1. POSITION VACANT: State Coordinator (NITI Aayog), International Development Agency, Patna, Bihar

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

Project Background:

Policy Planning & Evaluation Section of IDA Bihar field office is closely working with Department of Planning and Development (DoPD), Government of Bihar (GoB) as a part of its rolling work plan for the year 2018-19 to support the planning department majorly in the area of evidence generation, analysis, communication and coordination with NITI Aayog.

NITI Aayog is the recently formed Institution working to promote cooperative federalism and to conduct strategic and implementation plan towards national goal. The key agenda of NITI Aayog is to evolve a shared vision of national development priority sectors and strategies with the active involvement of states in the light of national objectives another objective of NITI Aayog is to design strategic and long term policy and program frameworks and initiatives, and monitor their progress and their efficacy. Further, it aims to foster cooperative federalism through structured support initiatives and mechanisms with the states on a continuous basis. NITI Aayog is closely working with the states and formed the sub group of Chief Ministers to develop functional procedures and consensus amongst states on Centrally Sponsored Schemes, Skill Development and Swachha Bharat Mission.
NITI Aayog is currently frequently coordinating with the states on the agenda of National Development, Sustainable Development Goals, Aspirational Districts and seeking inputs and opinion of states in developing policy, procedures and functional mechanism. In Bihar, DoPD is the nodal department to coordinate with NITI Aayog and to provide state specific inputs on policy, procedures and functional mechanism. The proposed technical assistance/ consultancy is mainly for high end technical support to the DoPD in reviewing the specific reports/ documents, preparation of policy papers, concept notes of high quality analyzing the available secondary data enabling DoPD to prepare state position paper on various issues and response note as per the requirement of the NITI Aayog.

A comprehensive strategy plan for implementation of this scheme has been prepared which includes establishment of an institutional structure for organization of training programs, organization of exposure visits, capacity building of the resource persons and other functionaries, e-enablement of panchayats, strengthening “Gram Sabha”, and other activities like IEC. Panchayati Raj Department has also been implementing various schemes/ programs for the PRIs viz. 13th and 14th Finance Commission (FC), Gram Panchayat Development Plan (GPDP), 4th State Finance Commission (SFC), Mukhya Mantri Gramodaya Yojana (MMGY) relating to capacity building and devolution issues pertaining to panchayats.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the direct supervision of Technical Lead – IDA, the State Coordinator (NITI Aayog) shall be responsible for providing the requisite technical support to the DoPD in timely communication and coordination with NITI Aayog in the context of reviewing reports, analyzing state situation and preparing notes to advocate the state need and priorities in the context of national development agenda.

Key Deliverables:

(1) Technical review of the policies guidelines, concept notes, circulars of state government and Government of India and prepare the concept notes, policy briefs and other documents as per the need of the state for submission;
(2) Identify and strengthen the Institution and capacity development partners to provide technical support to the Planning and Development Department in undertaking research/ evaluation studies, conducting training programs and documentation of best practices;
(3) Provide technical support to the department in planning and monitoring of result targets (2018-22) set for 13 Aspirational Districts of Bihar;
(4) Contribute to capacity building of district level officials and the officers of responsible department to prepare the reports in the light of the indicators identified by NITI Aayog for the Aspirational Districts;
(5) Coordinate with key social sector departments and collect, collate, compile and analyze social sector data and prepare analytics for SDG, MMV- Phase II and NITI Aayog.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification and Experience:

(1) Applicants must have Post graduate degree preferably in Economics/ Sociology/ Public Policy/ Public Administration and/or related discipline from a recognized Institution or university with minimum 9-10 years’ relevant experience;
(2) Experience of working in a policy analysis related to the development sector with special focus on analyzing and tracking social sector outcomes is highly desirable;
(3) Experience in research and documentation, field surveys and participatory assessments is desirable.

Skills and Competencies:
(1) Knowledge and prior experience of working with data processing software e.g. SPSS, EPI-Info, GIS based data packages and other data analysis software are required;
(2) Experience of using excel based data systems, Microsoft office, including power points are necessary.;
(3) Sound understanding of results based framework, program monitoring as well as departmental reporting structures;
(4) Good writing and presentation skills is must in both English and Hindi;
(5) Knowledge of Government Functioning at the state and district levels will be considered an advantage;
(6) Proven experience of developing knowledge products – fact sheets, analytical reports etc.

5. NATURE OF ENGAGEMENT:

The State Coordinator (NITI Aayog) shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. LOCATION: Patna, Bihar.

8. DURATION: The consultancy assignment will be effective from the date of joining till December 31, 2018.
