1. POSITION VACANT: Project Officer - Operations (PO-OPS), for Gavi Health System Strengthening Project with SAMS, in Aizawl and Lunglei region of Mizoram

3BACKGROUND: Strategic Alliance Management Services Pvt. Ltd. (SAMS) is a premier management consultancy that has been exclusively focused on providing recruitment, payrolling and supply chain management services, to the public health and development sectors in India, for the past 25 years.

 

SAMS’ clients include bilaterals, multilaterals, I/NGOs and both Central and State Government organizations. SAMS has managed drug logistics and health supplies for the National Tuberculosis Elimination Programme (NTEP) at CTD, MoHFW for +17 years. SAMS has provided similar support to NVBDCP and briefly to NACP.

 

The GAVI Alliance-funded Health System Strengthening (HSS) programme is one of the efforts of the Ministry of Health and Family Welfare (MoHFW) to improve the quality and level of immunization coverage in India. UNDP supports this programme by the development of an integrated and innovative solution that aims to provide real time information of vaccines stocks at the various level of the Routine Immunization Programme as well as having real time information on the temperature at the various levels of storage at the state level across the country. Moreover, UNDP also supports with strengthening the evidence base for improved policy-making on programmatic areas through a well developed and implemented national M&E plan and research framework.

 

4. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Senior Project Officer in the state of Mizoram, the Project Officer- Operations shall be responsible for managing programme planning, implementation, capacity building, monitoring and reporting, for all cold chain points in his/her designated area of responsibility. The position will require extensive travel within the designated districts.

 

Key Job Responsibilities:

 

(A) Programme Planning and Implementation of eVIN in the region:

 

(1) Provide advice and support to the development and phased implementation of the Electronic Vaccine Intelligence Network (eVIN) that includes vaccine logistics and cold chain management on one single information system platform in the state

(2) The activity will involve a systematic and phased scale up of a system for SMS-enabled real time Management Information system (MIS) for cold chain and vaccine logistics management at the respective district and regional level.

 

(B) Liaising & Advocacy with the Government & other development partners:

 

(1) Partner with regional and district level health vaccine structures to assess and understand the capacity needs and support required for the effective and timely implementation of the eVIN in select districts.

(2) This activity will involve working closely with regional and districts level Health officials, coordinating with development partners working on immunization.

 

(C) Capacity Building and Technical Assistance for Government:

 

(1) Assist the Senior Project Officer to identify capacity-building needs on eVIN

(2) Undertake capacity-building activities at the district level.

 

(D) Monitoring and Evaluation of eVIN delivery in the respective region:

 

(1) Facilitate the review of system and capacities relating to the delivery of eVIN in conjunction with State Health Mission, including the following:

 

(a) Undertake extensive field visits to monitor the implementation of the system and providing technical inputs to address gaps and bottlenecks.

(b) Carefully monitor the eVIN system and alert designated authorities at the district level with regards to vaccine logistics inventory, cold chain management.

(c) Assist, support and monitor the identified implementing agency in the implementation of the system at the district and sub district level including capacity building initiatives at the regional and district level

(d) Document the implementation process and analytical learnings from the implementation to feedback into the effective scale up in all the districts of the state.

 

(E) Report Writing:

 

(1) Prepare periodic status reports, annual reports, case studies, etc. in a qualitative and timely manner.

(2) Preparation of monthly reports and other reporting mechanism.

 

(F) Supporting Other Health Interventions

 

(1) Support the state in the overall Immunisation program in addition to eVIN and carry out the implementation of any relevant UNDP system strengthening projects in health (MNCH, NCDs, HIV, etc.,) and other areas as may be required

 

(G) Perform any other tasks assigned by the Senior Project officer, from time to time.

 

5. REPORTING RELATIONSHIPS:

 

(1) Senior Project Officer-Operations of the State, for all programmatic aspects of eVIN and other immunization activities;

(2) Coordinate with HR and Admin Lead of Service Provider, for salary and other administrative issues, once approved by the SPO.

 

6. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Educational Qualification:

 

Post Graduate degree in Business Administration/Public Health/ Hospital Management/ Social Sciences/ Social Work/ Material Management/ Supply Chain Management/ Computer Application from a reputed University/ Institution.

 

Experience:

 

(1) Minimum three years of professional work experience at the State level/District Level on with hands-on experience of project implementation in the health sector;

(2) 2-3 years of proven experience in the Public Health System and programs at district level; experience in Vaccines Supply Chain and Cold Chain will be preferred.

(3) Should possess good knowledge of the Health Systems prevalent in India and states;

(4) Experience in managing information technology driven projects will be an asset;

(5) Experience of working with the Government or other international development organizations shall be an asset.

 

Skills & Abilities:

 

(1) Should possess analytical, negotiation and communication skills;

(2) Good knowledge of written and spoken English is required;

(3) Good working knowledge of local language of the duty station is required.

 

7. COMPENSATION OFFERED:

 

An all-inclusive, gross compensation offered for the position shall be Rs. 35,000/- per month and Travelling Allowance of Rs. 20,000/- OR as specified by the Client.

 

8. NATURE OF ENGAGEMENT:

 

The Project Officer - Operations shall be on the payroll of Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

9. DUTY STATION: District CMO/DIO/RCHO office (Aizawl and Lunglei)
