1. POSITION VACANT: Team Leader- Nurse Quality Improvement (Dakshata), India Health Action Trust, Lucknow, Uttar Pradesh

2. ORGANIZATION BACKGROUND:

Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009, IHAT aims at improving public health in India and abroad by providing comprehensive technical assistance in program planning, management and monitoring. It has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide techno-managerial support to improve the coverage of key reproductive, maternal, new-born, child health and nutrition (RMNCH+A) interventions and services in the state of Uttar Pradesh with funding support from Bill & Melinda Gate Foundation (BMGF) through University of Manitoba (UOM), Canada.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to Senior Team Leader – Technical, the Team Leader – Nurse Quality Improvement will lead a team of public health professionals and specialists to support GoUP in planning, implementation and monitoring of the nurse quality improvement program in 620 blocks of UP which is inclusive of pre-service strengthening of nurses being implemented in coordination with JHPIEGO, Dakshata Program for nurse mentoring through QI mentors being implemented in 31 districts (280 blocks) and nurse mentoring through selected staff nurses in rest of the blocks.

Key Roles and Responsibilities:

(1) Responsible for overall coordination of program implementation for field delivery of nurse quality improvement programs in 620 blocks and overall nurse pre-service strengthening in coordination with JHPIEGO;
(2) Lead the conceptualization and implementation of Nurse Mentoring and Dakshata Program with the help of staff posted at various levels;
(3) Manage the Nurse quality improvement team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly;
(4) Ensure that all staffs across Program units in State Offices / Zonal / District Offices are familiar with, adhere to and implement the procedures and processes;
(5) Work closely with team leaders of other clinical and community interventions within TSU and government counterparts in the UP State (NHM and Directorate). Coordinate with zonal and district level teams to strengthen the work process;
(6) Participate in development, preparation, and dissemination/publication of relevant technical papers, documents, and materials based on evaluation of outcomes and challenges of the pilot interventions.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) MD in Pediatrics/OBGYN/ Community Health or equivalent qualification.

Experience:
(1) Applicant must have 8-10 years of experience working in a technical capacity in public health programs with at least 5 years of experience working in health based technical projects focusing on complication management in pregnant women and new born children.

Skills and Competencies:
(1) Demonstrated supervisory and management of large teams of professionals;
(2) Experience with operational research related to RMNCH interventions;
(3) Excellent written and interpersonal communication skills;
(4) Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action;
(5) Advanced computer skills;
(6) Must be flexible and able to work in a challenging environment.

5. COMPENSATION OFFERED:

The gross remuneration budgeted for the position is attractive. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
