1. POSITION VACANT: Specialist- ICT, India Health Action Trust (IHAT), Lucknow

2. ORGANIZATION BACKGROUND:

Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF)Central and State government.

UP-TSU envisages implementation of ICT solutions for UP Health Department that comprises of various ICT solutions for both internal and Government Systems monitoring. Government solutions include UP Health Management Information System, MIS on Human Resources, Logistics, Health and financial aspects of public health and other process-based systems.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Senior Specialist- ICT, the Specialist- ICT shall be responsible for providing TSU with the necessary technical and managerial expertise and lead an ICT team in planning, procurement and implementation of ICT applications and infrastructure. Additionally, s/he shall be required to coordinate with other IT stakeholders and government departments in the state and be responsible for the key results as outlined below.

Key Responsibilities:

1) Strategic Role
Plan, strategize, design and provide long term vision for the organization in the field of Information, Communication and Technology.

2) Operational Role
a) Monitor and coordinate with outsourced agencies (vendors) for hardware procurement and development of ICT solutions as per the project requirement (e.g. UPHMIS, HRIS, LMIS, State FMS systems) as mentioned above;
b) Project management responsibilities including integration management, scope management, quality management, risk management and financial management;
c) Work closely with M&E team in defining data structures and reporting formats as part of Program Monitoring;
d) Organize and lead all ICT related meetings with external stakeholders like Government bodies, vendors and with other teams of TSU;
e) Guide and manage team deliverables including but not limited to documentation, implementation and procurement of all ICT related applications as well as hardware.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Applicant must be a B.E./ B.Tech (Electronics & Computer/ Computer Science) or Masters in Computer Applications/ Computer Science from a recognized University;
(2) Applicant with a Master’s degree in Computer Applications/ Computer Science shall be preferred.

Experience:
(1) Applicants must have more than five years of experience in IT sector in designing, implementation and maintenance of complex integrated architectures across different platforms;
(2) Applicant must have two years of experience in conceptualization, designing and implementation of large scale applications and other process-based system;
(3) Experience in Government Organization and/ or Public Health is essential.

Skills and Competencies:

1) Behavioural and Functional Competencies

b) Demonstrate gender-sensitivity;
c) Should be able to commit for a minimum of one-year period;
d) Should be able to work with different program teams to implement these solutions;
e) Positive attitude towards working in a multidisciplinary team of professionals including program managers, public health professional and statisticians;
f) Quick in comprehending complex and conflicting ideas to achieve solutions and adept at advocating UP TSU agenda through necessary platforms;
g) Focus on outcomes and goals and willingness to learn quickly;
h) Willing to travel extensively within the state of Uttar Pradesh;
i) Strong conceptual and research/ analytical skills and result orientation;
j) Excellent verbal and written communication and presentation skills in English and Hindi.

2) Technical Competencies:
a) Should be able to review existing ICT solutions in Health; Conceptualize and implement best practices in coordination with other stakeholders in the state;
b) Should be able to oversee planning, implementation and procurement in coordination with outsourced agency (vendors) for setting up above mentioned ICT solutions and infrastructure within approved timelines and budget;
c) Expertise in end-to-end ICT related tendering process including budgeting, RFP preparation, bid-management, vendor selection and contracting;
d) Able to conceptualize and design high quality IEC programs and capacity building plan for different users in the state which include low literacy population;
e) Well versed with data analytics and designing of different systems like PIP Tracking Tool, MIS Dashboards (including HR and Logistics MIS), Grievance Redressal system etc.;
f) Proficient in Enterprise Architecture principles and experience with projects involving integration of cross-platform applications;
g) Command over (any) programming language and experience with Monitoring frameworks and Geographical Information System (GIS) is desirable.
