State Consultant – Teacher Education

1. POSITION VACANT: State Consultant – Teacher Education (SCTE), International Development Agency, Patna, Bihar

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background:

While Bihar made progress on access related goals over a decade and half. The literacy rate in Bihar increased from 60.32% to 71.20% from 2001 to 2011 (Census Report). Upper Primary Net Enrolment Rate (NER) in Bihar has increased from 26.46% in 2005-6 to 87.6% in 2014. Student to Classroom Ratio (SCR) in elementary schools has improved to 53 in 2014-15 as against 92 in 2005-6.

Despite improvements in access to schools, glaring challenges in context of quality remained evident. One of the major bottleneck in way of ensuring quality education is lack of trained teachers. To address this issue, Curriculum Review for regular diploma in elementary education has been done for the state with technical support of IDA. Revisions have been made in the curriculum based on the review. State specific learning outcome indicators have been developed by SCERT with support of IDA which will enable teacher to gauze grade and subject specific learning progress in a simple manner. Leaflets on learning indicators have also been developed for parents and SMC to enable them to actively engage on 'learning'.

Right to Education Act has been amended in the month of February 2017 to include Learning Indicators and Large-scale assessments. Bihar State Rules are also amended and notified. IDA Bihar together with SCERT has developed age appropriate learning indicators for classes 1-8 in all subjects.

In backdrop of the above, State Consultant, Teacher Education will help SCERT, Darbhanga University in strengthening Teacher Education for professional development and academic support to teachers. S/he will work with Darbhanga University to strengthen SCERT/ DIET and teacher support structures in learning. S/he will also ensure improved use of data from large scale academic assessments for building strategies for on-site support and capacity building of teachers. The consultant will also provide technical support to all teacher education endeavors of SCERT.

“All Children in School and Learning” has been identified as a program priority for IDA India. This position will play a crucial role in strengthening the ‘learning component’ as teacher training is one of the most important factors that helps improves class transactions and thereby impacts learning.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the direct supervision of Director SCERT, Patna – Bihar and Education Specialist, the State Consultant – Teacher Education (SCTE) shall be responsible for providing technical support to Darbanga University in review of materials on leadership training across India. S/he shall be engaged in providing technical support in development of module for leadership training for State resource group and faculties of the University. S/he will work with Darbhanga University to strengthen SCERT/ DIET and teacher support structures in learning. S/he will also ensure improved use of data from large scale academic assessments for building strategies for on-site support and capacity building of teachers. The consultant will also provide technical support to all teacher education endeavors of SCERT.

Key Deliverables:
(1) In coordination with agencies collect and collate leadership courses available in the country;
(2) Develop Leadership training module for mid-level education leaders together with experts and field level functionaries;
(3) Support Darbanga University in training of all State Resource Group and University faculties;
(4) Support and coordinate with department of education and Darbanga University for training of Mid-level functionaries from select districts;
(5) To support SCERT to develop of 6 month course for teachers who could not clear teacher eligibility test;
(6) Coordinate with BEPC and SCERT on developing a revised question bank aligned with learning outcomes.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Applicants must be Master’s in Education/ Educational Management/ Social Sciences/Science/ Mathematics.

Experience:
Minimum 10 years of work experience in elementary education with a focus on teachers’ training/ curriculum development/ child centered approaches.

Skills and Competencies:
(1) Good understanding of data management and statistics;
(2) Proficiency in working on MS office applications;
(3) Strong verbal and written communication skills both in English and Hindi;
(4) Understanding of government and its various programs related to education as well as women and child development.

5. NATURE OF ENGAGEMENT:

The SCTE shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Professional fees of the selected candidate shall be Rs. 80,000 per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SCTE).

7. LOCATION: Patna, with need base travel to field.

8. DURATION: The consultancy assignment will be effective from the date of joining till December 31, 2018.
