1. POSITION VACANT:  Senior Child Health Technical Specialist, India Health Action Trust (IHAT), Lucknow, Uttar Pradesh

2. ORGANIZATION BACKGROUND:

Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Andhra Pradesh, Tamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarhoea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF)Central and State government.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Team Leader-Child Health, the Senior Child Health Technical Specialist shall be responsible for ensuring that technical fidelity of all implementation activities of the Child Health Program, managing the district and zonal child health clinical team and acting as a resource for the program teams as well as the GoUP.

Key Roles and Responsibilities:
(1) Ensure that clinical and quality improvement interventions at district hospitals and block level facilities to improve the management and referral of sick children have high technical fidelity;
(2) Directly managing a team of thirty public health professionals working to improve the quality of child health services at district and block-level facilities;
(3) Take a leadership role in the development in child health clinical and quality improvement interventions;
(4) Develop and maintain resources on technical aspects of child health interventions
(5) Identify, engage with and enable medical colleges and universities to provide; mentorship to government health facilities on a continuous basis;
(6) Support government in the delivery of F-IMNCI training for the staff teams from CHCs and DHs;
(7) Support regional workshops for the CMOs, CMSs and MOICs to achieve a mutual understanding of the interventions, challenges and solutions;
(8) Work closely with their counterparts in the government to ensure streamlining of child health technical content across multiple platforms;
(9) Support the development of clinical program mentoring mechanisms of government facilities.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        

Qualifications:
(1) Applicants must have MBBS degree from a recognized Institute/ University;
(2) Applicants having Post-graduate training in Paediatrics or Community Medicine, shall be at an advantage.

Experience:
Applicants must have minimum five years of experience in the public health sector with at least two years of experience in child health specifically.

Competencies:
(1) Leadership and organization skills;
(2) Training and mentoring skills;
(3) Understanding of the public health approach;
(4) Excellent computer skills;
(5) Fluency in verbal and written English and Hindi language;
(6) Excellent communication skills;
(7) Understanding of ethnic, cultural, gender, religious, and socio-economic status sensitivity.

5. COMPENSATION OFFERED:

Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualification, experience and salary history.
