1. POSITION(S) VACANT: Regional Resource Centres-Coordinator - Talim-i Naubalighan Programme, United Nations Population Fund (UNFPA), Bihar (Araria, Darbhanga, Bhagalpur)

 

2. ORGANIZATION BACKGROUND:

 

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education.

 

PROJECT BACKGROUND:

 

United Nations Population Fund (UNFPA) is supporting Government of Bihar (GoB) and Bihar State Madarsa Education Board (BSMEB) in implementing Adolescence Education Program in Government aided/recognized Madarsas of Bihar. The project is being implemented across the entire Bihar State (38 Districts) covering approximately 2500 Madarsas and reaching out to 1.2 lakh adolescents in Madarsas annually. The Project is implemented in partnership with Bihar State Madarsa Education Board, Department of Minority Welfare, Department of Education, Government of Bihar, UNFPA and credible National institutions.

 

The Madarsa project is centred around the overall mandate of UNFPA to empower adolescents with age appropriate and gender responsive life skills education for informed decision making as well as to build their cognitive capital. The age and context specific teaching will be introduced from Grade VI – X, through a cascading training approach centred around 50 Madarsa Resource Centres (1 MRC/40 Madarsas) and a State Resource Centre through a period of three years.

 

Reporting to the UNFPA State Head of Bihar and/or Manager, the Regional Resource Centre Coordinators will coordinate the implementation of the project at a unit of 4-5 Madarsa Resource Centres, in partnership with the Implementing partners and field implementation staff. The RRC coordinators will be primarily responsible for rolling out the critical activities of Madarsa Resource Centres centred around systems strengthening, in addition to coordination of the training activities by the Implementing partners.

 

The project envisages to develop Madarsa Regional Resource Centre as administrative and technical hubs for strengthening capacities of Madarsas on addressing various issues of adolescents. One Regional Resource Centre for a unit of forty Madarsas will be developed. The Regional Resource Centres will provide continuous training/capacity building to teachers in 40 Madarsas, provide handholding and supportive supervision, collect and collate MIS, counselling, career guidance support and will endeavor to develop creative expressions for adolescents in Madarsas.

 

Coordinator for Regional Resource Centre will coordinate the activities and work for 5 Regional Resource Centres, including trainings and capacity building, MIS, development of RRC as technical hubs, Monitoring and supportive supervision of RRCs, support to Supervisors of RRC etc.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the State Head /or Manager of UNFPA- Bihar, the Regional Resource Centre Coordinators will be based at one of the RRC in the specified districts, and will be responsible for following Key Tasks.

 

Key Responsibilities and Deliverables:

 

(A) Development of Resource Centre & Systems Strengthening:

(1) Implement the guideline and ensure compliance of SoP developed for developing RRC;

(2) Provide support to the Madarsa staff at RRC to develop the identified Madarsa as RRC;

(3) Work out, plan, implement monthly activity calender for RRC, including counselling, creative expressions, rights and entitlements and others that will be prescribed in the RRC guideline;

(4) Support the managing committee of the identified Resource Centre in preparing development plan for RRC;

(5) Liaise between district officials and Madarsas for addressing the gaps in the development of RRC;

(6) Develop and support RRC in executing systems like PTMs, parents and community engagement, anjumans, creative expressions etc;

 

(B) Training & Capacity Building:

(1) Act as Trainer (along with supervisors of RRC) and Train the Resource Centre Team;

(2) Undertake regular trainings and refreshers of trainers and supervisors of RRC;

(3) Prepare monthly training calendar for each RRC, including refreshers and monthly plan for community engagement;

(4) Monitor the trainings and its quality undertaken by each RRC;

 

(C) Supportive Supervision:

(1) Undertake regular monitoring and supervision of each RRC and provide technical and backstopping support to RRC;

(2) Monitor the monthly supportive supervision plan of each RRC (Supervisors and trainers), and ensure its compliance;

(3) Undertake monitoring of sample madarsas under each RRC on a monthly basis and provide detailed feedback to RRC team;

(4) Monitor the trainings and its quality undertaken by each RRC;

(5) Work with RRC to develop and implement criteria for grading the performance of Madarsas, and implement strategies to improve weak performing madarsas;

 

(D) Reporting:

(1) Collate and compile monthly MIS from each RRC and its timely submission to the AEP cell;

(2) Support RRC team in developing and executing recording and reportings for each Madarsa;

(3) Prepare analytical reports for each RRC;

(4) Support Madarsa board in the development and execution of online/offline MIS;

(5) Support Madarsas in keeping and managing the recording formats;

(6) Conduct trainings of Madarsa teachers/principals on reporting format;

(7) Collect and collate the information/data on Regional Resource Centres and prepare monthly reports;

(8) Ensure that data is regularly collected from Madarsas;

(9) Support regional resource centres in collation and analyses of data to facilitate regular feedback to Madarsas;

(10) Undertake field visits as and when required to assess the progress of the implementation;

(11) Any other tasks

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
Applicant must have university degree in any discipline.

 

Experience:

(1) Minimum two to three years of relevant experience;
(2) Previous working experience with Madarsa system will be given advantage;

 

Skills and Competencies:
(1) Fluency in written and spoken Urdu is mandatory;
(2) Ability to understand and address development related issues;
(3) Proficiency in operating computers and MS Office package;

(4) Ability to work with a diverse group and settings
(5) Willingness and ability to travel extensively.

 

5. NATURE OF ENGAGEMENT:

 

The Regional Resource Centres-Coordinator - Talim-i Naubalighan Programme shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

6. REMEUNERATION:

 

The selected candidate shall be paid a consolidated amount of Rs. 40,000 per month based on salary history, qualification and experience.

 

7. LOCATION: Bihar (Araria, Darbhanga, Bhagalpur)

 

8. DURATION: The successful candidate shall be issued an initial consultancy contract for one year, extendable for further period subject to satisfactory performance.
