1. POSITION VACANT: Technical Expert- Monitoring and Evaluation, Centre for Catalyzing Change, Patna, Bihar

2. ORGANIZATION BACKGROUND:

Centre for Catalyzing Change (formerly CEDPA India), is a non-profit organization, focused on improving the lives of women and girls in India by equipping, mobilizing, educating and empowering women and girls, to achieve gender equality.

Centre for Catalyzing Change (C3) helps create and increase educational and livelihood opportunities for adolescent girls, by ensuring access to lifesaving reproductive health information and services and strengthening their ability to become leaders in their communities and the nation. Working in partnership with communities, C3’s proven approach is to develop and give women, young girls and boys the tools they need to improve their lives, as well as that of their families and communities.

Under three thematic pillars of Youth, Reproductive Rights and Gender & Governance, C3 is implementing advocacy and intervention programmes at grassroot, state and national level, in partnership with government and with local organizations and networks.

C3 is initializing an evidence to policy initiative that involves generation of robust data and evidence on diverse aspects of women’s empowerment, combined with policy advocacy and technical support to concerned departments of government in the state of Bihar.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Technical Expert- Monitoring and Evaluation (TEME) shall be responsible for designing and coordinating overall monitoring formats for ongoing programmes and campaigns of the Women Development Corporation (WDC), thereby helping support implementation of its programmes. The TEME shall be based at WDC and report directly to the Director of the Corporation. S/he shall additionally report on a dotted-line basis to Senior Advisor at C3 India.

Key Roles and Responsibilities:
(1) Developing necessary tools, collecting data, conducting data clarification and cleaning, data analysis and preparing technical reports, providing feedback and guidance on data collection and reporting to Project Leads, Field Team, etc.;
(2) Reviewing all project components and designing appropriate monitoring and evaluation mechanisms and reporting requirements, for all key activities in respect of each component;
(3) Ensuring that M&E activities are designed in line with the Log Frame for programme results;
(4) Developing systems and procedures for reporting on project progress;
(5) Providing technical inputs on the design of research studies;
(6) Setting-up systems for coordinating reporting requirements;
(7) Maintaining and updating accurate records/ project indicators into MIS at all levels;
(8) Providing performance-based reporting inputs to Project Leads as per requirement.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:
Applicants must be post graduates in Economics, Statistics or other relevant discipline.

Experience:
(1) Minimum 10 years of experience in monitoring and evaluation including qualitative and quantitative data processing;
(2) Experience in large scale data collection, management and analysis in donor funded projects, preferably in health, nutrition, or gender related programmes.

Essential Skills and Competencies:
(1) In-depth knowledge and proven expertise in developing M&E systems, methods and tools, knowledge products and policy influencing using high quality data analytics;
(2) Good understanding of maternal and child health and nutrition and rural development sectors and programmes;
(3) Operational experience in the health or nutrition sector shall be preferred;
(4) Outstanding knowledge of SPSS/ any other statistical software;
(5) Proven analytical skills and attention to detail;
(6) Excellent verbal, interpersonal and written communication skills.

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is Rs.12 lacs per annum. The actual offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

8. APPOINTMENT: This is a full-time position and the initial contract will be offered for a period of three years, which shall be renewable based on performance.
