2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background
Bihar contributes about 11% of the total neonatal death in India. At the state level, the neonatal mortality rate is 27 as compared to the national average of 24 (SRS 2016). The percentage of neonatal deaths to infant deaths is 65 per cent and to under five deaths is 49 per cent at the state level. Early neo-natal mortality rate i.e. number of infant deaths less than seven days of life per thousand live births forms is an important component of infant mortality rate and more specifically of the neo-natal mortality rate. At the state level, the early neo-natal mortality rate for the year 2016 has been estimated at 21. Three major causes contribute to about 85 per cent of all deaths in the newborn period: pre-maturity and low birth weight, birth asphyxia and infections. Most of the causes of deaths in the newborn period can be prevented or managed by households, communities and health facilities. But they are often unable to provide the required care. Health facilities are often ill equipped to provide essential newborn care to all newborn and special newborn care to sick newborns.
Since 2016, Govt. of Bihar has been implementing number of effective strategies and high-impact interventions persistently to reduce newborn deaths. Govt. of Bihar adopted the IDA’s model of Comprehensive Newborn Care Initiative (CNCI) with the priority agenda to establish Facility Based Newborn Care (NBCC) at various levels of health care facilities to provide essential care to every newborn and special care to sick and small newborns.
The current assignment is to provide technical oversight to the State for the installation and maintenance of equipment in SNCUs, NBSUs and NBCCs in government health facilities in coordination with the equipment suppliers, as well as improving quality of services by close monitoring the working status of equipment.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the supervision and guidance of Senior Programme Officer-Child Health, SHSB, the State FBNC Biomedical Coordinator (SFBC), shall be providing technical oversight to the State for the installation and maintenance of equipment in SNCUs, NBSUs and NBCCs in government health facilities in coordination with the equipment suppliers, as well as improving quality of services by close monitoring the working status of equipment.
Key Job Responsibilities:

(1) Provide guidance for installation and maintenance of equipment in SNCUs, NBSUs and NBCCs in government health facilities, in coordination with the equipment suppliers;
(2) Implement mechanism for preventive maintenance of SNCU, NBSU and NBCC equipment’s through Biomedical engineers of the state;
(3) Provide support in training to the doctors, staff nurses and support staff of SNCUs and NBSUs about usage and maintenance of newborn care equipment, in collaboration with equipment suppliers;
(4) Arrange and supervise necessary training program for end-users of SNCU equipment including ensuring that basic operating instructions and care/first-line maintenance materials are available at installation sites;
(5) Advice and assist in the process of appointing a procurement agent for procurement of goods and equipment and in preparation of procurement plans and finalization of bids/consultancy services for SNCU, NBSU and NBCC equipment;
(6) Keeping record of all new equipment installed in upcoming SNCUs and NBSUs in government facilities with necessary detail;
(7) Develop a roster of annual maintenance of new born care equipment and its compliance by contractor/supplier;
(8) Coordinating with the equipment suppliers/biomedical companies who are on Annual Maintenance Contract (AMC) with the SNCUs/NBSUs and ensuring proper functioning of the equipment;
(9) Facilitate the planned preventive maintenance, testing, calibrating and verification of all installed equipment.
(10) In exceptional situations, attending break down calls in new-born care units across the state;
(11) Forecast requirements for annual equipment procurement and replacement along with necessary maintenance and budgets;
(12) Assist in setting up of in-house maintenance services including: Hiring of suitable staff, designing, organizing and participating in training the technicians etc;
(13) Establishing the maintenance network at regional and district levels based at strategically selected locations throughout the state;
(14) Advice and assist in equipment management including installation, commissioning, large-scale maintenance network of bio-medical equipment etc;
(15) Perform other related duties incidental to the work described herein;
(16) Other related work as and when assigned by the supervisor.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Applicants must have a B.Tech/ B.E. in Biomedical Engineering or instrumentation from recognized university of India.

Experience:
(1) Minimum three years' experience of working in Public health;
(2) Exposure to Sick Newborn Care Unit/ Neonatal Intensive Care Unit will be given preference

Skills and Competencies:
(1) Good understanding of public health system and its functioning;
(2) Computer proficiency with familiarity of commonly used packages like MS office, MS Excel, PowerPoint, Email and Web Browsers;
(3) Excellent oral and written communication skills in English are mandatory - working knowledge of Hindi are desirable. Candidates with excellent presentation skills, analytical and interpersonal abilities will be given preference;
(4) Age should not be more than 45 years;
(5) Should be willing to travel 10 -15 days in a month;
(6) Should be self-motivated, hard-working, energetic and creative with good analytical skills.

5. NATURE OF ENGAGEMENT:

The SFBC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Professional fees of the selected candidate shall be Rs. 58,850/- per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SFBC).

7. LOCATION: Patna with need base travel to field.

The consultancy assignment will be effective from the date of joining till June 30, 2018.
