80000 per month. The offered compensation will be commensurate with the salary history of candidates.
7. LOCATION: Bhopal, Madhya Pradesh
8. DURATION: The Consultant shall be initially hired on a consultancy contract for six months extendable based on need subject to satisfactory performance.
