State Consultant- SABLA & WIFS

1. POSITION VACANT: State Consultant- SABLA & WIFS, International Development Agency, Ranchi, Jharkhand

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background

Prevalence of anemia in women, young children and adolescent girls is very high in Jharkhand. According to the 2005-06 NFHS III survey in Jharkhand, the prevalence of anemia among women in the age group of 15-49 years is 70.6 percentage, for children in the age group of 6- 35 months is is 77.9 percentage and for adolescent girls in the age group of 15-19 years girls is 67.2 percentage, whereas for adolescent boys it is 41.3 percentage. There has been no decline in the prevalence of anemia in any of the vulnerable population in the last 40 years. Anemia among adolescents is a serious concern because it can result in poor cognition, low productivity, development and scholastic achievement. In Jharkhand, anemia is pervasive among women in the age group of 15-49 years.

In 2013, Govt. of Jharkhand –Department of Health and Family Welfare rolled out the Weekly Iron Folic Acid Supplementation programme, in convergence with dept. of HRD and WCD. The programme covers around 40000 schools and nearly the same number of Aanganwadi centers across the state. It is a convergent programme wherein the supplementation is procured by Health department and the implementation and administration is managed through schools and Aanganwadi centers.

This consultancy is being proposed to provide techno-managerial, capacity building and monitoring support to strengthen the implementation of WIFS programme through ICDS and Human Resource Development, as well as tribal welfare department.

Purpose of Assignment

The aim is to provide technical and programmatic support to Department of Women and Child Development and partially to Human Resource Development Department on SABLA scheme and Weekly Iron Folic Acid Supplementation programme.

Key objectives are:
(1) Technical support for strengthening the nutrition and skill development components under SABLA;
(2) Provide support to the dept. of ICDS and HRD for strengthening WIFS.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

(1) Provide technical assistance in planning, implementing and monitoring WIFS programme for out of school girls, across the state;
(2) Regular follow-up with districts (ICDS department) to assess the stock position and highlight the supply gaps, and software expansion;
(3) Coordinate with NGO partner for external monitoring plan and provide oversight; Conduct field validations of external monitoring;
(4) Coordinate with Regional Coordinators to ensure timely reporting under WIFS and SABLA programme;
(5) Support and facilitate the roll-out of WIFS software and support towards the capacity building of ICDS functionaries on WIFS reporting;
(6) Facilitate bi-annual/ quarterly review of WIFS programme in convergence with DWCD and HRD;
(7) Facilitate the development of communication strategy for WIFS;
(8) Facilitate the development of checklist and tools to monitor WIFS & SABLA across the state;
(9) Conduct validation checks to ensure quality of implementation and reporting under WIFS and SABLA programme, for out of school girls;
(10) Any other functions deemed necessary by the International Development Agency / Department-WCD and Education, as and when required;
(11) Coordinate with Department of Human Resource Development, for capacity building of teachers;
(12) Support ICDS System for Strengthening Nutrition Programme;

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
Post graduate degree/ diploma in Nutrition/ Rural Development/ Public Health Nutrition/ MHA/ MHM.

Experience:
(1) At least four years of work experience in the field of maternal health, child development & nutrition and emergency nutrition;
(2) Experience of working with UN agencies, or international organizations shall be an advantage;
(3) Understanding of social mobilization and behaviour change communication.

Skills and Competencies:
(1) Good analytical, negotiation and communication (oral and written) skills;
(2) Computer literate and conversant with MS Office and its application, internet, e-mails;
(3) Knowledge/ familiarity with the national flagship programmes (NRHM, ICDS and others) and experience of working with Government is an asset;
(4) Demonstrated ability to work in a multi-disciplinary environment and to establish harmonious and effective working relationships with governmental, non-governmental and civil society organizations;
(5) Knowledge of English essential, working knowledge of Hindi would be an added advantage.
(6) Ability to undertake field travel for six days in a month.

5. NATURE OF ENGAGEMENT:

The State Consultant shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

8. DURATION:

The consultancy assignment will be effective from the date of joining till December 31, 2017.
