1. POSITIONS VACANT: National Operations Manager, Foundation for Innovative New Diagnostics (FIND) India, New Delhi




Foundation for Innovative New Diagnostics (FIND), the global alliance for diagnostics, seeks to ensure equitable access to reliable diagnosis around the world. FIND connects countries and communities, funders, decision makers, healthcare providers and developers to spur diagnostic innovation and make testing an integral part of sustainable, resilient health systems. FIND is working to save 1 million lives through accessible, quality diagnosis, and save US$1 billion in healthcare costs to patients and health systems. FIND is co-convener of the Access to COVID-19 Tools (ACT) Accelerator diagnostics pillar, and a World Health Organization Collaborating Centre for Laboratory Strengthening and Diagnostic Technology Evaluation.


FIND India, with its office in New Delhi, is an independent non-profit organization created under Section 8 of the Indian Companies Act, 2013. The organization is dedicated to activities focused on introducing and expanding quality assured, rapid, accurate and accessible diagnostic solutions for several infectious and non-communicable diseases. FIND India has undertaken several projects focused on TB, viral hepatitis C, COVID-19, and Antimicrobial Resistance (AMR).


Overall Project Objective:


FIND India is implementing a Global Fund-supported project titled Joint Effort for Elimination of Tuberculosis (JEET), with an aim to partner with the private sector in various States of India to increase notifications, microbiological confirmation of TB patients, and facilitate early treatment initiation and adherence support systems for improved treatment completion rates with mechanisms to reduce the high costs to TB patients. JEET activities take a multi-pronged approach to engage with the private sector, following the National Strategic Plan mantra to “go where the patients go”. The project therefore proposes to work closely with the patient at all the touchpoints. These include chemists, pharmacies, clinics, providers, hospitals, laboratories, and National Tuberculosis Elimination Program (NTEP).

The National Operations Manager shall report to the Project Lead:


Key Responsibilities:
(1) Monitor the overall implementation of the interventions related to private sector engagement and TB infection across 4-5 states in India;

(2) Work closely with the Project Lead and coordinate his/her input into the project;

(3) Liaise with partners to detail out the project operational plan and milestones;

(4) Provide management support for implementation of project activities;

(5) Supervise the coordination between various state units including implementation partners.

(6) Provide implementing partners the necessary technical and administrative supervision to achieve programmatic and financial objectives of the project;

(7) Undertake periodic monitoring of the two interventions through field visits, reviews and assessments as required;

(8) Track the outputs in coordination with the project Monitoring and Evaluation (M&E) team and take corrective action, if necessary;

(9) Liaise with state governments and support the states in spearheading public – health engagement strategies;

(10) Develop field level strategies in alignment with overall project objectives and ensure communication and alignment with field team;

(11) Liaise with State and district level government TB officials to ensure effective partnership with the public sector for delivery of commodities;

(12) Support the state teams in coordinating with state TB cells for Project Implementation Plan (PIP) budgeting and provide technical leadership in articulating issues and proposing solutions;

(13) Ensure that all operational arrangements are compliant with Joint Effort for Elimination of TB (JEET) policies;

(14) Other tasks as identified from time to time by Director(s) of FIND India.





Applicant must be Post-graduate degree in Science (Biology/Microbiology preferred)/ Master of Public Health from a reputed institute.



(1) Over five years’ experience in project management within the health care industry, particularly community level interventions;

(2) Prior experience in managing field teams is required; candidates must have managed a team of at least five or more personnel;

(3) Strong understanding of interfacing with institutional & government bodies /NGOs/ diverse stakeholders recommended.


Skills and Competencies:

(1) An outstanding track record of performance and achievement of targets, with excellent planning and execution skills;

(2) Willing to travel if required and at short notice (25-30% of total committed time);

(3) Good command of English (both spoken and written);

(4) Familiar with computer software applications, especially Microsoft Excel.




The gross remuneration budgeted for the position is attractive and shall be commensurate with the qualifications, experience, and salary history, of the selected candidate.

The selected candidate shall be initially offered a fixed term employment contract till March 31, 2024. The position will be prolonged subject to satisfactory performance, project extension and fund availability.
