2. ORGANIZATIONAL BACKGROUND:

 

Our client is a respected international non-profit, that works in public health across the globe, to improve the health of disadvantaged communities.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Executive Director, the Chief of Party (COP) will provide vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity for a large USAID-funded project the organization is bidding for in India. The project will focus on preparing India’s health system to prevent and respond to future challenges such as climate change, emerging infectious disease outbreaks, and epidemiologic transition. The scope of the project includes comprehensive integrated primary healthcare, strengthening the continuum of care from primary to secondary and tertiary facilities, expanding disease surveillance, maximizing the efficiency of public health financing, and increasing private sector engagement to improve health outcomes while reducing out-of-pocket expenditures. The project will be operational for five years.

 

The COP will have overall responsibility for the leadership and management of and reporting on the project activities, making key decisions and solving problems in short timeframes while ensuring operational and program quality and integrity and serving as the first point of interface on routine and strategic matters.

 

Key Responsibilities:

(1) Provide leadership and strategic direction to ensure programmatic  and financial integrity of the integrated health project and to achieve rapid and sustained project goals, objectives and targets;

(2) Ensure compliance with the project results and oversight of project activities to achieve the stated objectives;

(3) Develop and maintain strong working relationships and alliances with Government of India, USAID, local organizations and actors, other implementing partners, private sector partners and other key stakeholders in India to maximize resources and avoid duplication of effort;

(4) Represent the organization and present progress, achievements and lessons learned to key stakeholders

(5) Provide technical leadership in the design, analysis, and synthesis of interventions;

(6) Ensure the quality and sustainability of interventions through different service delivery channels particularly in the areas of health systems strengthening;

(7) Participate in relevant technical advisory groups with counterparts and partner institutions;

(8) Lead the annual work planning process in close collaboration with the project team, and project partners and in consultation with stakeholders and beneficiaries;

(9) Oversee preparation and ensure high quality of project reports;

(10) Mentor, support, supervise, and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results;

(11) Develop and maintain a positive and respectful team culture;

(12) Provide guidance, in collaboration with key staff, to subcontractors and subgrantees and coordinate activities with other agencies;

(13) Write and/or review technical components of materials and publications related to integrated health and its development;

(14) Ensure resources for project implementation are available;

(15) Work with finance and project staff to develop and track project budgets and ensure project is implemented within budget;

(16) Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data and results and establish a culture of data for decision-making; 

(17) Ensure compliance with USAID operational policies and regulations.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification and Experience

(1) Advanced degree in public health, health administration, international health, or a related field;

(2) At least 10 years of experience managing international health projects, including substantial experience managing large, multi-year international health sector development projects approx. USD 5-10 Million per year that have been implemented successfully;

(3) Demonstrated experience managing consortiums and building capacity of local organizations;

(4) Demonstrated experience and knowledge in establishing systems and overseeing project start-up;

(5) Experience of hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs;

(6) Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with USAID missions, host-country counterparts and representatives from other key stakeholders such as NGOs, the private sector and other donors.

 

Skills and Competencies

(1) Deep understanding of the Indian health sector;

(2) In-depth knowledge of USAID projects, regulations, compliance, and reporting;

(3) Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills;

(4) Ability to identify best practices and adapt them to project realities, with strong attention to quality of care;

(5) Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform;

(6) Proficiency in Microsoft Office applications;

(7) Fluent in written and spoken English;

(8) Excellent oral and written communication skills;

(9) Ability to travel nationally.

 

5. COMPENSATION OFFERED:

 

Gross compensation budgeted for the position is attractive and in alignment with salaries paid by leading I/NGOs for leadership roles. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
