3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the USAID supported Challenge TB Project, the Technical Consultant – Programmatic Management of Drug Resistant TB (PMDT) will be based at Central TB Division (CTD), Nirman Bhawan, New Delhi. The post holder will report to DDG TB, Central TB Division and ADDG TB (MDR TB), Central TB Division.

S/he will be placed in the Programmatic Management of Drug-resistant TB (PMDT) unit at Central TB Division, which will assist in scaling up and strengthening of PMDT services as per the National Strategic Plan. This support will be through the USAID supported Challenge TB Project. The PMDT unit will assist CTD in the day- to-day activities under PMDT.

Key Roles and Responsibilities:

(1) Provide technical support to CTD and states for effective implementation of activities related to clinical and programmatic management of drug resistant TB (PMDT) in accordance with RNTCP policies;
(2) Support CTD and states in scaling up of universal DST and treatment services in accordance with current RNTCP policies;
(3) Support CTD and states in roll out of the newer drugs and regimens for managing drug resistant TB;
(4) Provide technical support to CTD for supervision, monitoring, and evaluation of PMDT activities, and in organizing trainings and meetings, as per programme needs;
(5) Ensure timely submission of periodic PMDT reports by the districts, DRTB centres and states;
(6) Facilitate preparation of reports on program performance for the government and stake holders based on pre-defined indicators;
(7) Ensure proper functioning of supply chain management of second line drugs by reviewing the quarterly PMDT reports, district/state quarterly reports on program management logistics, monthly state drug store reports on second line drugs and initiate actions to fill the gaps;
(8) Facilitate timely revisions/updates of technical and operation guidelines based on evidences and changes in policies;
(9) Facilitate change management with respect to use of ICT & Nikshay tools for concerned data entry, validation & its use for public health action;
(10) Perform the services with the highest standards of professional and ethical competence and integrity and work in collaboration with technical officers of other thematic areas of the programme on cross-cutting issues;
(11) Not disclose any proprietary or confidential information relating to the services, this contract or the RNTCP without the prior written consent of the RNTCP;
(12) Provide a monthly report, quarterly report and an end-of-assignment report in the activities, achievements, challenges and recommendation;
(13) Perform other duties as required in the interests of the programme and as directed by CTD

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:
Applicants must have an MBBS degree or equivalent degree from institution recognized by Medical Council of India, preferably with Diploma/ MD in Public Health /Community Health Administration (CHA)/ Tuberculosis & Chest diseases/ Master’s Degree in Public health/Hospital Administration or PhD in Epidemiology/ Community health/Public Health.

Experience:
Candidates must possess a minimum of three years of post-qualification experience, preferably in RNTCP at national or state level.

Competencies and Skills:
(1) Working knowledge of computers and ICT applications;
(2) Excellent communications and public relations skills;
(3) Strong oral and written communication, analytical, consultation and interpersonal skills;
(4) Excellent organisational skills and ability to successfully manage competing priorities and meet deadlines;
(5) Willingness to travel 40% of the time, within India.

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive. Please note that offers shall be commensurate with the qualifications, experience and salary history of the selected candidate.

8. CONTRACT:

The issued contract will be till September, 2017 with possibility of extension based on performance and availability of funds.
