Procurement Agency Services

SAMS achieved the rare distinction of being the first private sector organisation to be selected as Procurement Agent for a National Health Programme, under MoHFW, Govt. of India. The entire gamut of Public Procurement services that SAMS delivers follows World Bank guidelines and/or General Financial Rules (GFR), 2017. SAMS is also competent in facilitating eProcurement using Central Procurement Portal (CPP), MSTC and Government eMarketplace (GeM).

(1) SAMS was awarded a consultancy contract by NACO, funded by The Global Fund, in October 2015 to act as Procurement Agent for Procurement of ARV Drugs, Equipment, Diagnostic Kits, Medical Supplies and other related services under National AIDS Control Organization (NACO), MoHFW, GoI. The total procurement value under this procurement amounts to INR 1647 Cr.

(2) Since November 2013, SAMS has been providing Procurement Agency Services for procurement of Equipment, Goods, Works and Services for up-gradation/strengthening of TB C-DST Labs on behalf of Foundation for Innovative New Diagnostics (FIND), India, under Revised National Tuberculosis Control Programme (RNTCP) of MoHFW, GOI, funded by The Global Fund.

SAMS issued AMC Contracts to 22 service providers and till date continue to provide AMC and CMC of 73 TB Containment Laboratories and Laboratory Equipment under National TB Elimination Programme (NTEP).

SAMS has also sourced Laboratory Equipment, Consumables, Reagents, Goods, Works and Services for use in IRLs / TB Laboratories across India on behalf of FIND. The total procurement value under this procurement project is approximately INR +200 Crores.

Other important procurement projects undertaken by SAMS include:

(1) Procurement and delivery of 109 Basic Life Support (BLS) Ambulances for Bangladesh, on behalf of Ministry of External Affairs, on Cost Insurance and Freight (CIF) Basis.
(2) Consultancy Services for acting as Procurement Agent for Vital Strategies Under India Hypertension Management Initiative (IHMI) of Ministry of Health & Family Welfare, Govt. of India.
(3) Contracting of Rental Warehouses in 11 districts for UP, for Uttar Pradesh Medical Supply Corporation Ltd. (UPMSCL), Lucknow (India), under a project awarded by IHAT, Lucknow.

Supply Chain Management Services

SAMS’ Supply Chain and Inventory Management Consulting is widely recognized to be the health sector’s premier supply chain consultancy with an unmatched experience of more than 125 consultant years of managing drug logistics.

SAMS has assisted large National Public Health Programmes viz. RNTCP/ NTEP, NVBDCP, NACO and UIP in providing SCM services. Under all these assignments, SAMS has been responsible for tracking, monitoring, managing availability and utilization of drugs and other commodities at the National, State, District, and sub-district levels. SAMS assisted RNTCP/NTEP and NVBDCP in assessment of Storage Space requirements, Transportation, and equipment for adopting best practices in Storage Management and Logistics.

Some of the key projects under supply chain management that SAMS has delivered in the past include:

(1) SCM services to the Revised National Tuberculosis Control Programme (RNTCP), MoHFW, Govt. of India from Oct 2000 to May 2017. Till May 2014, this consultancy was provided by SAMS as part of Technical Assistance being extended by the World Health Organization (WHO) to the Programme. From June 2014 till May 2017, SAMS provided these services directly to Central TB Division, MoHFW. During the project period, SAMS conducted a large number of training sessions for programme functionaries, on SCM practices.

(2) From June 2009 till Dec 2013, under the World Bank funding, SAMS was involved in SCM of the National Vector Borne Disease Control Programme (NVBDCP), MoHFW. The assignment covered the entire country and included training of officials at state, district and sub-district levels in 10 World Bank Funded States

(3) SAMS was also involved in the Supply Chain Management of ARV drugs, for approximately eight months, during the period 2007-2008, covering +150 ART Centers across the country for HIV/AIDS Programme under National AIDS Control Organization (NACO), MoHFW.

Technical Support Services

SAMS has experience setting up Project Management Units (PMUs) or Technical Support Units (TSUs) for various National Health Programmes. SAMS established the State Technical Support Unit (STSU) in 2021, under CTD, MoHFW, for strengthening the NTEP Programme in Maharashtra, in collaboration with the renowned INGO - The Union. The State Technical Support Unit (STSU) has been set up to assist the State TB Office to improve TB notifications from private healthcare providers, deepen collaboration with corporate hospitals to cover all facets of TB elimination, ensure patient support till completion of treatment, and improve access to diagnostics for TB patients notified from the private sector.

In 2020, SAMS set-up a Project Management Unit (PMU) for the Dept. of Health Research (DHR), to help monitor and support the supply chain logistics under the CoVID-19 Program.
