1. POSITION VACANT: Research Monitoring and Evaluation Officer (RM&EO), Room to Read, New Delhi.

 

2. ORGANIZATIONAL BACKGROUND:

 

RTR is a global organization transforming the lives of millions of children in low-income communities by focusing on literacy and gender equality in education. RTR works in collaboration with local communities, partner organizations, and governments to develop literacy skills and the habit of reading among primary school children and to ensure that girls complete secondary school with the skills necessary to negotiate key life decisions. By focusing on the quality of education provided within communities and ensuring that these outcomes are measured, RTR has created a model that can be replicated, localized and sustained by governments. With its, global headquarters in San Francisco, RTR has benefited 18 million children across over 30,000 communities in Bangladesh, Cambodia, Grenada, Honduras, India, Indonesia, Jordan, Laos, Myanmar, Nepal, Rwanda, South Africa, Sri Lanka, Tanzania, Vietnam, and Zambia.

 

Room to Read India (RTR India) was established in 2003, and presently has programs in nine states across India, comprising Chhattisgarh, Delhi NCR, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, Telangana, Uttarakhand, and Uttar Pradesh. The organization’s Literacy Program has been implemented in 15,642 government schools and 25,741 teachers trained in library management and reading activities. RTR India’s Girls’ Education & Gender Equality Program has benefitted over 62,457 girls during this period.

2. JOB DESCRIPTION/ RESPONSIBILITIES:

 

The Research Monitoring and Evaluation Officer (RM&EO) will report to the Research, Monitoring and Evaluation (RM&E) Manager and be based at the New Delhi, India Country Office. The RM&EO shall be responsible for providing support and assistance to the Literacy Program. S/he shall also be responsible for establishing and providing guidance and expertise to teams on designing, implementing, and managing monitoring and evaluation systems across different states.

 

Primary Duties and Responsibilities:
(1) Design, implement and analyze annual monitoring data on a regular basis in collaboration with the RM&E Manager and Program team;

(2) Coordinate and manage the RM&E dashboard and inform the management about key changes observed on a monthly basis;

(3) Collaborate with the Program team to implement and maintain RM&E efforts in different programs;

(4) Implement and analyze periodic data based on field observation and need;

(5) Provide training and mentoring to staff to help them develop the necessary knowledge and skill sets to run methodologically strong evaluations in their projects and programs, and ensure adherence to RM&E standard practices, policies, and specifications;

(6) Synthesize and analyze data and write summary reports by program, based on RM&E results;

(7) Identify key issues around program quality and links between monitoring and evaluation and quality assurance and improvement;

(8) Work with Program and HQ staff to codify best practices for RTR’s programs so that these can be shared across existing countries of operation and rolled out in new ones;

(9) Innovate new RM&E systems and projects in order to continuously improve the organization’s work in the field;

(10) Travel regularly throughout the year in urban and rural areas, to oversee the implementation of RTR’s RM&E work, train staff and maintain an understanding of the current stage of development of RM&E practice in the organization. Also identify areas where and how RM&E practices require improvement and investment;

(11) Stay informed about research and trends in the area of monitoring and evaluation and recommend appropriate improvements to systems and processes;

(12) Network with other non-profits running similar programs to find areas of collaboration and knowledge sharing;

(13) Represent RTR in different forums and advocate the importance of the organization’s educational work in the developing world.

 

3. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification and Experience

(1) Applicants must have an advanced degree in education, or development, or other related fields;

(2) Five to seven years of professional experience in RM&E;

(3) Good knowledge and understanding of education and gender issues, including community involvement in schools;

(4) Experience in the successful implementation of a wide range of tasks.

 

Skills and Competencies

(1) Strong technical competence in RM&E methods;

(2) Strong operational management skills, with the ability to establish a clear focus on results, set goals, plan and prioritize effectively, and monitor the quality and progress of work against plans;

(3) Strong analytical skills;

(4) Strong quantitative and qualitative analysis skills, with proven ability to work with data software packages such as STATA/ SPSS/ SAS, etc.;

(5) Experience in data entry and analysis;

(6) Ability to travel frequently to program areas in districts throughout India;

(7) Strong verbal and written communication skills in English and Hindi.

4. COMPENSATION OFFERED:

 

The gross compensation budgeted for the position is up to Rs. 12.5 lacs per annum. The offer made to the selected candidate shall be based on experience and salary history. Health benefits are also provided.
