3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Jhpiego is looking for a Senior Advisor – Research and Learning (SA-RL) based in New Delhi to provide technical oversight and strategic direction primarily for Research and Learning, with additional responsibilities for monitoring and evaluation across programs, particularly focusing on Maternal and Child Health and Cancer. The Senior Advisor will work closely in partnership and oversight with program leads.

 

The position reports to the Country Lead – Learning for Action and Data Science.

 

Key Job Responsibilities:

 

(A) Leadership and Strategy

(1) Provide support in the development and implementation of the Research & Learning strategy, with a special focus on organizational research strategy and capacity building;

(2) Drive the research strategy by identifying key research priorities and methodologies;

(3) Represent the Jhpiego research team in public forums, meetings, and conferences;

(4) Provide Research & Learning inputs in business development and strategic planning;

(5) Participate in project strategy development and implementation, ensure alignment with project goals;

(6) Collaborate with global Jhpiego Research & Learning on joint initiatives.

 

(B) Research and Learning
(1) Develop and drive the research strategy by identifying key research priorities, implementing research, and partnerships, especially in the domain of MNCH, Cancer, etc.

(2) Work with Program Leads to develop scientific manuscripts, abstracts, and data presentations for national and international conferences;

(3) Document key findings and lessons learned for advocacy purposes;

(4) Design program-specific studies, survey tools, and evaluation strategies;

(5) Design and implement various types of research methods, such as implementation research, case-control studies, randomized controlled studies, etc.;

(6) Conduct secondary research, systematic review and metanalysis;

(7) Conduct targeted evaluations and operations research, including design, data collection, management, and analysis;

(8) Work experience on the Institutional Review Boards, and Data Compliances.

 

(C) Monitoring and Evaluation
(1) Oversee data management processes, including collection, storage, analysis, and reporting in MNCH projects;

(2) Ensure data entry into JADE, Jhpiego's performance management system;

(3) Develop and implement Performance Monitoring Plans (PMPs) to capture project performance and results;

(4) Coordinate monitoring and evaluation efforts, documenting results, and providing feedback to stakeholders.

 

(D) Team Management
(1) Supervise MERL professionals and manage staff activities;

(2) Coordinate MERL capacity-building activities with project and facility staff;

(3) Facilitate the ethical review process for ongoing research activities;

(4) Review and provide input on program reports prior to submission to stakeholders and Donors;

(5) Facilitate sharing of project information and performance reports with field staff.

 

(E) Capacity Building and Training
(1) Collaborate with program teams to ensure alignment with program goals and objectives, adhering to India's state and national health guidelines;

(2) Provide support to the development and implementation of Research and Learning activities, fostering collaboration with partners;

(3) Ensure compliance with Institutional Review Board policies and regulations. Ensure that all staff are aware of Johns Hopkins Institutional Review Board (IRB) policies and data compliance regulations when they are involved in research activities;

(4) Ensure data quality through standardized collection mechanisms and routine audits;

(5) Provide technical advice and support at the design stage of programs to facilitate monitoring during implementation.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification
(1) Masters in Epidemiology, Statistics, Population Studies, Public Health, Community Medicine or relevant field;
(2) Graduation in MBBS is preferable.

 

Experience 

(1) 12-15 years of relevant professional experience working with international health program/ organization, especially in the field of Research and Learning activities, with at least five years at the managerial level;

(2) Proven expertise in quantitative and qualitative data collection and analyses methodologies and operations research, health management information systems, data quality assessments, reporting and presentation.
(3) MERL experience in maternal and newborn health, and cancer, shall be preferred;
(4) Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakers;
(5) Understanding of global health and development approaches with willingness to learn the technical side of program implementation;
(6) Familiarity with the Indian health system, key stakeholders, and relevant government policies/ strategies particularly Ministry of Health and Family Welfare (MoHFW), National Health Mission and State Health Societies.

 

Skills and Competencies
(1) Demonstrated ability in effective management, leadership, decision-making, and fostering interpersonal relationships;
(2) Proven track record of successful interaction with senior-level representatives of state governments and the Government of India (GOI), as well as international organizations, bilateral donors, civil society, and private-sector entities;
(3) Ability to thrive and excel in a multicultural work environment, fostering collaboration and understanding across diverse teams;
(4) Proficiency in managing multiple tasks within a complex environment, navigating short deadlines, and performing under intense pressure;
(5) Willingness and flexibility to engage in a wide range of tasks spanning various programmatic and technical domains;
(6) Excellent written and verbal communication abilities, including demonstrated expertise in technical writing for diverse audiences, such as program reports, training materials, and publications;
(7) Strong quantitative skills, including the ability to process and analyze data using statistical software packages such as SPSS or Stata;
(8) Strong expertise in designing and implementing various types of research methods, such as implementation research, case-control studies, randomized controlled studies, etc.;

(9) Expertise in secondary research, systematic review and metanalysis;
(10) Proficiency in qualitative research methodologies, including the design of data collection tools, data collection using qualitative methods, and analysis using software packages such as Atlas TI, NVivo, or MaxQDA;
(11) Expertise in word processing and the Microsoft Office Suite to facilitate efficient workflow and document management;
(12) Fluency in both written and spoken English and Hindi, enabling effective communication with diverse stakeholders;
(13) Exceptional facilitation skills, enhancing both oral and written communications within the team and with external partners;
(14) Ability to travel within states, up to 50% of the time, to engage directly with stakeholders and support programmatic activities effectively.

 

5. COMPENSATION OFFERED:

 

Gross compensation budgeted for the position is attractive and in alignment with salaries paid by leading I/NGOs. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
