2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

Project Background

Government of Madhya Pradesh is implementing the continuum of care model, ASHA 6 and 7 module training and F-IMNCI programme all over the state. There is a need to collaborate to continuously monitor the key activities, ensure quality data, analysis and documentation for better program outcomes. Currently the child health cell collates data for various service level and supply related indicators. The child health cell developed the database for Child Death Review (CDR) in 2016, which provides the government with regular updates on number of facility and community deaths reviewed, based on the Government of India (GoI) guidelines. Similarly other databases like State Drug Distribution MIS (SDDMIS)/ E-Aushadhi, provides the government with data on drug supply. Additionally, database for Home Based New-born Care (HBNC) is essential for monitoring the number and quality of home visits conducted by Accredited Social Health Activitist (ASHAs) in the state for mothers, healthy and Sick new-borns. Similarly there is a need to link, validate and correlate data from Health Management Information Systems (HMIS), Mother Child tracking Systems (MCTS), Special New-born Care Unit (SNCU) and Janani MIS for care seeking behaviours for pneumonia and Diarrhoea infections, transport of sick children and provide a daily feedback and analysis. The state also collates data on Training on Navjat Shishu Suraksha Karyakram (NSSK), Facility Based Integrated Management of Childhood Illnesses (F-IMNCI) and IMNCI. Additionally, a data base has been created for Intensified Diarrhoea Control Fortnight (IDCF) for monitoring of data on management of childhood illnesses. During the IDCF, a tele-callers cell will also be created in July –August to monitor the campaigns. The data base managed by the Integrated Disease surveillance Project (IDSP) records the reports on childhood illnesses and outbreaks in the state.  The Janani Shishu Suraksha Karyakram (JSSK) budget in the PIP is provided for sick children up to one year of age to the districts. The child health cell in the coming years, will need to strengthen linkages between Facility Based New-born Care (FBNC) and Rashtriya Bal Swasthya Karyakram (RBSK) for referral and linkages between sick new-borns post discharge and Early Intervention centre. This will also require strengthening data linkages between FBNC and DEIC data. There is a need to strengthen the data quality in all the above data bases, to strengthen flow of data from 51 districts, sub district level and up to the state level. It is essential to provide weekly, monthly and quarterly analysis at the state level to strengthen the data. Further, it is also essential to provide the feedback to the district and sub district level to conduct data triangulation, validation and training of District Data entry officers to strengthen the quality of data. There is a need to review the utilisation of the JSSK entitlements at the district level, through continuous review and feedback to the child health cell.

Purpose of Assignment

The purpose of the assignment is to assist Deputy Director Child health in collation, analysis to provide feedback on the program’s data of various Child health interventions from 51 districts for implementing corrective actions at the districts. The position will also support the child health cell to strengthen the Facility and Community Child Death Review mechanisms at the state level. Also setup linkage between SNCU MIS, Janani MIS and home based care for healthy and sick new-borns post discharge. The incumbent will also provide the necessary support for data triangulation, validation, training and supportive supervision of district data entry officers to strengthen the data’s quality.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Deputy Director Child Health, the SCH-M&E Manager shall be providing support in strengthening the various Child Health Interventions at 51 districts. S/he shall also be engaged in supporting data triangulation, validation, training and supportive supervision to strengthen the data’s quality at district, sub-districts and upto the state level.

Key Responsibilities:

(1) Technical coordination with Deputy Director Child Health, State Child Health Coordinator, State SNCU Manager and SNCU Clinical Care Coordinator, ASHA Cell, Training Cell, child and IDCF Tele-callers cell to cross –validate and share the data analysis for home based new-born care of healthy and sick new-borns as well as facility and child death reviews;
(2) Analysis of State and District data of Home Based New Born Care (HBNC), ASHA training, IMNCI, FIMNCI, Child Death Review (CDR) software’s and other child survival and development interventions, to improve state level planning and implementation;
(3) Analysis and validation of data from State Drug MIS and / or E-Aushadhi software for managing the drugs and other supplies, and stock out status of essential drugs for child health interventions. The incumbent will provide the necessary support to the districts to review the data from the Finance Management Information Software (FMIS) on the utilization of JSSK budgets at the district level on a quarterly basis for essential drugs and supplies for care of sick children;
(4) Strengthen the quality of data entered at the district, sub-district level and state level as well as analyze data at different levels;
(5) Coordinate with district, sub –district level to conduct trainings, supportive supervision of district data entry operators, programme managers, for strengthening data quality and entry in the various data bases mentioned above;
(6) Presentation and dissemination of data analysis on monthly/ quarterly basis using appropriate tools to the DD Child Health, MD NHM, District CMHOs, Programme Managers, facility in charges and ASHA cell on Child Death Review (CDR), E-Aushadhi/SDDMIS, ASHA Home based care visits, Training data on child health interventions, IDCF campaign, IDCF tele-callers cell to develop an improvement plan for key actions at state and district level;
(7) The incumbent will conduct field visits to district and sub district level facilities to improve the quality of the Child Death Reviews (CDR), home based care data for child health interventions/ supplies and various other data bases mentioned above;
(8) Need based support for streamlining Child Health drugs and logistics to districts through regular feedback and analysis of Child Health cell, MD NHM and International Development Agency;
(9) Develop monthly analysis reports by cross validation between Facility Based New-born Care (FBNC) and Home Based New-born care jointly with support of SNCU Janani MIS coordinator, Child health coordinator and SNCU follow up coordinator at the state;
(10) Strengthen Community and Facility follow up of Sick New borns – Data Analysis and linkage with HBNC and RBSK and Early Intervention centers;
(11) Develop strategies for strengthening data of HBNC for healthy new-borns and new-borns discharged from New Born Stabilization Units (NBSUs) and New-born Care Corners (NBCCs);
(12) Support International Development Agency and NHM State teams in collating data on Pneumonia Diarrhoea, Intensified Diarrhoea Control Fortnight (IDCF), and tele-callers cell based on Protect Prevent Treat (PPT) framework of IAPPD;
(13) Support collation of data and develop fact sheets on 6 pillars for India New-born Action Plan (INAP) and Integrated Action Plan for Prevention and Control of Pneumonia and Diarrhoea (IAPPD);
(14) Travel to IDA supported 7 districts as well as other districts regularly for mentoring Date Entry operators of HMIS, MCTS, HBNC, for training and mentoring visits. To review monthly data updates and follow of data in HMIS, MCTS, Home Based New-born care (HBNC) software review pertaining to key child health indicators;
(15) To provide necessary technical support for maintenance and strengthening of the Child Death Review Software data base and server;
(16) Provide support to strengthen the pediatric Care, Pediatric Intensive Care unit (PICU), OPD and IPD data records and management in select districts in coordination with State KMC and PICU coordinator;
(17) To support IDA and NHM to develop a checklist for recording and reporting data on Kangaroo Mother Care (KMC);
(18) Any other task that as requested by Child health Cell and IDA at state and district level.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        

Qualifications:
Applicant must possess BCA or MCA or PGDCA or its equivalent degree from reputed institute/ University.

Experience:
(1) Minimum five to eight years of experience in health sector and experience of analysing health data;
(2) Experience in managing data, preferably with experience with health/child health data;
(2) Good understanding of NHM, RCH2 and Health care delivery structure in India.

Skills:
(1) Excellent oral and written communication and presentation skills in English and Hindi;
(2) Computer proficiency with specific familiarly with commonly used Windows and MS office software and database software;
(3) Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyse reports, plan and monitor projects;
(4) Capable of taking on independent responsibility;
(5) Good track record of credibility

5. NATURE OF ENGAGEMENT:

The SCH-MEM shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. LOCATION: Bhopal, with need based travel to assigned field.

The consultancy assignment will be effective from the date of joining till December 31, 2017.
