1. POSITION VACANT: Consultant - Resource Mobilization, Bharat Rural Livelihood Foundation, New Delhi (One Vacancy)




Bharat Rural Livelihoods Foundation (BRLF) was set up by the Government of India as an independent society under the Ministry of Rural Development, to scale up civil society action in partnership with the central and state governments. The Union Cabinet decided to form Bharat Rural Livelihoods Foundation (BRLF) through its decision on 3rd September 2013 to ensure better implementation and outreach of the government schemes and programmes in partnership with civil society organizations. It came into existence as an independent society on 10th December 2013 with an initial amount of INR 500 crore to be allocated in two instalments to create the corpus of this new society.


The principal objective of BRLF is to empower rural India, ameliorating the lives of its impoverished populace, especially the indigenous tribes and strengthening their confidence in the government and Indian democracy, in coordination with CSOs, Government of India and governments of various states. BRLF aims to better channelize funds allocated by governments, banks, corporates and other philanthropic foundations for various public programmes, and ensure their proper implementation at the grassroots to generate best results.


Working in tandem with civil society organisations that have a local presence, BRLF ensures that the desired results are produced through right strategies as well as efforts. BRLF supports a variety of projects across the breadth of the country, particularly in the states of Odisha, Jharkhand, West Bengal, Chhattisgarh, Madhya Pradesh, Maharashtra, Rajasthan, Telangana and Gujarat that form Central India.

Under the guidance of the Head- Strategic Partnerships and Resource Mobilization (SP&RM), the Consultant – Resource Mobilization (CRM) shall be responsible for raising funds following the directions and strategy of BRLF. The CRM extends support to Head- SP&RM in cultivating and leveraging a stronger donor support base for BRLF across philanthropic foundations, INGOs, Corporates and High Net-worth Individuals (HNIS).


S/he will lead/assist in development and presentation of concept notes/ proposals to potential donors and partners. Following is the detailed list of roles and responsibilities.


Key Roles and Responsibilities:


(A) Donor Cultivation

(1) Expand the database of potential donors including high-net-worth individuals in the space of rural livelihoods

(2) Profile and mapping of new donor prospects in BRLF geographies;

(3) Extend support to Head- SP & RM in developing concept notes, proposals and budgets which match BRLF’s mandate and align with the organisation and the donor priorities

(4) Prospect philanthropic, public and private sector CSR partnership opportunity into funds and leverage in the advancement of program and resource targets;

(5) Provide any other support required in the implementation of the RM strategy.

(6) Any other tasks assigned by supervisor.


(B) Donor Management

(1) Organize briefings, meetings, visits and events with current and prospective donors, coordinate programmatic and logistical arrangements, draft reports and set action plans for follow-ups;

(2) Prepare responses to donor queries in consultation with the Head-SP & RM;

(3) Identify key prospects and arrange meetings with the senior team members.




Qualifications & Experience:

(1) Master’s degree in Social Sciences or Management or any other relevant field;

(2) Minimum three to four years in the rural development sector with demonstrable success in resource mobilization for NGOs or INGOs;

(3) Good understanding of the donor funding landscape and processes, particularly in the rural livelihoods sector.


Essential Skills and Competencies:

(1) Ability to conceptualize and develop concept notes and proposals as per the requirements of the donors

(2) Ability to work on performance-based targets for fundraising

(3) Excellent with written and oral communication skills

(4) Results-oriented and accountable

(5) Ability to work effectively with multi-disciplinary teams

(6) Self-motivated and ability to take initiatives

(7) Command on computer skills, particularly on MS office, highly desirable




Gross compensation budgeted for the position is in the range of INR 70,000/- to INR 80,000/- per month. The actual offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.


6. LOCATION: New Delhi


7. APPOINTMENT: This is a contractual engagement for a period of six months. The engagement may be renewed/ extended, based on the performance and/or requirement of the organization.
