1. POSITION VACANT: Specialist- Maternal Health, India Health Action Trust (IHAT), Lucknow, Uttar Pradesh

2. ORGANIZATION BACKGROUND:

Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF), Central and State government.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Team Leader- Boost, the Specialist- Maternal Health will support a team of public health professionals to “BOOST” the implementation of prevention and management of Post-Partum Haemorrhage (PPH) to have substantial impact in reducing mortality within a given geography of the UPTSU.

Key Roles and Responsibilities:

(1) Regular field visit to support BOOST intervention and to implement maternal health intervention in 5 BOOST districts. Minimum 10 days’ field visit across;
(2) Ensure technical inputs in BOOST intervention and training in State and District level;
(3) Ensure that all staff across the technical unit and state/ zonal/ district offices are familiar with, adhere to and implement the identified procedures and processes in the management of maternal complications, especially Post-Partum Hemorrhage;
(4) Meet regularly with State Health department staff for smooth project management and respond in a timely manner to requests for meetings, reports and other requests;
(5) Facilitate BOOST activities including workshop planning, technical materials availability to ensure smooth implementation;
(6) With guidance from the Team leader- BOOST, systematically document lessons from implementation on specific areas;
(7) Develop, review, and disseminate guidelines, standards of practice, protocols and other tools to improve quality in clinical and non-clinical settings;
(8) Participate in development, preparation, and dissemination/publication of technical papers, documents, and materials.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification and Experience:
(1) Applicants must be MBBS with post-graduate degree/DNB/Diploma in Obstetrics & Gynaecology.
(2) Applicant must have minimum 3-5 years of work experience in maternal health & Child health with rich clinical experience.

Technical and Clinical Skills and Experience
(1) Applicant must demonstrate experience and knowledge of maternal and child health programs and policies in India;
(2) Applicant must possess professional technical knowledge/expertise in research methodology, statistics, and data management.

Skills and Competencies:
(1) Develop and encourage new and innovative solutions;
(2) Build and maintain effective relationships with multi-disciplinary state and zonal level teams, Government officials and external partners;
(3) Demonstrate cross-cultural, teamwork and advance knowledge in computer skills;
(4) Be flexible and able to work in a challenging environment.

5. COMPENSATION OFFERED:

Gross compensation for the position shall be attractive. Please note that the offer shall be commensurate with the qualifications, experience and salary history of the selected candidate.
