1. POSITION(S) VACANT: Project Director, NTSU-ACSM, International Union Against Tuberculosis and Lung Disease (The Union), New Delhi




The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organization headquartered in Paris, France, since 1920. It has regional and country offices in Africa, Asia Pacific, Europe, Latin America, North America, and South-East Asia regions.


Union South-East Asia (USEA), one of the organization’s largest offices since 2009, has managed the USAID-supported Challenge TB (CTB) project, together with the National Tuberculosis Elimination Program (NTEP), providing critical support for advocacy, private sector engagement, improving working conditions for TB patients, improving access to molecular diagnostics in the private sector and among children and rolling out new drugs and regimens.


CTB also introduced digital solutions for training, treatment adherence, and learning management in the country. CTB’s work with corporates, civil society organizations, research and academic institutions, media and celebrities and parliamentarians, has provided TB a national platform and garnered the highest level of political commitment.


USEA additionally manages Project Axshya, a Global Fund Round 9 project designed to extend the reach of NTEP through advocacy, communication, and social mobilization activities in 300 districts across 21 states in India. Other key projects comprise support to tobacco control efforts in India, Nepal, and Bangladesh through the Bloomberg Initiative to Reduce Tobacco Use; Project LIGHT, which brought fluorescent LED microscopes to 200 Medical Colleges across India; and the Eli-Lilly supported project to expand sustainable TB control in India. USEA also coordinates training to build capacity in the management of TB and MDR-TB, operational research, programme management, and other skills.


About the Project:


Tuberculosis (TB) is one of the major public health challenges for India. Each year, it is estimated that over 26 lakh new TB cases emerge in India, with an estimated 4.45 lakh people succumbing to the disease annually. Recognizing the public health threat posed by the disease, the Honourable Prime Minister, called for the prioritization of the disease and committed to eliminating TB by 2025, five years ahead of the Sustainable Development Goal target of 2030. In line with the Honourable Prime Minister’s vision, the Central TB Division, Ministry of Health and Family Welfare, launched a National Strategic Plan for TB Elimination (2017-25), marking a paradigm shift in the prioritization of TB, shifting the focus of the program to a more patient-centric approach toward TB elimination.


In early 2021, the Honourable Union Minister for Health and Family Welfare, launched the TB Mukt Bharat Abhiyan– a people’s movement for a TB-free India – at central and state levels, to garner the participation and ownership of all stakeholders to achieve a TB-Free India by 2025. To this end, a National Technical Support Unit (NTSU) on Advocacy, Communications and Social Mobilization, is being set up in collaboration with development partners to support the Government of India’s efforts, both nationally and in states. The NTSU will help strengthen on-ground program delivery by employing various advocacy and communications approaches to generate demand and create awareness of the services available under the TB program. The goal is to deploy creative and disruptive advocacy and communications strategies, and build large-scale public awareness and enable community mobilization towards a collective campaign, which is seamlessly linked to the program and service delivery on the ground.

Reporting to the Regional Director, The Union, the Project Director, NTSU-ACSM shall be responsible for heading the National Technical Support Unit for Advocacy, Communications and Social Mobilization, that will provide comprehensive, high quality and timely ACSM support to execute TB Jan Andolan, over 2021-23.


Key Roles and Responsibilities:

(1) Anchor and manage the NTSU by providing strategic leadership and oversight to ensure the smooth functioning of the project from inception to completion;

(2) Develop a comprehensive ACSM Strategy and Action Plan in close collaboration with project partners and the Central TB Division;

(3) Co-ordinate the planning and roll-out of the Action Plan and ensure synchronization of the three pillars of Strategic Communications & Advocacy, M&E and Knowledge Management, and Demand Generation and Social Mobilization, by working closely with the Lead Partners identified for this initiative;

(4) Integrate the ACSM interventions with program requirements, by ensuring active collaboration with the Central TB Division and NTEP program managers, as well as with other institutional mechanisms such as the NTSU for Private Sector Engagement;

(5) Work with the Strategic Communications and Advocacy Partner, to facilitate increased buy-in to TB Jan Andolan by key stakeholders viz. elected representatives, administrators, the media, and public and private sector workplaces;

(6) Work closely with the Communications Specialist and the Creative Agency, providing oversight for the design of 360-degree campaigns that encourage the adoption of appropriate behaviours relevant to TB prevention, detection, treatment, and care;

(7) Facilitate engagement of the community through partner agencies and state-level co-ordination, reaching out to NGOs, SHGs, Mahila Arogya Samitis, Faith-based organizations, schools, and others, and ensure scale-up of private provider engagement for effective, patient-centric communication on TB;

(8) Aid the setting-up of State-level Technical Support Units, through recruitment and onboarding of teams, as well as capacity building and co-ordination with the NTSU;

(9) Facilitate the development of decentralized ACSM action plans in close collaboration with the State-level TSUs and state partners;

(10) Help to set up processes and protocols, and facilitate regular state-level review of progress, by the Ministry of Health & Family Welfare;

(11) Identify issues and risks related to project implementation in a timely manner and initiate appropriate program adjustments;

(12) Support documentation and dissemination of project milestones, achievements, and outcomes among key stakeholders;

(13) Monitoring progress, overseeing finance, and ensuring project quality. Making strategic decisions and providing leadership and direction to the NTSU team to implement the same;

(14) Managing risks to avoid delays or reputational damage;

(15) Meeting with stakeholders and Partners to report on project progress;

(16) Liaising with partners and building strong working relationships.




(1) Masters or equivalent degree in Management, Communication, Public Health, International Development, or related field.


(1) Applicants must have a minimum of 15 years of experience in managing public health programmes, of which at least five years must be in leadership roles and in managing similar or larger projects, preferably in public health;

(2) Strong knowledge and understanding of the TB control program scenario, both in the global and Indian context;

(3) Demonstrated experience in implementation/ supporting TB control efforts in India;

(4) Demonstrated experience in working with governments and/or multilateral and bilateral donor agencies, in the area of health;


Skills and Competencies:

(1) Excellent Project Management skills;

(2) Capacity to work independently and in a team environment, with strong self-motivation, tact and diplomacy;

(3) Excellent negotiation and advocacy skills to interact with people at all levels in a multicultural and multi-disciplinary environment;

(4) Proficiency in MS Office (Word, Excel, Access, PowerPoint and Outlook), data management software and internet;

(5) Excellent drafting and presentation skills, including the ability to draft clear and concise reports;

(6) Flexibility and willingness to work on a range of tasks;

(7) Willingness to travel within the country, at least 20% of the time, as per project needs;

(8) Ability to plan, set priorities and handle multiple tasks under tight deadlines;

(9) Coordination with multiple stakeholders both in the government and non-government sectors;

(10) Ability to work with a diverse team.




Gross compensation for the position is attractive. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.


6. CONTRACT: The incumbent shall be offered a two years contract, extendable based on performance.
