1. POSITION VACANT: Manager - Operations (Hospital Administrator), Dr. Shroff’s Charity Eye Hospital, Manani, Saharanpur, Uttar Pradesh




Established in 1914, Dr. Shroff’s Charity Eye Hospital (SCEH) is one of the oldest and largest eyecare institutions in the country. It is globally respected for the provision of comprehensive eye and ENT care, high impact work among communities, quality research work and publications, and extensive education and training programmes for the healthcare fraternity.


SCEH provides state of the art and comprehensive eyecare services through a team of highly experienced and well-trained physicians, who are deeply committed to patient care.


SCEH has completed 100 years of existence and along with its tertiary center in New Delhi, has seven regional surgical hubs across the states of Uttar Pradesh and Rajasthan. The organization has a staff and trainee complement of 1500 persons and performs 50,000 sight restoring surgeries and provides clinical services to 500,000 people across its service footprint, each year.


SCEH works on a cross-subsidy model and performs 50% of its surgeries free, or at highly subsidized rates. It works in close partnership with leading international players in community eye health, as well as some of the best-known corporates in India. The core verticals of the organization are ophthalmology service delivery, community eye care, research, and medical education.

SCEH is looking for a highly capable, self-starter and motivated administrative professional to take the lead and meet the expectations of this position.


Reporting to the Senior Medical Officer and Operations Head of Secondary Centres, the Manager Operations (Hospital Administrator) (MOHA) shall ensure adherence with SCEH’s values and practices and lead the team by example in proactively achieving the budgeted targets of the centres.


S/he shall organize, demonstrate, direct, engage and monitor day-to-day operational issues arising with the implementation of SCEH policies.


Key Job Responsibilities:


(A) Achieving Annual Business Plan Targets
(1) Play a lead role in developing the annual business plan for the Secondary Centres;

(2) Ensure the achievement of overall surgical volumes (Surgical: Paid/ Free/ Subsidized) and budgeted revenues;
(3) Track and ensure the achievement of Revenue Generation targets:

(a) Walk in surgeries including the maintenance of ratios;

(b) Surgeries through empanelment’s like Ayushman Bharat etc.;

(c) Optical.


(4) Demand Generation: Plan and implement demand generation activities/ marketing activities to achieve the above;

(5) Closely review MIS and develop appropriate action plans, and engage with concerned stakeholders to close the gaps.


(B) Cost Management

(1) Undertake/ propose and implement cost saving measures to ensure control on wasteful expenses.

(2) Perform regular cost analysis pertaining to surgeries/ procedures / OPD’s to maximize utilization of resources

(3) Monitor patient acquisition cost and undertake measures to keep it in control.


(C) HR and Administration:

(1) Provide effective leadership inputs in this area;

(2) Implement all policies and processes announced by the base hospital, from time to time

(3) Provide timely and effective grievance redressal;

(4) Undertake periodic manpower audits to identify gaps and training needs, develop training calendars in coordination with central HR, coordinate/ impart training as per the training calendar for COP’s/ Employees;

(5) Provide clear job responsibilities with expected and measurable outcomes along with documented feedback;

(6) Foster alignment and encourage team spirit and a positive environment through implementation rewards, recognitions and the other initiatives;

(7) Instill and continuously reinforce SCEH values to ensure that the image of the organization is not compromised in the eyes of the community or statutory bodies;

(8) Develop a working knowledge of all functions and coordinate closely with various functional heads at the base hospital;

(9) Build engagement with Admin Heads and HoD’s of other Secondary Centres and implement best practices at the center.


(D) Certified Ophthalmic Paramedics (COP): Training:
(1) Work in close coordination with the central team in manpower planning to determine the long-term needs of the centre (hospital and VC’s) and initiate sourcing of candidates for the programme as per the eligibility criteria;

(2) Facilitate COP Coordinator in ensuring that rosters are made on a periodic basis and followed in both theory and practice by concerned in-charges at secondary centres. Also ensure that competency reports, attendance and leave status, and issues related to discipline and behavior are shared with concerned managers/ stakeholders at the Central Office;

(3) Provide support to the COPs and HR Coordinators in the smooth execution of welfare activities including transportation, stay and food facilities for COPs.


(E) Quality Management:

(1) Monitor key quality parameters, to take appropriate corrective actions to manage deviations:

(a) Patient experience;

(b) Patient safety;

(c) Infection control;

(d) Surgical outcomes;

(e) Incident reporting, CAPA;

(f) Follow up rates etc;

(g) Other MIS indicators;


(2) Institute a quality culture and strive for continuous quality improvement by involving all functions and cadres;

(3) Monitor cleanliness in the facilities;

(4) Continuously aim at improving patient experience and other quality indicators.


(F) Statutory Compliances and Contracts

(1) Ensure compliance with all statutory obligations pertaining to local laws;

(2) Assist the management in obtaining new certification/ accreditations;

(3) Maintain all AMC/ CMC/ Outsourcing records, agreements and MOU’s, and ensure their timely renewal;

(4) Represent the hospital in legal matters at the local level, as per the guidance of the base hospital; 

(5) Build and leverage appropriate networks to ensure effective liaising with Govt. and Non-Govt. stakeholders in all matters, enabling the smooth functioning of the centre.


(G) Finance and Inventory Management:

(1) Ensure implementation of all relevant processes and systems and checks;

(2) Continuously monitor overheads, and identify and implement ideas for enhancing cost efficiency;

(3) Ensure the availability and proper utilization of all consumables items;

(4) Ensure inventory is managed as per prescribed processes;

(5) Ensure that financial leakages do not happen.


(H) Community Outreach and Projects:

(1) Identify, engage and build on relations with all local stakeholders like citizen groups, Sarpanches, and NGO’s with the objective of increasing patient flows, developing partnerships and receiving donations in cash or kind;

(2) Plan and monitor effective implementation of community outreach activities to ensure regular and consistent inflow of patients;

(3) Pro-actively undertake planning, facilitating project leads and monitoring projects based out of the secondary centre and ensure that the prescribed project matrix and reporting are accomplished;


(I) Facility Management & Maintenance:

(1) Ensure the proper upkeep of hospital and guest house facilities ensuring cleanliness and hygiene of both;

(2) Ensure that all furniture and fixtures at secondary centres, vision centres and guest houses, are being properly maintained and are in good working condition;

(3) Ensure necessary maintenance and safety for all medical and non-medical equipment.


(J) Analysis and Reporting:

(1) Monitor key matrices with respect budgets/ standards, identifying and analysing deviations and presenting the same to the senior management;

(2) Take the lead for making presentations to the leadership team during reviews, and act on gaps or suggestions, within agreed timeframes.





Applicants must have a Master's in Hospital/ Health Administration/ Public Health or related field. Candidates with a master’s degree in business administration and substantial relevant experience may also be considered.


(1) Minimum 15 years of experience in healthcare with at least five years in leading eye care unit

(2) Prior experience of administering a unit of 300 to 500 patients, is essential.
