1. POSITION VACANT: Technical Expert- Gender, Centre for Catalyzing Change, Patna, Bihar

2. ORGANIZATION BACKGROUND:

Centre for Catalyzing Change (formerly CEDPA India), is a non-profit organization, focused on improving the lives of women and girls in India by equipping, mobilizing, educating and empowering women and girls, to achieve gender equality.

Centre for Catalyzing Change (C3) helps create and increase educational and livelihood opportunities for adolescent girls, by ensuring access to lifesaving reproductive health information and services and strengthening their ability to become leaders in their communities and the nation. Working in partnership with communities, C3’s proven approach is to develop and give women, young girls and boys the tools they need to improve their lives, as well as that of their families and communities.

Under three thematic pillars of Youth, Reproductive Rights and Gender & Governance, C3 is implementing advocacy and intervention programmes at grassroot, state and national level, in partnership with government and with local organizations and networks.

C3 is initializing an evidence to policy initiative that involves generation of robust data and evidence on diverse aspects of women’s empowerment, combined with policy advocacy and technical support to concerned departments of government, in the state of Bihar.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Technical Expert- Gender (TEG), shall be responsible for providing technical support to the Women Development Corporation (WDC), for the implementation of its programmes and state policies, as necessary. The TEG shall be based at WDC and report directly to the Director of the Corporation. S/he shall additionally report on a dotted-line basis to Senior Advisor at C3 India.

Key Roles and Responsibilities:

(1) Designing programmes, developing concept notes and presentations;
(2) Providing strategy inputs and implementation support to new and ongoing programmes and campaigns;
(3) Providing support for the coordination of activities relating to the State Women’s Empowerment Policy.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:
Applicants must be Post graduate in Social Sciences, Economics, Law or other relevant discipline.

Experience:
At least 10 years’ experience of working on gender issues with a special focus on gender and development and in depth understanding of diverse aspects of women’s empowerment in Bihar.

Essential Skills and Competencies:
(1) Understanding and demonstrated experience of gender focused programming on diverse issues such as violence against women, women’s livelihoods, political participation, education, health and gender mainstreaming;
(2) Knowledge, understanding of government programmes and policies for empowerment of women and legal frameworks;
(3) Basic understanding of research and evaluation methodologies and experience of using evaluations for programming and advocacy, preferable;
(4) Demonstrated experience of working with government departments and with civil society organisations will be an added advantage;
(5) Basic understanding of result-based management and M&E processes;
(6) Well-developed analytical, conceptual and writing skills;
(7) Fluency in both oral and written communication in English and Hindi.

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is Rs. 14-16 lacs per annum. The actual offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

8. APPOINTMENT: This is a full-time position and the initial contract will be offered for a period of three years, which shall be renewable based on performance.
