1. POSITION(S) VACANT: Programme Officer- Policy and Capacity Building (PO-PCB), International NGO, Patna

 

2. ORGANIZATION BACKGROUND:

 

Our client is an International NGO (INGO) and part of an international confederation of independent development agencies, addressing the needs of poor and marginalised communities in more than 30 countries across the globe. Our client has been active in India since 1978, implementing programmes directly, as well as in partnership with affiliated agencies and/or implementing partners. Our client executes cross-sectoral programmes, in the areas of of agriculture and food security, climate change, economic inclusion, early childhood development, education, health and nutrition, access to sanitation and clean drinking water, and the establishment and strengthening of community institutions to lead and sustain development interventions.

 

Our client is implementing an ambitious rural livestock development programme for women in Bihar. Working directly with over 50,000 women SHG members in four blocks, the project aims to transform and improve the quality of life of landless and marginal farming households through improvements in small ruminant production, increasing and strengthening the role of women in the small ruminant value chain, and demonstrating an implementation model that can be expanded at significant scale through public investment. The project is supported by a respected international donor.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Our client wishes to recruit a result driven, articulate, enthusiastic and entrepreneurial development professional for the post of Programme Officer - Policy and Capacity Building (PO-PCB), to lead interventions on training and facilitate wider outreach, enabling the replication and scaling-up of project approaches.

 

Reporting to the State Programme Manager, Bihar, the PO-PCB will be responsible for tracking and documenting emerging learning from project implementation and facilitating and supporting the replication of project approaches in other districts of the state, working in close collaboration with JEEViKA and the State Department of Animal Husbandry.

 

Key Roles and Responsibilities:

 

(1) Lead collaboration with stakeholders such as JEEViKA and Departments of Animal Husbandry, Dairying and Fisheries, to develop and implement approaches to scale-up their rural livestock development programme;

(2) Identify training needs and facilitate capacity building of project team;

(3) Mentor and guide programme teams at the district cluster level and support the replication of the project across 20 districts;

(4) Refine and strengthen training modules and flip books for pashu sakhis and women SHG members, on small ruminant productivity improvements and women’s empowerment;

(5) Identify and document key learnings from project implementation for policy dialogues;

(6) Track key policy developments related to small ruminant development;

(7) Identify potential technical and financial partnerships to expand implementation of the project;

(8) Document the intervention as well as develop a corresponding photo bank;

(9) Develop and submit timely progress reports to JEEViKA.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:

Applicants must have Post Graduate Degree in Management, Social Sciences, or other relevant discipline.

 

Experience:

(1) Applicants must have a minimum of eight years of experience in the implementation of gender sensitive agriculture/ livestock programmes;

(2) Experience of working in close collaboration with government systems, is desirable.

 

Skills and Competencies:

(1) Good written and verbal skills in English and Hindi;

(2) Proficient in Microsoft Office applications, including Excel;

(3) Excellent interpersonal skills;

(4) Ability to work in teams, as well as independently;

(5) Willing to travel frequently.

 

5. COMPENSATION OFFERED:

 

Gross compensation budgeted for the position is Rs. 14 lacs per annum, excluding medical and accident insurance and gratuity. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.

 

6. CONTRACT: The selected candidate shall be offered a two-year contract, extendable based on performance.
