2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.

Project Background:

Policy Planning & Evaluation Section of IDA Bihar field office is closely working with Department of Panchayati Raj (DoPR), Government of Bihar (GoB) as a part of its mandate to strengthen devolution of fund function and functionaries to Panchayat Raj Institutions (PRIs) and as per the rolling work plan for the year of 20018-19. The key area of support is for strengthening decentralization and capacity building of PRIs.

The Government of India had launched a Centrally Sponsored Scheme named Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) in 2012-13. The major objective of the scheme is to strengthen the Panchayati Raj system and address critical gaps that constrain its success. The scheme also aims to promote devolution of powers and responsibilities to the panchayats according to the spirit of the constitution.
A comprehensive strategy plan for implementation of this scheme has been prepared which includes establishment of an institutional structure for organization of training programs, organization of exposure visits, capacity building of the resource persons and other functionaries, e-enablement of panchayats, strengthening “Gram Sabha”, and other activities like IEC. Panchayati Raj Department has also been implementing various schemes/ programs for the PRIs viz. 13th and 14th Finance Commission (FC), Gram Panchayat Development Plan (GPDP), 4th State Finance Commission (SFC), Mukhya Mantri Gramodaya Yojana (MMGY) relating to capacity building and devolution issues pertaining to panchayats.

Since last five years, IDA has been supporting the DoPR in providing significant inputs to develop and implement the comprehensive strategy plan for organization of training programs for elected representatives and functionaries of PRIs as well as that for the Master Resource Persons and District Resource Persons. Further, a comprehensive strategy plan was developed for establishment of an institutional structure for training and capacity building programs comprising of State Panchayat Resource Centre and District Panchayat Resource Centers. A set of four modules i) Activation of Gram Sabha, ii) Gender Issues in PRIs, iii) Flagship Programmes implemented by PRIs and iv) Panchayat Accounts and Record Keeping have been developed on which the Master Resource Persons have been trained with support from IDA. An assessment of the capacities of the Master Resource Persons and District Resource Persons has also been made and on that basis, capacity building plan for the resource persons have been redesigned.

Besides these, with support from IDA, an assessment of the status of devolution of powers to the panchayats has been done in consultation with various departments which has also been shared with them and also with the higher authorities. A series of consultative meetings have been organized with various stakeholders including different departments, elected representatives of PRIs etc. for mapping the actual status of devolution at the field level. Hon’ble Chief Secretary, GoB had reviewed the status and further directed the concerned departments to take appropriate steps for effective devolution of power to the panchayats. As per his direction, a framework for preparation of operational guidelines for devolution of powers to the panchayats as envisaged in 11th schedule of the Indian Constitution has been prepared which has been shared with the concerned departments.
Department of Panchayat has developed a road map for strengthening of the panchayats to build their capacity for effective implementation of GPDP in the state with the support from IDA.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the direct supervision of Technical Lead– IDA, the State Coordinator (Devolution - PRIs) shall be responsible for providing technical support to carry forward the process of capacity building of PRIs and strengthening Gram Panchayat Development Plan (GPDP) process and devolution of power to the panchayats by coordinating with various departments. S/he shall also be responsible for providing assistance in preparation of operational guidelines, and further conducting meetings and workshops relating to strengthening of PRIs for their functioning and technical assistance for effective roll out of GPDP, with focus on issues related to women and children development.

Key Deliverables:

(1) Provide technical assistance towards effective implementation of recently developed road map of DoPR for strengthening Panchayats;
(2) Provide technical assistance in and developing capacities of PRIs in the state and below;
(3) Assist in preparation and roll out of operational guidelines for GPDP in back drop of recommendations on PRIs strengthening by the technical support agency to DoPR.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification and Experience:
(1) Applicants must have Post graduate degree preferably in Political Science/ Economics/ Sociology/ Public Policy and/or related discipline from a recognized Institution or University with minimum 9-10 years of relevant experience;
(2) Experience of working in policy analysis in development sector with special focus on decentralization and devolution;
(3) Experience in research and documentation, field surveys and participatory assessments.
(4) Knowledge and prior experience of working with PRIs

Skills and Competencies:
(1) Good writing and presentation skills is must in both English and Hindi;
(2) Knowledge of Government Functioning at the state and district levels will be considered an advantage;
(3) Proven experience of developing knowledge products – fact sheets, case studies, etc.;

5. NATURE OF ENGAGEMENT:

The State Coordinator (Devolution - PRIs) shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. LOCATION: Patna, Bihar.

8. DURATION: The consultancy assignment will be effective from the date of joining till December 31, 2018.
