1. POSITION(S) VACANT: Project Officer- MonitoringUnited Nations Population Fund (UNFPA), Bhubaneswar, Odisha


The United Nations Population Fund (UNFPA), formerly the United Nations Fund for Population Activities, is an UN organization working for reproductive rights for all and supports access to a wide range of sexual and reproductive health services, including voluntary family planning, maternal health care and comprehensive sexuality education.

Project Background:

UNFPA works in the areas of reproductive health and rights, comprehensive sexuality education, empowering young people including intensive interventions for adolescent girls in tribal, rural and urban settings, with gender as a cross-cutting area. UNFPA collaborates with the government, civil society organisations, academic institutions and other UN agencies. UNFPA works at the policy and programme levels in collaboration with the various departments and supports implementation of programmes through NGOs to reach out to vulnerable young people, especially adolescent girls.

Under the Country Programme Cycle (CP-9), one of the priorities in CP-9 is empowerment of adolescent girls and young women for which there will be close engagement with the State government and non-government agencies on issues of child marriage, gender discrimination and son preference. The Life Skills Education Programme for adolescents from the ST and SC communities will be intensified through the residential schools of the government and Youth engagement programmes will be supported. 
UNFPA is looking for a Project Officer – Monitoring to coordinate with school, and district level authorities for collection, analysis and reporting of the planned intervention.


The Project Officer – Monitoring (POM) will undertake the following responsibilities:

Key Deliverables: 
(1) Ensure all reports required under the project are developed and shared within set time line. The POM will share drafts with the Project Manager for finalization and onward reporting;
(2) Develop and introduce need-based MIS tools and formats at various levels for collection, compilation and reporting on progress on planned activities which include LSE sessions, conduct of AHD and health profiling of students;
(3) Work closely with the state level control room of SSD Department and track reporting on disease surveillance, illness among boarders, death and other incidents reported from residential schools. The POM will alert concerned officers of the state and district on any untoward trends and emergencies that are noted;
(4) Screen newspaper both English and Odia dailies and track for any reports on SSD school relating to areas of work, document and share with concerned officers;
(5) Interact at regular intervals with DPOs and follow up for LSE reports and performance on planned activities as per prescribed formats; 
(6) Ensure reporting from districts on planned activities and undertake analysis and compilation and share findings to Director SCSTRTI and provide feedback to districts;
(7) Work closely with central control room of SSD Department and facilitate introduction of IT enabled applications and devices for data collection, reporting and action. This includes health status from schools, school monitoring by WEOs, setting up dashboard on status of health and wellbeing of students;
(8) Ensure submission of work plan and activity reports of all project staff within the set time line;
(9) Analyse the activity reports of DPOs and track their visits to schools against the plan, sharing major discrepancies with the Project Manager;
(10) Analyse reports of districts and schools and ensure feedback to schools through Director SCSTRTI on performance and any action required;
(11) Ensure data entry of health profile of students generated during AHDs in schools and analyse and submit reports;
(12) Undertake data analysis of all project reports and provide summaries on process and progress, to the Project Manager on a quarterly and half yearly basis;
(13) Undertake any other task required under the assignment.


(1) Applicants must possess a Bachelors’ degree, or equivalent, in Sociology, Economics, Statistics, Demography or other relevant discipline;
(2) Candidates with a post-graduation in a relevant field, shall be at an advantage.

(1) Minimum two years of relevant work experience with the Government or NGOs in the area of health, nutrition or related discipline;
(2) Prior experience in M&E of developmental projects along with knowledge of software packages for generating review and monitoring reports, is highly desirable.

Skills and Competencies: 
(1) Good communication skills in Hindi and English;
(2) Proficient in Odia language, with ability to develop high quality materials on adolescent health and nutrition;
(3) Ability to conduct training programmes in Odia language;
(4) Working knowledge of MS Word, PowerPoint and Excel is a must;
(5) Willingness to travel as the position involves extensive travel to field/ project sites.


The POM shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


The selected candidate will be paid a consolidated amount of Rs. 35,000 to 40,000 per month. In addition, a monthly allowance of Rs. 2,500 will be paid for Laptop, mobile usage and internet data charges.

7. LOCATION: The POM shall be based at the Project Monitoring Unit – SCSTRTI, Bhubaneswar.

8. DURATION: The successful candidate shall be issued an initial consultancy contract till December 31, 2019, extendable for 12 months subject to satisfactory performance.
