1. POSITION VACANT: State Consultant Maternal Health, International Development Agency, Ranchi, Jharkhand

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background:

Jharkhand is one of the States prioritized by GOI for implementing the Call to Action initiative. A brief review of the existing health indicators of the State suggests that though the State has progressed across various thematic areas, a lot remains to be achieved with wide inter-district variations often compromising the gains made.

The Infant Mortality Rate (IMR) of the State is 29 per 1000 live births (Sample Registration System (SRS 2016) and Neonatal Mortality Rate  (NMR) is 21 per 1000 live births (SRS 2016). This is lower than the National average of 34 for IMR (SRS 2016) and 24 for NMR (SRS 2016). On the other hand Maternal Mortality Ratio (MMR) is 165 as per Spl. Bulletin SRS 2014-16 and TFR is 2.6 as per NFHS 4 which are much higher than the National average of 130 for MMR (Spl. Bulletin SRS 2014-16) and 2.2 for TFR (NFHS 4). Under 5 Mortality Rate (U5MR) for the State is 33 (SRS 2016) which is lower than the National average of 39 (SRS 2016).

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Working in close collaboration with Deputy Director, Health, Jharkhand and technical support from Health Specialist, IDA, the State Consultant Maternal Health will facilitate safe motherhood by encouraging and developing strategies for improving skilled attendance at birth and provide technical inputs to upgrade skills of ANM/Staff Nurse posted in district hospital / CHC / PHC/ HSC across the state.

State Maternal Health Consultant will also provide support to improve maternal health and reduce the risk of maternal mortality by promoting strategies for institutional delivery and providing maternal care during pregnancy, childbirth and the postpartum period and new-born care at health facilities.

Key Deliverables:

(1) Support state in improving institutional delivery in aspirational districts with focus on hard to reach and inaccessible areas;
(2) Facilitate access and quality of basic and emergency obstetric care through technical support in setting up of Obstretic ICUs and High dependancy units;
(3) Capacity building, quarterly gap analysis of labor rooms;
(4) Facilitate reviews  based on maternal death and maternal near miss surveillance with specific focus on time to care approach in inaccessible, hard to reach and conflict affected areas of 10 IDA supported districts;
(5) Create linkages with WASH and SBCC for WASH compliant facilities Partnerships for supportive supervision for SBA and HBNC;
(6) Review JSY and JSSK implementation and identify gaps for action;
(7) Strengthen Supportive Supervision of Maternal and new-born services (SBA, Dakshata, BEmNOC) through capacity development of institutions/ partners for planning, training, reviews and feedback.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Applicants must have a MBBS Degree/ Post Graduation in OBGY/ Public Health.

Experience:
(1) Minimum five years of work experience in Public health program;
(2) Experience of working at a state level, knowledge of the ongoing Govt programmes on maternal and child health in the districts and knowledge of working with data is desirable.

(4) Excellent communication and interpersonal skills in a multi-cultural environment
(5) Ability to communicate and write in Hindi and English.

5. NATURE OF ENGAGEMENT:

The SCMH shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Professional fees of the selected candidate shall be Rs.1,15,500 per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SCMH-IDA).

7. LOCATION: Ranchi with need base travel to field.

8. DURATION: The consultancy assignment will be effective from the August 1, 2018 till December 31, 2018.
