2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background                                                        

Since the launch of the Integrated Child Protection Scheme (ICPS) in 2009, child protection structures have been set up in 640 districts across the country. The recruitment for the posts created under the scheme have also been initiated but been slowed down by issues related to lack of availability of qualified and trained personnel at the kind of remuneration offered. Nationally, with the introduction of ICPS, it was envisaged to create a cadre of personnel that would form the backbone of service delivery structure of child protection. More than 10,000 staff need to be recruited, trained and managed just for ensuring the basic structures of child protection functional. The required cadre could be categorized based on their functions and functionality like the management cadre, the protection officer’s cadre, the social workers /counsellor cadre, the legal /probation cadre, the outreach workers and the administrative cadre.

There are the statutory bodies like the Child Welfare Committees (CWC), the Juvenile Justice Board (JJB) and the Special Juvenile Police Unit (SJPU) and the Child Care Institutions (CCI) which are expected to recruit trained and qualified personnel as ‘care givers’ for children in need of care and protection.

The Bihar State Child Protection Society (BSCPS) is too facing the daunting task of recruiting the qualified and trained personnel or those who are already on board are adequately equipped to provide protection services to children. In the given context, probably Bihar is the only State with regular appointment of four (4) dedicated protection officers in each district. Similarly, the State has a plan to recruit around 400 functionaries soon, within District Child Protection Units (DCPUs), as provisioned under ICPS.

Looking at the changing scenario, DSW would be dealing with over 1200 functionaries who would be directly responsible for providing care and protection to children working under various positions. However, Bihar is lacking in terms of addressing the training needs of all these functionaries to be able to meet up the challenges in the field. Over a period, there would also be a requirement of continuous stream of fresh cadre need to be join the arena of social work to work on issues of child rights /development. Poorly designed training programs, ill-equipped resource persons and hoc organization of trainings hampers pre-and in-service training for the workforce.

The Department of Social Welfare (DSW), Government of Bihar along with an International Development Agency, Bihar approached DMI to explore possibilities of collaborative work towards strengthening Child Protection (CP) mechanisms in Bihar, through Competencies Enhancement Programmes (CEPs) of CP functionaries. CEPs are to be conducted for about a thousand of CP functionaries across the state, as per the specific training needs.

The CEPs aim to bridge the gaps in the competencies (i.e. combination of knowledge, skills and attitude) between the requirements for the effective performance of the CP functionaries and their current attainments. The CEPs are to be designed to cover a range of issues regarding the prevention of child abuse (including trafficking), child protection and response to child rights violations. The underlying rationale for CEPs is that the high incidence of child abuse and child right violations can be effectively contained by a cadre of well-trained, qualified, committed and competent personnel working in child protection. The goal of the CEPs is therefore to help the CP functionaries improve their knowledge of child protection and development issues and develop appropriate personal and organizational skills for addressing such issues, with an attitude of promotion of child security and welfare. The CEPs will be designed for potential as well as existing Child Protection functionaries, by adopting a common vocabulary across the CP functionaries.

The Senior State Coordinator would provide the necessary impetus with support from DMI towards institutionalizing the training of different cadre within DSW, working primarily under ICPS structures. The emphasis will clearly be on establishing regular training packages towards cadre development in child protection. In the process, DMI would design more appropriate courses for potential cadre joining child protection workforce in Bihar.

Purpose of Assignment

The objective of the consultancy is to provide technical support to DSW, GoB, with support from DMI:
(a) Support Rapid Training Need Assessment of mid-level functionaries under ICPS;
(b) Develop an institutional arrangement towards Capacity Enhancement Progamme (CEP) for mid-level functionaries under ICPS;
(c) Develop a plan for the Probationary Training of 375 newly recruited functionaries under ICPS;
(d) Support in developing Training Modules for Progressive Learning amongst child protection workforce in coordination with ‘Champion’s’ identified by DMI;
(e) Develop capacity development plans for CWC, JJB and all allied systems interfacing with the juvenile justice system;
(f) Develop guidelines for uniform functioning of all mid-level functionaries;
(g) Support in developing monitoring and reporting tools based on CEP.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the overall guidance of the Director, DSW / Director, Development Management Institute (DMI) of the International Development Agency, Patna, the Senior State Consultant- Strengthening Child Protection Workforce would be responsible for drawing a plan and rolling out with support from the available systems and structures at the state as well as at district levels, besides engaging with the CSO’s and other academic institutions and Resource Persons.

Key Job Responsibilities:

(1) Provide technical support to DSW develop and implement an intensive capacity development plan for over 1200 mid-level child protection functionaries within the state;
(2) Coordinate and facilitate the process of Rapid Training Need Assessment;
(3) Facilitate the process to identify and coordination for the training of Master Trainers for CEP with support from the ‘Champions;
(4) Coordinate and liaison between DSW and DMI for organizing the Probationary Training of newly recruited IPCS functionaries;
(5) Coordinate with Champions identified for each theme to firm up the training modules with appropriate teaching aids;
(6) Provide technical support to the Bihar Judicial Academy (BJA) and the State Legal Authority (SLA) in training for judicial /quasi-judicial officers;
(7) Coordinate the documentation process of the trainings undertaken at DMI;
(8) Support in developing standardized guidelines for all key functionary within DCPU;
(9) Provide support in developing tools for measuring the training impact on the learners.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Applicant must have a Post graduate /Graduate degree or law graduate with a desire to work on child rights issues.

Experience:
(1) Applicant must have at least eight years of work experience in the development sector;
(2) Minimum five years of work experience working on child rights issues with an experience of exposure in training and capacity development.

Skills and Competencies:
(1) Excellent communication skills with a proficiency in Hindi and English is desired;
(2) Adequately trained and well versed with computer knowledge;
(3) Good exposure of working with an academic and /or with judiciary at various levels is desired.

5. NATURE OF ENGAGEMENT:

The SSC-SCPW shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. LOCATION: Patna, with need base travel to field.

8. DURATION:

The consultancy assignment will be effective from the date of joining till December 31, 2017.
