1. POSITION(S) VACANT:  Short-Term Technical Consultant - School Health and Wellness Programme (SHWP), United Nations Population Fund (UNFPA), Chandigarh

 

2. ORGANIZATION BACKGROUND:

 

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services including voluntary family planning, maternal health care and comprehensive sexuality education.

 

Project Background:

 

UNFPA is a key partner for Adolescent Health Division, Government of India in planning, implementation and monitoring of School Health & Wellness Program across the country and especially in the states allotted to UNFPA viz. Bihar, Delhi, Odisha, Rajasthan and Punjab. UNFPA has supported the ministry in the development of curriculum, operational guidelines and training of State Resource Group members from all the states. Due to COVID-19 field level implementation was delayed but now all the states have initiated implementation as per the guidelines to ensure schools level transactions by the Health & Wellness Ambassadors (HWA).

Based on the above background UNFPA plans to engage a short term technical consultant for a period of 2-3 months (upto 31 December 2022) for providing technical and programme management support for planning, implementation, quality assurance and monitoring of activities related to School Health and Wellness Programme in Punjab.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Under the direction of Nodal Officer-SHWP, Punjab, the Short-Term Technical Consultant - School Health and Wellness Programme, shall be responsible for the following:

 

Key Deliverables:

 

(A) Planning

(1) Provide technical support in implementing annual PIP for School Health and Wellness Programme (SHWP) for the state of Punjab;
(2) Provide support in preparing the state training calendar for training of teachers under SHWP to build knowledge and skills of the service providers;
(3) Provide support in coordinating with the state trainers and district trainers to ensure availability of trainers for HWA training;
(4) Provide support in ensuring printing and procurement of necessary training logistics and branding material for HWA.

 

(B) Implementation

(1) Field visits to districts to ensure implementation of SHWP;
(2) Coordinate with districts to ensure the proper nomination for various training to be organized by the state on adolescent health and well-being;
(3) Provide support in programme review meetings for the state and analyse data from the field to the review meeting;
(4) Facilitate coordination between Nodal State officials of State Health Society, SCERT, Education department, development partners in ensuring effective implementation of adolescent health programmes.

 

(C) Quality Assurance and Monitoring Support

(1) Monitor implementation of SHWP on regular basis and provide feedback to officials of Nodal departments;
(2) Analys the data submitted by the districts on adolescent health programmes and provide timely feedback to states for necessary rectification and/ or action;
(3) Ensure regular field visit to the implementation districts for programme implementation monitoring, attending the capacity building programmes and review meetings.

 

(D) Other

Undertake any other related task assigned by the project lead or Nodal offices.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:

(1) Applicant must have Post-Graduation Degree/ Diploma in Social Studies/ Rural Development/ Social Work/ Public Health

 

Experience:
(1) Applicant must have atleast 2-3 years of experience working in the Health and Education sector is essential;
(2) Experience of working on the school health and wellness projects and working experience to work with the Government department will be advantageous;

(3) Understanding of the formal elementary and secondary education system of the implementation state will be an advantage;

(4) Proficiency in the computer (MS office), documentation and reporting.

 

Skills and Competencies:

(1) Ability to plan and execute activities at National, State and District level;

(2) Must be willing to travel extensively in the states;

(3) Capable of taking independent responsibility;

(4) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;

(5) Excellent oral and written communication and presentation skills in English and Hindi;

(6) Good analytical skills;

(7) Good documentation skills;

(8) Demonstrated ability to work in a multi-disciplinary team with strong facilitation skills & ability to analyze reports, plan and monitor projects;

(9) Good understanding of programs and schemes implemented by Department of Health;

(10) Good track record of credibility.

 

5. NATURE OF ENGAGEMENT:

 

The Short-Term Technical Consultant - School Health and Wellness Programme shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

6. REMEUNERATION & PER DIEMS:

 

The selected candidate will be paid a consolidated amount of Rs. 75,000 – Rs. 80,000 per month.

 

7. LOCATION: Chandigarh

 

8. DURATION: The successful candidate shall be issued a consultancy contract from the date of joining till December 31, 2022
