1. POSITION(S) VACANT: Senior Programme Officer- Monitoring, Learning, Research and Evaluation (MERL), INGO, New Delhi

 

2. ORGANIZATION BACKGROUND:

 

Our client is an International NGO (INGO) and part of an international confederation of independent development agencies, addressing the needs of poor and marginalised communities in more than 30 countries across the globe. Our client has been active in India since 1978, implementing programmes directly, as well as in partnership with affiliated agencies and/or implementing partners. Our client executes cross-sectoral programmes, in the areas of of agriculture and food security, climate change, economic inclusion, early childhood development, education, health and nutrition, access to sanitation and clean drinking water, and the establishment and strengthening of community institutions to lead and sustain development interventions.

 

Our client is significantly strengthening and streamlining monitoring, learning and impact evaluation systems across its programmes, and is seeking to appoint a result driven and entrepreneurial Senior Programme Officer to lead the M&E, research and learning (MERL) portfolio. This is a senior position with responsibility for providing strategic direction and leadership to MERL across all initiatives, in different states and ensuring that the right systems are in place for real-time monitoring of implementation progress, outputs and outcomes. The position will also be responsible for building evidence-based documentation of the impact of projects on improvements and transformation to the quality of life of beneficiary communities.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the Chief Executive Officer, as a key resource person, the Senior Programme Officer- Monitoring, Learning, Research and Evaluation (SPO-MERL)shall develop and implement our client’s M&E strategy across its programme portfolio in multiple states, and institutionalize the regular tracking of core indicators to measure the results and impact of their interventions over time. The post holder shall also review and further refine existing MIS systems and make best use of available technological options to facilitate real-time tracking of data and implementation progress.

 

Key Roles and Responsibilities:

 

(1) Design and implement the organisation’s M&E system, ensuring that it is in line with reporting requirements, including donor requirements across programmes. This will include a review of existing MIS and M&E systems, data collection tools and reporting formats, assessing their suitability to information needs, and refining and further strengthening these systems where required;

(2) In dialogue with sector leads and state programme managers, strengthen and refine core indicators to be tracked on a regular basis to measure the results and impact of interventions on improvements and transformation in the quality of life of target beneficiaries. Develop and institutionalise a system of regular tracking and reporting of these core indicators, including building the capacity of field implementation teams for data collection and undertaking surveys, both qualitative and quantitative;

(3) Lead and oversee the collection of data for the organisation’s global M&E system, and ensure clarity on target beneficiaries, beneficiaries reached, and beneficiaries impacted. Ensure that adequate systems are in place to overcome double counting across thematic sectors and target geographies;

(4) Ensure that systems and processes developed to track core indicators, implementation progress, outputs and outcomes are based on the best available technology, enabling ease of data collection, rigour and timeliness. These could include mobile based data collection systems;

(5) Review quality of data and methods of data collection and support field teams to improve the quality of data. Provide regular mentoring support and guidance to M&E staff at the state offices, ensuring that the M&E function across geographies works in collaboration to support programmes with data and evidence;

(7) Develop and regularly update a database of high-quality resource and knowledge organisations to undertake surveys, evaluations and impact assessment studies;

(8) Lead the process of undertaking research studies, baseline assessments and impact evaluations across thematic sectors. Identify issues for further research in dialogue with field teams and based on the results of implementation, develop RfPs, identify potential research organisations, design baseline and end-line evaluation processes and related documentation;

(9) In collaboration with the communications team, maintain photo-documentation of implementation progress, including before and after intervention photographs;

(10) Contribute to the process of developing knowledge and technical support partnerships to strengthen field implementation across thematic sectors;

(11) Support the process of developing annual work-plans for various sectoral interventions, and develop systems to regularly review progress against agreed milestones (both technical and financial);

(12) Track and ensure the development and timely submission of programme progress reports in line with grant contracts, ensuring that these are of high quality;

(13) Collect data and report across thematic sectors for CEO narrative reports, Board and Committee documents, and internal and external presentations;

(14) Contribute to the development of project proposals, communication documents and programme fact sheets;

(15) Undertake regular field visits to monitor progress and review the quality of data being collected;

(16) Provide regular progress updates on programme implementation trends, highlighting areas requiring strengthening;

(17) Plan and organize regular in-house events to share emerging learning from field implementation;

(18) Carry out any other duties and responsibilities, as may be assigned by the CEO.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Master’s Degree in a relevant field viz. Development Studies, Demography, Statistics, etc. (A Masters in Statistics, or Economics shall be preferred).

 

Experience:
(1) Applicants must have a minimum of 7-10 years of experience in the design and implementation of M&E and MIS systems in the development sector;

(2) Knowledge and experience in using mobile based data collection systems;

(3) In-depth knowledge of statistical methods, formative, summative, developmental, and additive evaluation designs, qualitative and quantitative research methods, data collection, and management.

(6) Flexibility and willingness to multi-task;

(7) Willingness to travel to field areas, including in remote rural locations and work closely with field teams;

(8) Excellent verbal and written communication skills in English and Hindi.

 

5. COMPENSATION OFFERED:

 

Gross compensation budgeted for the position is Rs. 28-30 lacs per annum, excluding medical and accident insurance and gratuity. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

 

6. CONTRACT: The incumbent shall be offered a two-year contract, extendable based on performance.
