About Project:

Central Tuberculosis Division (CTD), Ministry of Health & Family Welfare (MoHFW), Government of India (GoI) is implementing “Program Towards Elimination of Tuberculosis” funded by “International Bank for Reconstruction and Development” (IBRD), The World Bank to improve the coverage and quality of Tuberculosis control interventions in the private and public sector in nine targeted states of India.

In order to strengthen this initiative and intensify private sector engagement, establishment of National Technical Support Unit (NTSU) and State Technical support Units (STSUs) in 9 (nine) priority States has been considered as a key action point under institutional framework under NTEP. SAMS has been awarded the responsibility of establishing the STSU in Maharashtra. The STSU for Maharashtra shall be established at State headquarter and shall function with active support, supervision and monitoring from NTSU.

SAMS is hiring an Information and ICT Expert on a Full-Time Engagement basis for the STSU- Maharashtra to support implementation of National Tuberculosis Elimination Program with Central TB Division based out of Maharashtra.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the guidance and direction of Team Lead, STSU-Maharashtra, the Information and ICT Expert shall execute the following responsibilities:

Key Deliverables:

(1) Manage Data Analytics related to NTEP at the state level.
(2) Facilitate the ICT engagement and address grievances.
(3) Assist in strengthening interface with Nikshay & Ni-Kshay Aushadhi.
(4) Support to state and district for conducting training on software like Nikshay, Nikshay        Aushadhi, TB Aarogya Sathi app, Nikshay setu app, treatment adherence app etc.
(5) Support and promote online empanelment process;
(6) Assist in setting up mechanisms to enable privately contracted agencies to interact with the existing systems in use for NTEP;
(7) Provide technical support to State TB Cell with respect to data requirements;
(8) Effective ICT support for facilitating user-friendly patient reporting, patient centric adherence monitoring, and for smooth financial transactions;
(9) Facilitate ICT support to enable the Nikshay platform to reach patients in private sector.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:

(1) Degree in Computer Science/ Information Technology or a related discipline along with a post-graduate qualification in ICT Management (e.g. Masters, Project Management etc.) from a recognized University/ Institute;

Experience:
(1) At least 5 years’ experience in managing and leading an ICT team.
(2) Experience in ICT project management
(3) Experience in the Public Health / Healthcare sector including an understanding of the clinical management system
(4) Experience in work with TB programmes will have added advantage.
(5) Must have hands-on experience in data analysis, data visualization and preparing   presentations to demonstrate inferences and drive action points.
(6) Should have good experience in representing informatics on presentation formats and reports using MS Word, PowerPoint etc.
(7) Should possess excellent visualisation and presentation skills
(8) Must have experience in building data models and analyzing large amounts of information to discover trends and patterns
(9) Excellent knowledge of technical management, information analysis and of computer hardware/ software systems
(10) Expertise in data centre management and data governance
(11) Hands-on experience with computer networks, network administration and network installation.

Skills and Competencies: 

(1) Demonstrable skills in project management
(2) Proficient in use of Excel, pivot tables, V-lookup etc.
(3) Proficiency with spreadsheets, databases, word processing, and slide presentation software
(4) Should be proactive to understand the data visualization requirements and be able to provide required outputs using available data in a structured or semi-structured form
(5) Sound computer skills, including use of the Internet, MS Office™ software, and Data Analytics
(6) Critical thinking and problem-solving skills are essential
(7) Excellent analytical and communication skills are essential
(8) Excellent oral and written communication skills in English, and working knowledge of the local language in Maharashtra is mandatory
(9) Willingness to be based in Maharashtra and travel extensively (12-15 days/month) as per the requirement of the project
(10) Ability to work independently and as a team player in a complex, multicultural environment
(11) Demonstrable ability to identify priorities and overall management of the project    through consultative meetings at the national level with government stakeholders

(12) Accountable for the delivery of agreed results
(13) Ability to make effective use of resources and comparative advantage to strengthen programs and partnerships
(14) Ability to identify problems, propose solutions and take immediate corrective measures.

5. COMPENSATION OFFERED (INDICATIVE):

The minimum Gross compensation payable to the candidate selected for this post, at the time of joining is budgeted between Rs. 80,000 to Rs. 90,000/- per month subject to withholding Taxes, as applicable. The compensation will be decided based on the last drawn salary, experience, and calibre of the candidate.

6. NATURE OF ENGAGEMENT: The selected candidate shall be appointed as a consultant for a fixed-term assignment with Strategic Alliance Management Services Pvt. Ltd. (SAMS). The contract shall be valid for one year period, and renewable based on approval from our Client and the candidate’s performance.
