Under the USAID supported Challenge TB Project, the Technical Consultant- Drug Resistant TB Diagnostics will report to DDG TB, Central TB Division and ADDG TB (MDR TB), Central TB Division.

The post holder will be placed in the Programmatic Management of Drug-resistant TB (PMDT) unit at Central TB Division, which will assist in scaling up and strengthening of PMDT services as per the National Strategic Plan. This support will be through the USAID supported Challenge TB Project. The PMDT unit will assist CTD in the day- to-day activities under PMDT.

Key Roles and Responsibilities:
(1) Provide technical support to CTD for the implementation and scale up of TB diagnostics, in accordance with RNTCP policy documents;
(2) Ensure timely submission of performance report by TB diagnostics centres;
(3) Assist CTD to establish and coordinate evaluation and demonstration studies of newer diagnostics and in translation of findings to national applications. Assist in compiling the data from the project sites piloting/evaluating new diagnostics;
(4) Assist CTD in convening meetings of National Lab Committee and follow-up on the recommendations;
(5) Coordinate with the National Reference Laboratories in planning and conducting supervisory visits to the states and track the reports on actions taken by the States, track the submission of quality assurance reports by the states and compiling the same, assist in providing feedback from CTD on the laboratory performance to the states’
(6) Facilitate laboratory related planning, forecasting and logistics for procurement and assist CTD in quality assurance and procurement of laboratory consumables at the National/state/district levels;
(7) Engage and monitor the performance of agencies for preventive maintenance of lab equipment;
(8) Assist in ensuring quality assurance and quality control in the Culture and DST labs at the state and national level;
(9) Assist CTD in training of the state/district program managers/ IRL microbiologists/CDST lab microbiologists/LTs and Senior Tuberculosis Laboratory Supervisors on RNTCP Lab Quality Assurance;
(10) Assist CTD/NRLs in conducting on site evaluation of IRLs/CDST labs/districts and report to CTD and National Reference Laboratory. Conduct regular site visits and provide on-job training to laboratory staff;
(11) Monitor performance and quality indicators of all participating CBNAAT labs in the country;
(12) Oversee data entry of Direct Microscopy/CDST labs into the TB ICT application (NIKSHAY);
(13) Perform the services with the highest standards of professional and ethical competence and integrity and work in collaboration with technical officers of other thematic areas of the programme on cross-cutting issues;
(14) Not disclose any proprietary or confidential information relating to the services, this contract or the RNTCP without the prior written consent of the RNTCP;
(15) Provide a monthly report, quarterly report and an end-of-assignment report in the activities, achievements, challenges and recommendation;
(16) Perform other duties as required in the interests of the programme and as directed by CTD


Applicants must have M.D. Microbiology or PhD Medical Microbiology or MSc. (Medical or Applied Microbiology)

Candidates must possess a minimum of three years of relevant experience, preferably in Tuberculosis.

Competencies and Skills:
(1) Working knowledge of computers and ICT applications;
(2) Excellent communications and public relations skills;
(3) Strong oral and written communication, analytical, consultation and interpersonal skills;
(4) Excellent organisational skills and ability to successfully manage competing priorities and meet deadlines;
(5) Willingness to travel 40 % of the time, within India.


Gross compensation budgeted for the position is attractive. Please note that the offer shall be commensurate with the qualifications, experience and salary history of the selected candidate.

6. LOCATION: Central TB Division (CTD), Nirman Bhawan, New Delhi


The issued contract will be till September, 2017 with possibility of extension based on performance and availability of funds.
