1. POSITION VACANT: Project Officer - Operations (PO-OPS), for Gavi Health System Strengthening Project with SAMS, at Gwalior, Madhya Pradesh.




3BACKGROUND: Strategic Alliance Management Services Pvt. Ltd. (SAMS) is a premier management consultancy that has been exclusively focused on providing recruitment, payrolling and supply chain management services, to the public health and development sectors in India, for the past 25 years.


SAMS’ clients include bilaterals, multilaterals, I/NGOs and both Central and State Government organizations. SAMS has managed drug logistics and health supplies for the National Tuberculosis Elimination Programme (NTEP) at CTD, MoHFW for +17 years. SAMS has provided similar support to NVBDCP and briefly to NACP.


The GAVI Alliance-funded Health System Strengthening (HSS) programme is one of the efforts of the Ministry of Health and Family Welfare (MoHFW) to improve the quality and level of immunization coverage in India. UNDP supports this programme by the development of an integrated and innovative solution that aims to provide real time information of vaccines stocks at the various level of the Routine Immunization Programme as well as having real time information on the temperature at the various levels of storage at the state level across the country. Moreover, UNDP also supports with strengthening the evidence base for improved policy-making on programmatic areas through a well developed and implemented national M&E plan and research framework.




Reporting to the Senior Project Officer in the state of Madhya Pradesh, the Project Officer- Operations shall be based at Gwalior district in the state. The position will require extensive travel within the designated districts.


Key Job Responsibilities:


(A) Programme Planning and Implementation of eVIN & CoWIN in the Division:


(1) Provide advice and support for effective implementation of the Electronic Vaccine Intelligence Network (eVIN) & COWIN for vaccine logistics and cold chain management in the state


(B) Liaising and Advocacy with the Government and other Development Partners:


(1) Project Officer is required to work closely with Regional Health officials

(2) Actively coordinate with State Health Officials, District health officials and other development partners working on immunization.


(C) Capacity Building and Technical Assistance for Government:


(1) Assist the Senior Project Officer to identify capacity-building needs on eVIN /CoWIN or other technology platforms

(2) Undertake capacity-building activities at the district level.


(D) Monitoring and Evaluation of eVIN delivery in the respective region:


(1) Facilitate the review of system and capacities relating to the delivery of eVIN in conjunction with State Health Mission, including the following:

(a) Undertake extensive field visits to monitor the implementation of the system and providing technical inputs to address gaps and bottlenecks;

(b) Carefully monitor the eVIN and CoWIN system and alert designated authorities at the district level with regards to vaccine logistics inventory andcold chain management;

(c) Assist, support and monitor the identified implementation agency in the implementation of the system at the district and sub district level including capacity building initiatives at the regional and district level;

(d) Document the implementation process and analytical learnings from the implementation to feedback into the effective scale up in all the districts.


(E) Report Writing:


(1) Prepare periodic status reports, annual reports, case studies, etc. in a qualitative and timely manner;

(2) Preparation of monthly reports and other reporting mechanism.


(F) Team Management:


(1) Supervise and provide hand holding support to assigned VCCM;

(2) Interact with VCCM on daily basis for accomplishment of project activities and acts as a bridge between Districts and State.


(G) Supporting Other Health Interventions:


Perform any other tasks assigned by the Senior Project officer, from time to time.




(1) Senior Project Officer of the State, for all programmatic aspects of eVIN, CoWIN and other immunization activities;

(2) Coordinate with HR and Admin Lead of Service Provider, for salary and other administrative issues, once approved by the SPO.




Educational Qualification:


(1) Post-graduation in Public Health/ Health Administration/ Supply Chain Management/ Social Sciences from a reputed University / Institution;

(2) Bachelor’s degree in MBBS/ BDS/ AYUSH (Preferable).



(1) Minimum 3 Years’ experience in Public health, preferably in Routine Immunization programme, including the vaccine logistics and cold chain mechanisms at District level or above;

(2) Experience of working with the State Government or other international development organization shall be an asset;

(3) Experience in managing information technology driven projects;

(4) Analytical, negotiating, communication and advocacy skills.

(5) Computer knowledge in MS Office and other applications;

(6) Demonstrable experience in managing and scaling large scale projects preferably in health sector;

(7) Able to work under mission mode and work in odd hours for achievement of programmatic goals.

Skills Required:

(1) Good knowledge of health systems in India and its states;

(2) Should possess analytical, negotiating, communication and advocacy skills;

(3) Good knowledge of written and spoken English is required;

(4) Good working knowledge of local language of duty station is required.



(1) Excellent knowledge of written and spoken Hindi and English required;

(2) A good working knowledge of local language of the duty station will be an asset.



The position will require extensive travel to the designated districts.




Gross compensation offered for the position shall be Rs. 45,000/- per month, (excluding TA/DA).




The Project Officer - Operations shall be on the payroll of Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.
