2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background

The Infant Mortality Rate of Chhattisgarh which stood up at 79 per 1000 live births in 2000, dropped to 43 by 2014 (SRS). At the present rate of decline, the state will not be able to reach the required target of 31 per 1000 live births by 2020. Experts have pointed out that the earlier achievements have been the result of 'plucking the low hanging fruits’ primarily attributed to improved levels of exclusive breast feeding which has reached 82%, according to NFHS Ill. There is no significant improvement in other child survival interventions. Neonatal mortality stands at 35 percent (AHS  2011-12) and institutional delivery, a critical factor in preventing neonatal deaths stands at a dismal 35 percent (AHS 201 0-11). Based on the facts highlighted in LANCET regarding the continuum of care, maternal health has a direct correlation to the IMR.

To accelerate the decline in maternal and child mortality and galvanize unified efforts of all stakeholders a ‘Call to Action: For Every Child in India' strategy has been adopted country wide and the International Development Agency is the lead partner in Chhattisgarh. In order to enhance technical assistance at State and high priority districts and make provision for coordinated planning and monitoring at state and district level, it was decided to extend techno-managerial support for better planning and implementation of  Maternal health programme.

Through technical support, the International Development agency will provide expertise at the state level to child health division in roll out of the critical new-born and child health programs like roll out and up-scaling of facility based newborn care, community based child health programme, etc.

Purpose of Assignment

The objective of the assignment is to provide technical support for operationalization of SNCU, NBSC, NBC, FRUs/24x7 PHCs and sub-centers with the state and district RCH Officers. It also aims at monitoring of quality of services provided through health facilities as above and continuous improvement in quality of services in identified districts through analysis-action-analysis cycle approach under RMNCH+A strategy.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Deputy Director, Child Health at Directorate of Health Services, Raipur and in consultation with the State RMNCH+A Unit (SRU), the State Child Health Consultant shall be responsible for accomplishing the following:

Key Job Responsibilities:
(1) Prepare work plan for all the child health intervention envisaged in State PIP as per RMNCH+A strategy;
(2) Develop guidelines to adapt teaching learning material for effective implementation of child health interventions;
(3) Work with the State RMNCH+A Unit (SRU) to accomplish the physical and financial performance of the child health interventions in the State, review high priority districts performance and provide feedback;
(4) Facilitate state to develop a work plan for IMNCI training in identified districts and ensure proper and effective training; Focus on the IMNCI implementation and strengthening the reporting mechanism;
(5) Planning for up scaling of F-IMNCI across the state level; Monitoring and supervision of the F­ IMNCI training;
(6) Facilitate the training and the implementation of the NSSK and compilation of the reporting from the districts;
(7) Monitoring and supervision of the Sick newborn care units, Stabilization units and the New born corners;
(8) Facilitate sending the Child Health Programme monthly report to NHM and Gol as per the prescribed format;
(9) Facilitate streamlining Child deaths audit strategy in the state as per GOI guidelines (participation in planning of training activities, conduct of training programs, child deaths review, establishment of regular feedback system and documentation);
(10) Regular visit to the High Priority District and documentation of the progress as per call to action strategies;
(11) The Consultant will submit her/ his monthly report on above areas to State RMNCH+A Unit (SRU) and Third Party Management Agency.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Medical Graduate and Post-graduate degree in Paediatrics / Community Medicine/ Public Health from a reputed institute

Experience:
(1) Minimum three years’ experience of working in child health programme;
(2) Experience at coordinating trainings in public health will be an asset.

Skills and Competencies:
(1) Candidate must have Computer skills; Demonstrated ability in MS-Office is a must;
(2) Ability to work in harmony with the government and non-government staff and maintaining poise in difficult situations;
(3) Ability to make oral and written presentations on technical issues;
(4) Candidates must have good writing skills;
(5) Report writing experience shall be preferred.

5. NATURE OF ENGAGEMENT:

The SCHC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

The consultancy assignment will be effective from the date of joining till December 31, 2017.
