National Technical Consultant– Adolescent & Youth

1. POSITION(S) VACANT:  National Technical Consultant – Adolescent & Youth, United Nations Population Fund (UNFPA), Delhi




The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services including voluntary family planning, maternal health care and comprehensive sexuality education.


Ministry of Health & Family Welfare (MoHFW) has acknowledged the need to address health needs of adolescents as key to achieve SDG goals and targets of India. Realizing this, MoHFW has initiated various programmes in the last decade to cater to health needs including sexual and reproductive health needs of adolescents and young people.


Adolescent Health Division conceptualised and launched a comprehensive programme called Rashtriya Kishor Swasthya Karyakram (RKSK) in 2014 in collaboration with various development partners to improve access to correct information on various adolescent health and development issues in community settings. RKSK programme has evolved over the years with various states demonstrating different models and approaches for effective implementation of the programme.


In 2019, the Adolescent Health Division launched the School Health Programme under Aayushman Bharat to improve access to health information and build life skills in school setting.


The School Health Programme is in its early stage of implementation and will need strong technical assistance from MoHFW and development partners for effective implementation. Similarly, with the maturity of RKSK programme, it will be critical to use the best practices identified from various states while scaling up of the programme.


UNFPA will continue to work with Adolescent Health Division of MoHFW in advancing adolescent health and well-being agenda and continue to support the division by providing technical consultant to conceptualise, plan, implement and monitor adolescent health programmes.




The National Adolescent and Youth Consultant will work from the office of Adolescent Health Division, National Health Mission. He/She will be responsible for providing technical and programme management support for planning, management and monitoring of activities related to adolescent health programmes.


The Consultant, under direction of the Dy.Commissioner, Adolescent Health Division will interact with the states, development partners, and will undertake field visits to the states for programme planning, management and monitoring.


Key Deliverables:


(A) Planning


(1) Assist in preparing annual PIP for adolescent health programmes like RKSK ,School Health Programme, MHM and WIFS ;

(2) Provide technical assistance to Adolescent Health Division (AHD) in developing annual guidelines for PIP formulation on adolescent health programmes for states, review PIP submitted by the states and facilitate approval of PIP and budgets for states to implement adolescent health programmes;

(3) Technical assistance in developing comprehensive roadmap along with operational guidelines for mentoring mechanism, referral pathways, linkages with RBSK & RKSK etc under School Health Programme;

(4) Support in preparing training calendar for training of teachers under SHP, medical and paramedical staff under RKSK program to build knowledge and skills of the service providers;

(5) Coordinate with development partner to seek required support for strengthening of various components of adolescent health programmes;

(6) Support in development of need-based resource and communication material for new strategies and programmes to improve adolescent and young people’s health and well-being including SRH;

(7) Provide technical inputs for development of training module for various stakeholders involved in implementation of adolescent health programs;

(8) Develop innovative approaches and concepts for promoting adolescent health and well-being.


(B) Implementation


(1) Field visits to states and districts to ensure implementation of various adolescent health programmes and strategies as approved under the PIP;

(2) Coordination with states to ensuring the proper nomination for various training to be organized by MoHFW on adolescent health and well-being.

(3) Development and implement mentoring and monitoring mechanism for SHP and RKSK program in states.;

(4) Provide technical assistance in promoting youth friendly health services through public health facilities across the states;

(5) Establish regular programme review system at national and state level and participate in these meetings;

(6) Assist in documenting best practices adopted by various states in implementing adolescent health programs and share them with key stakeholders to replication;

(7) Facilitate coordination between development partners and state officials in ensuring effective implementation of adolescent health programmes.


(C) Quality Assurance & Monitoring Support


(1) Monitor implementation of adolescent health programmes such as SHP, RKSK , WIFS and MHM on regular basis and provide feedback to officials at MoHFW for necessary action;

(2) Analyse the data submitted by the states on adolescent health programmes and provide timely feedback to states for necessary rectification or action;

(3) Provide technical inputs in developing technology based real time monitoring systems for various adolescent health programmes.


(D) Other

(1) Undertake any other related task assigned by the supervisor or UNFPA office.


(E) Reporting Requirements:


(1) Monthly work progress report in format shared by UNFPA;

(2) Field visit report to be shared with supervisor and with UNFPA for travel claim settlement;

(3) Documentation of best practices from the states.




(1) Applicant must have MBBS , BAMS, BDS or allied medical sciences or graduate in social science with Post Graduation in Health.



(1) Minimum 5 to 7 years’ experience of working closely in field of public health and minimum of two years’ experience of working in adolescent health programs with development sector or with Government;

(2) Preference will also be given to candidates already working or who have experience of working with the Adolescent Health Division for a period of more than two years.


Skills and Competencies:

(1) Ability to plan and execute activities at National, State and District level;

(2) Must be willing to travel extensively in the States ( at least 8-10 days per month);

(3) Capable of taking independent responsibility;

(4) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;

(5) Excellent oral and written communication & presentation skills in English and Hindi;

(6) Good analytical skills;

(7) Good documentation skills;

(8) Demonstrated ability to work in a multi-disciplinary team with strong facilitation skills & ability to analyze reports, plan and monitor projects;

(9) Good understanding of NRHM and RCH2 and Health care delivery structure in the state;

(10) Good track record of credibility.




The Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.




Gross compensation budgeted for the position is attractive and will commensurate with the salary history of candidates.


7. LOCATION: Delhi


8. DURATION: Initially for 12 months. On satisfactory completion of the tasks and on review of performance appraisal, could be extended further on recommendations of the Adolescent Health Division ,MoHFW  in consultation with UNFPA.
