1. POSITION(S) VACANT:  District Facilitator- Aspirational District, United Nations Population Fund (UNFPA), Sirohi, Rajasthan

 

2. ORGANIZATION BACKGROUND:

 

The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is a UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services including voluntary family planning, maternal health care and comprehensive sexuality education.

 

Project Background:

 

Government of India in January, 2018 launched the ‘Transformation of Aspirational Districts’ to quickly and effectively transform districts which are poorer in terms of various critical and development indicators. The broad contours of the intervention are Convergence (of Central & State Schemes), Collaboration (of Central, State level Officers & District Collectors), and Competition among districts driven by a mass Movement. With States as the main drivers, this program will focus on the strength of each district, identify low-hanging fruits for immediate improvement, measure progress, and rank districts. Total 115 districts have been selected in the country as Aspirational Districts, and five of them are from Rajasthan, i.e. Baran, Jaisalmer, Sirohi, Dholpur and Karauli.

 

As part of the aspirational districts framework, Health and Nutrition are major components which need priority attention so that the overall development indicators are improved considerably. Ministry of Health and Family Welfare, Government of India in co-ordination with the State Government is engaging with the District Administration to strengthen the implementation of the NHM interventions and the monitoring systems to ensure that the gaps are timely identified and addressed. The Health component of the 5 aspirational districts in Rajasthan are supervised at the national level by the Ministry of Health and Family Welfare through regular meetings at the Government of India level and supportive supervisory visits to these five aspirational districts.

 

In the aspirational districts, Health & Nutrition, Education, Agriculture & Water Resources, Financial Inclusion & Skill Development, and Basic Infrastructure are the programmes’ core areas of focus and a total of 49 Key performance indicators have been identified across these five themes, with 30% of the overall weight allotted to health & nutrition. The health and nutrition interventions focus on 1) Antenatal care: Early Registration of ANC, 4 ANC Check-ups and Complete ANC care; 2) Institutional deliveries and Home deliveries attended by SBA; 3) Gender parity: Sex ratio at birth; 4) Health of new-born: Early Initiation of Breastfeeding, reducing the % of Low birth weight babies; 5) Growth of children: Reducing the percentage of underweight, stunted and Severe and moderate malnourishment in children, Treatment of diarrhea with Zinc and ORS. Treatment of ARI; 6) Contagious diseases: Identification and Treatment of TB;  7) Health infrastructure: Operationalizing health and wellness centers, IPHS standards to be followed by PHCs, NQAS (Lakshya) certification of labour rooms and obstetric OTs of FRUs.

 

In order to provide the technical and facilitative support for the aspirational districts, UNFPA in partnership with the National and State Government has hired District Facilitators to be based at the aspirational districts. The process of hiring of the District Facilitator, Sirohi is being initiated due to the position becoming vacant.

 

3. JOB DESCRIPTION/ RESPONSIBILITIES:

 

Reporting to the District Collector, Chief Medical Health Officer and State Programme Coordinator, UNFPA State Office, the District Facilitator, shall be responsible for the following:

 

Key Deliverables:

 

(A) Planning:
(1) Review NHM PIP of the districts and identify the gaps and challenges in the implementation of the PIP, and provide inputs for district PIP;
(2) Analyze the activities under the thematic interventions of NHM and assess the progress of the interventions, and plan to strengthen delivery of RMNCH+ Interventions, including integrated SRH services;
(3) Facilitate the development of the District and Block level annual plans in the district for implementation of MPV & FPLMIS and development of the annual plans for FP;
(4) Conduct a detailed analysis of the existing district, block and health facility level human resource requirement and assist the district to develop a plan and engage with the District administration and State Department to take corrective actions;
(5) Facilitate the convergent planning between the health and women and child development department officials at the District level;
(6) Assist in developing micro-plans and in monitoring VHNDs, Routine Immunization sessions and other out-reach public health initiatives especially in hard to reach areas;

 

(B) Implementation:
(1) To provide facilitative support to operationalize the Delivery points to make them effectively delivery RMNCH+A services;
(2) To undertake an assessment of all the trainings on RMNCH A issues (including FP, MH, safe abortion, adolescent health) and facilitate the critical trainings;
(3) Assistance in effective implementation of LMIS at different levels & monitoring the progress of roll-out of FPLMIS & providing feedback to District Officials;
(4) To strengthen the operationalization of the health and wellness centers in the aspirational district to provide RMNCH+A services and other services as laid out in the guidelines;
(5) To strengthen the community level interventions through the Sub centers and ASHAs for quality service delivery at the community level;
(6) Facilitate in implementing flagship programs such as PMSMA, JSY, JSSK, roll out of injectable services, roll out of FP LMIS, Mission Indradhanush, and such others;

(7) Facilitate child health, tuberculosis control and other national programs such as SNCU, Sick New Born Unit, Nutritional rehabilitation centre, RBSK, and Revised National Tuberculosis Control Program (RNTCP), national mental health program, free drug initiative, free diagnostics, etc;

 

(C) Guidance Material / Capacity Building:
(1) Facilitate the capacity building of BPMs along with district trainers in the aspirational district on the critical indicators of measurement of aspirational district ranking and programmatic issues;

(2) Provide inputs in the planning of the critical training in the health sector with the objective of operationalizing the health institutions;

(3) Co-ordinate with the district officials in ensuring that adequate guidance materials, protocols are available in the health institutions for delivering the health and RH services as per evidence based practices;

 

(D) Quality Monitoring:

(1) Undertake regular supportive supervision visits and share the feedback with SRU, district officials and concerned facility, and facilitate the process of filling the gaps identified;

(2) Facilitate the quality assurance intervention in the district and strengthen the DQAC (frequency of visits, meetings and monitoring of consent issues);

(3) Analyze the PCTS data and develop trends and analysis for the various thematic areas under the RMNCH+A  and aspirational district framework;

(4) Facilitate in quality assurance mechanisms under various programmes such Family Planning, LaQShya, NQAC etc;

(5) Analyze the HMIS and FP LMIS data, including quality of data, to measure the progress made in key indicators, rank blocks on the basis of health services rendered and overall performance of community processes. Present findings at the monthly meetings of the Medical Officers.  Set up a system of ranking blocks/health facilities and in designing differential support to poor performing blocks

 

(E) Others:

(1) Carry out any other program related activities as and when required and as advised by UNFPA/NHM.

 

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

 

Qualification:
(1) Applicant must have MBBS/Masters in Social Work/ Sociology/Health Care Management/ Rural Management/Masters in Business Administration/ Masters in Demography.

 

Experience:
(1) At least four to six year of work experience in Health/Reproductive health related fields;
(2) Working experience and or familiarity with health system and Programme Management will be an added advantage;
(3) Experience of working with Government.

 

Skills and Competencies:

(1) Good Planning and coordination skills;

(2) Good training, communication and writing skills;

(3) Good skills in operating computers and MS Office package;

(4) Creative skills and ability in planning, monitoring and advocacy programs;

(5) Ability to understand and address development related issues;

(6) Ability to work with a diverse group and settings.

 

5. NATURE OF ENGAGEMENT:

 

The District Facilitator- Aspirational District shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

 

6. REMEUNERATION & PER DIEMS:

 

The selected candidate will be paid a consolidated amount of Rs 50,000 – Rs 70,000 per month.

 

7. LOCATION: Sirohi, Rajasthan

 

8. DURATION: The selected candidate shall be issued an initial consultancy contract till December 31, 2021, extendable for 12 months subject to satisfactory performance.
