Under the USAID supported Challenge TB Project, the Technical Consultant- Monitoring, Evaluation and Research (PMDT) will report to DDG TB, Central TB Division and ADDG TB (MDR TB), Central TB Division.

The post holder will be placed in the Programmatic Management of Drug-resistant TB (PMDT) unit at Central TB Division, which will assist in scaling up and strengthening of PMDT services as per the National Strategic Plan and assist in effective implementation of PMDT services as per the national strategic plan. This support will be through the USAID supported Challenge TB Project. The PMDT unit will assist CTD in the day- to-day activities under PMDT.

Key Roles and Responsibilities:
(1) Provide technical support to CTD and states for monitoring and evaluation of PMDT services in the states and districts;
(2) Support CTD in undertaking internal evaluation of PMDT activities, prepare reports including findings and recommendations and follow up on action to be taken;
(3) Coordinate regional/ state level PMDT reviews which includes preparing the agenda, coordinating discussions and preparing reports with key recommendations;
(4) Strengthen the recording, reporting, data quality and feedback mechanisms pertaining to PMDT activities;
(5) Analyse and present the data to CTD/States to assess the progress and inform policy decisions;
(6) Identify the research areas related to PMDT and coordinate essential research activities;
(7) Assist CTD in developing normative guidance, commission relevant and priority research, synthesize evidence, review and recommend approval of research proposal;
(8) Work in coordination with stakeholders and individuals for funding of research institutions/ individuals. Monitor research activities and provide feedback to CTD;
(9) Facilitate research dissemination and capacity building;
(10) Facilitate timely revisions/updates of technical and operation guidelines related to Supervision & Monitoring (S&M) strategy; and program evaluation guidelines, based on evidences and changes in policies. Facilitate trainings of state/district program managers on S&M strategy;
(11) Facilitate change management with respect to use of ICT & Nikshay tools for concerned data entry, validation & its use for public health action;
(12) Perform the services with the highest standards of professional and ethical competence and integrity and work in collaboration with technical officers of other thematic areas of the programme on cross-cutting issues;
(13) Not disclose any proprietary or confidential information relating to the services, this contract or the RNTCP without the prior written consent of the RNTCP;
(14) Provide a monthly report, quarterly report and an end-of-assignment report in the activities, achievements, challenges and recommendation;
(15) Perform other duties as required in the interests of the programme and as directed by CTD


Applicants must have MBBS or equivalent degree from institution recognized by Medical council of India, preferably with Diploma/ MD in Public Health /Community Health Administration (CHA)/ Tuberculosis & Chest diseases/ Master’s Degree in Public health/Hospital Administration; or PhD in Epidemiology/ Community health/Public Health.

Candidates must possess a minimum of three years of post-qualification experience preferably in tuberculosis.

Competencies and Skills:
(1) Working knowledge of computers and ICT applications;
(2) Excellent communications and public relations skills;
(3) Strong oral and written communication, analytical, consultation and interpersonal skills;
(4) Excellent organisational skills and ability to successfully manage competing priorities and meet deadlines;
(5) Willingness to travel 40% of the time, within India.

Gross compensation budgeted for the position is attractive. Please note that offers shall be commensurate with the qualifications, experience and salary history of the selected candidate.

6. LOCATION: Central TB Division (CTD), Nirman Bhawan, New Delhi


The issued contract will be till September, 2017 with possibility of extension based on performance and availability of funds.
