1. POSITION VACANT: Supply Chain Associate, India Health Action Trust (IHAT), Lucknow, Uttar Pradesh

2. ORGANIZATION BACKGROUND:

Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA)under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.

IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state from the funding support of Bill & Melinda GateFoundation (BMGF)Central and State government.

3. PURPOSE OF THE POST:

Reporting to the Supply Chain Specialist, the Supply Chain Associate shall be responsible for providing support to the Department of Medical Health & FW, Uttar Pradesh, in implementation of Drug & Vaccine Distribution Management Systems (DVDMS), setting up Uttar Pradesh Medical Supplies Corporation (UPMSC) and improving supply chain and logistics processes for drugs, equipment and commodities.

4. KEY ROLES AND RESPONSIBILITIES:

(1) Provide support to the department in operationalization of DVDMS;
(2) Coordinate with software development and implementing agency to ensure necessary functionalities reflect state’s requirement;
(3) Provide hand-holding support at state, divisional, district, and below levels;
(4) Plan for training and infrastructure requirement for rolling out software at state, districts, CHC/ PHC and below level;
(5) Follow-up and timely feedback of systems and software;
(6) Provide operationalization support to the UPMSC, as required;
(7) Provide support in developing strategies for helping the department and improving the efficiency of supply chain and logistics; provide supportive supervision at field level;
(8) Develop SOPs and formats for effective implementation of guidelines;
(9) Conduct desktop based and primary research into best practices for improving last-mile delivery for drugs and commodities;
(10) Any other responsibilities given by Supply Chain Specialist.

5. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Applicants must have Graduate in any discipline from a top-tier institute.

Experience:
(1) Applicants must have minimum two years of relevant experience;
(2) Experience of helping government to implement and roll out at least one project and/or IT project;
(3) Prior experience in handling supply chain for medium large organizations/ departments shall be preferred;
(4) Prior experience of working with government shall be preferred.

Skills and Competencies:
(1) Demonstrated experience in contributing in medium-large scale projects with data and knowledge of appropriate productivity tools;
(2) Fluency in written and spoken English and Hindi;
(3) Demonstrated cross-cultural, teamwork and ability to foresee issues and initiate appropriate action;
(4) Must be flexible and able to work in a challenging environment;
(5) Advance knowledge in computer skills.

6. COMPENSATION OFFERED:

Gross compensation budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. LOCATION: Lucknow

8. TENURE:

The successful candidate shall be issued an initial contract for the period of one year, which will be extended annually based on performance.
