1. POSITION(S) VACANT: Consultant – Socially Smart & Sensitive Patna(CSSSP), United Nations Population Fund (UNFPA), Patna

2. ORGANIZATION BACKGROUND:

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education. In India UNFPA is physically present in four states, namely Bihar, Rajasthan, Odisha and Madhya Pradesh.

Project Background:

In the last couple of years, UNFPA has established itself as a lead organization in the state of Bihar on advocating Rights based agenda on SRH, empowering young people especially adolescent girls and setting the agenda on child marriage. UNFPA in Bihar works in partnership with Government and various civil society organizations on policy advocacy around its mandated issues.

From January 2018, UNFPA has entered into its new Country Program and will continue to engage in high quality Policy advocacy on Sexual reproductive health and on empowering adolescent and young people. The focus will be on strengthening policy response and system strengthening through evidence generation, knowledge management and capacity building, while leveraging large scale National programs such as Mission Parivar Vikas (MPV), Rashtriya Kishor Swasthya Karyakram (RKSK), Ayushman Bharat as well as Bihar specific programs focusing on Child Marriage.

 

In addition, UNFPA in Bihar has partnered with Patna Municipal Corporation under the Smart City Initiative and is undertaking an extremely challenging but promising interventions around Sanitation Workers and engagement in youths for slums. Smart City Mission’ is a new initiative by the Government of India to drive economic growth and improve the quality of life of people in urban areas by enabling local development and harnessing technology to create smart outcomes for peoples. Though hard-core infrastructure components find prominence in the Smart City plan, it is equally important to balance it with softer people-centric initiatives for citizens’ empowerment to ensure their engagement and involvement with the Smart City planning and implementation. The scope of engagement needs to be elaborated to include the engagement of citizens actively and on a regular basis to ensure a ‘citizen led development’ of the Smart City. People, especially the poor, marginalized and vulnerable should be at the centre of any development process especially when two-thirds of Patna’s population lives in slum like conditions including the urbanized villages and informal settlements. The Smart City Initiative offers an excellent opportunity to ensure equity and inclusion

 

Towards making Patna ‘Socially Smart and Inclusive’ with a vision of ‘Leaving No One Behind’, Patna Municipal Corporation has entered into strategic, technical and financial partnership with United Nations Population Fund (UNFPA) to transform Patna into an inclusive and socially smart city that cares for its population, including vulnerable sections.

 

The collaboration with UNFPA is to specifically support Strategic Pillar-5 of the Smart City proposal that covers public health, safety and social equity and will contribute towards achieving Goal 2 as stated above. The proposed joint people-centric programme will help in achieving some of the measurable impacts outlined in the Smart City proposal such as improving public service delivery through citizen-centric approach, reducing vulnerabilities, promoting social cohesion by increasing opportunities for citizen engagement, women empowerment, decreasing social inequalities and safety of citizens, especially children, women and elderly.

 

UNFPA is looking for a Consultant who shall be responsible for facilitating the implementation of various activities under PMC-UNFPA partnership, UNFPA is seeking to recruit a Consultant as per the ToR below.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The CSSSP will be working under the overall managerial and technical supervision of State Program Coordinator for UNFPA in Bihar in coordination with the authorities at Patna Municipal Corporation, including Municipal Commissioner and/or his delegated authority.

 

The Consultant will be primarily responsible for coordinating the Socially Smart and Sensitive Patna initiative between UNFPA, PMC and the implementing partner for the project. The CSSSP will proactively seek to identify and address all the bottlenecks/gaps in the implementation of the project, coordinate between other relevant stakeholders, documenting and reporting the progress of work and supporting the PMC/State office in Policy Advocacy through data Analysis, documentation, communication and networking. 

The job holder under direction of UNFPA and Patna Municipal Commissioner (PMC) will facilitate organic linkages between various program implementations to policy level influences at State level and will be responsible for monitoring, program implementation/ conceptualization/correction and state level advocacy.

The detailed roles and responsibilities are as below:

Key Deliverables:
(1) Support PMC & UNFPA in formulation of project design, Annual work plans, budgets and monitoring and coordination of activities;
(2) Coordinate, facilitate, monitor and analyse the execution/ implementation of the project;
(3) Support State Program Coordinator in undertaking policy advocacy on People Centric Patna, SRH Rights of Sanitation workers and formulate strategies to implement convergent actions;
(4) Undertake regular and frequent visits to implementation sites to monitor the work and provide supportive supervision to the implementing partner;
(5) Undertake in house capacity building support to the implementing partner and its staff on a regular basis;
(6) Undertake periodic review on the progress of the implementing partner to ensure optimal utilization of budget with maximum programmatic impact;
(7) Monitor quality of training and provide necessary feedback to the concerned officer for improvement in the quality of training;
(8) Facilitate and support in issuance of necessary orders, directives necessary for the implementation of the project;
(9) Identify and address any bottlenecks in the implementation and project management;
(10) Regularly update UNFPA and Municipal Commissioner on the progress and bottlenecks;
(11) Any other work required by UNFPA in Bihar.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Post-Graduation in any relevant discipline.

 

Experience:
(1) Minimum three years relevant and progressive work experience, preferably in Bihar;
(2) Experience of working with Government Department is preferable;
(3) Experience of working in Urban context is desirable;
(4) Good familiarity with Urban development work, Public Health Programs, data analysis and monitoring, together with appropriate skills on evidenced based advocacy, programme management, coordination and follow-up, is desirable.

 

Skills and Competencies:
(1) Good communication skills in Hindi and English;
(2) Excellent knowledge of Microsoft Word, Excel, and power-point presentations along with excellent writing/documentation skill is essential;
(3) Willingness to travel as the position involves travel to the field/project sites

5. NATURE OF ENGAGEMENT:

The CSSS-UNFPA shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency. 

6. COMPENSATION OFFERED:

Gross compensation budgeted for the position ranges between 6.60 to 7.80 lacs per annum. (TA/DA for official travel and other reimbursements will be provided as per rules). The actual offer made to the selected candidate shall be commensurate with qualifications, experience and salary history. 

7. LOCATION: The CSSSP shall be based at Patna Municipal Corporation

8. DURATION: The selected candidate shall be issued an initial consultancy contract till December 31, 2019, extendable for 12 months subject to satisfactory performance.
