1. POSITION VACANT: State Program Manager, India Health Action Trust (IHAT), Lucknow, Uttar Pradesh

2. ORGANIZATION BACKGROUND:

Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF), Central and State government.

3. PROJECT BACKGROUND:

The project focuses on designing quality improvement (QI) processes to improve the quality of MNCH Care and scaling up MNCH mentoring intervention in 25 HPDs District Women Hospitals of Uttar Pradesh. The project will further emphasis on the capacity building of the nurse mentors and project staff in the modules of quality improvement and service delivery

4. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Team Leader - Nurse Mentor, the State Program Manager shall play lead role in designing quality improvement (QI) processes to improve the quality of MNCH Care - including formation, training and guidance of QI teams, strengthening supportive supervision, building capacity to conduct maternal and peri-natal death reviews and implementation of Nurse mentoring and Objective Structured Clinical Examination (OSCE) of Labour Room staff through Nurse mentors applying the adult learning and team building principles.

Key Roles and Responsibilities:

(1) Introduce tools to improve the quality of RMNCH services in all intervention facilities including District Women Hospitals in 25 HPDs;
(2) To strengthen capacity of nurse mentors and DTSs in conducting mentoring and OSCE. Train the nurse mentors and project staff in the modules of quality improvement and service delivery;
(3) Support the Team leader (Nurse Mentor)/ Project Director in designing, piloting and scaling up of the MNCH mentoring intervention in implementation districts;
(4) Work closely with Govt. Counterparts esp. Nursing Cell and GM training to coordinate various nurse mentoring related activities;
(5) To coordinate with zonal team; define expectations, provide leadership and technical support as needed and evaluate direct reports regularly;
(6) Design tools for robust recording and reporting of nurse mentoring program;
(7) Oversee establishment, replenishment, procurement and maintenance of Mini skill labs;
(8) Supervise printing and audit of TSU case sheets;
(9) Any other work designated by Team Leader.

Working relationship:
(1) Works closely with Zonal and District teams. Coordinates with partner organization and government officials;
(2) Works with Team leaders of Technical/Community/Child health and FRU for development of strategies of TSU.

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification
Applicants must have Master’s degree in Public Health or equivalent qualification.

Experience:
Applicant must have minimum 4 years of experience in Public Health in technical capacity for implementing, monitoring, capacity building and scaling up public health programmes, including at least 2 years’ experience in the same capacity at divisional level.

(3) Excellent written and interpersonal communication skills;
(4) Demonstrated cross-cultural, teamwork and advance knowledge in computer skills;
(5) Must be flexible and able to work in a challenging environment;
(6) Other than technical skills, person should be a team player and highly competent in coordination skill.

6. COMPENSATION OFFERED:

Gross compensation for the position shall be attractive. Please note that the offer shall be commensurate with the qualifications, experience and salary history of the selected candidate.
