Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background
The goal of Routine Immunization (RI) is to achieve Full Immunization of 90 % by 2017. Currently, the data for coverage as per RSOC Survey (2013-14) relating to Full Immunization is 67.2%, for DPT3 coverage is 75.2%, for Measles (1st Dose) coverage is 85.7%. The major challenges in achieving the Chhattisgarh RI program goal is to reduce dropout rate of 15-20% (DPT 2 to DPT 3 dropout – 15.2% and OPV 2 to OPV 3 drop out 20.1%) and left out (approx. 5%) and high inter-district variations. The state level RI programming needs to focus on system strengthening for improved dropout tracking, strengthening quality of immunization sessions, strengthening of supportive supervision mechanism, and reduced district/regional disparities.    
The International Development Agency, in partnership with the Directorate of Health Services, is working to strengthen Routine immunization program through system strengthening and capacity development, at state and districts under RMNCH+A program.  

The IMR of the state which stood at 79 per 1000 live births in 2000, dropped to 43 by 2014 (SRS). While there are some improvements of IMR of the state, there is still scope for improvement and Routine Immunization program is one such area which prevents vaccine preventable disease among children and thus has a direct impact on IMR. 
Purpose of Assignment

The International Development Agency will provide expertise at the state level to envisage convergence between the key sectors for better service delivery from a single window. The State RI/VHND Consultant would provide technical and managerial inputs for system strengthening and capacity development to SEPIO at state level for state wide RI program strengthening and to five HPDs for district wide RI program strengthening. The incumbent would work with SEPIO and RI state level RI team for evidence based perspective planning including demand generation, strengthening monitoring and use of data for program review and improvement. S/he shall regularly coordinate with District Consultant and support implementation of the supportive supervision.


Under the overall guidance of the State Immunization Officer (SEPIO) at DHS Chhattisgarh and Health Specialist in Raipur, Chhattisgarh, the State RI/VHND Consultant shall work in consultation with the Nodal Officers Immunization.

Key Job Responsibilities:

A. Planning & Implementation
(1) Assist the SEPIO in preparation and implementation of Routine Immunization of NRHM PIP;
(2) Support the state plan for the introduction of newer vaccines in the state;
(3) Preparation of the HMIS data related to RI and VHND for state level and national review.

B. Monitoring
(1) Support periodic review of the RI data at the state level on key indicators of fully immunised children, dropout and left out children;
(2) Strengthen Supportive Supervision mechanism in the state;
(3) Roll out of facility wise dropout tracking as part of quality assurance mechanism;
(4) Prepare Quarterly monitoring reports and review of the RI data at the state level on key indicators of fully immunised children, dropout and left out children;
(5) Regular visit to the HPDs and documentation of the progress in Immunization.

C. Coordination
(1) Coordinate with and provide support to concerned government officials in preparation of District / block level / sub-centre level micro-planning, implementation, using data for action and concurrent review of the RI and) with the aim of improving coverage;
(2) Coordinate and maintain active communication and collaboration with all partner agencies working in components of RI and VHNDs e.g. immunization.

D. Capacity Building
(1) Facilitate capacity building of government functionaries at district / block level in components of RI and VHNDs e.g. immunization;
(2) Facilitate capacity building of managerial and field level functionaries of partner agencies in components that are necessary to deliver RI and VHNDs.



Graduate in medicine (MBBS) and post-graduate or diploma, preferably in Public Health/ Community Medicine from a reputed institute. Alternate system graduates with public health program from reputed institute.

(1) Minimum five years of experience of working at state/ district level in public health, programme management and implementation in RCH NRHM and ICDS - preferably with a focus on child health or immunization either with the government or a reputed agency
(2) Experience of working closely with government departments and institutions, is essential.

Skills and Competencies:
(1) Excellent communication skills in both Hindi and English, with the ability to make presentations on technical issues;
(2) Good knowledge and skills in MS-Office application software (viz. MS Word, Excel and Power Point);
(3) Demonstrated competency of working in harmony with the government and non-government staff and maintaining poise in difficult situations.
(4) Must possess good writing skills; Report writing experience will be preferred.


The State RI/VHND Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.


Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

The consultancy assignment will be effective from the date of joining till December 31, 2017.
