State Consultant - Social Policy and Protection

1. POSITION VACANT: State Consultant- Social Policy and Protection, International Development Agency, Jharkhand

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background:

The Department of planning cum finance has set up State Development Council, which is mandated to ensure effective and improved planning and monitoring at state level. This Council (SDC) will act as a platform to provide direction and strategy for implementation of development programmes while solution to major bottlenecks in implementation will remain central to the functioning of State Development Council. The state government has all the capability to reduce poverty and inequity in state but it has been constrained by insufficient links between planning, policy and budgeting. The capacity of state in terms of assessment of multidimensional nature and cause of poverty and human development requires technical support. 

The SDC would require the support of accessible and accurate information and analysis of policy to ensure that programme implementation and service delivery is improved. The Government of Jharkhand intends to undertake quality policy analysis and planning and remove bottlenecks. The fiscal accountability, public expenditure tracking and outcome budgeting are some of the important dimension which will be introduced by state through SDC. Programme, policy and budgetary integration would certainly improve the performance of the outcome of departments at the state level.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to Secretary, Planning cum finance, Govt. of Jharkhand  and under technical supervision of Social Policy Specialist, IDA, Jharkhand, the State Consultant- Social Policy and Protection will support the Department of Planning and PPE section of IDA Jharkhand in order to finalise child rights reporting, social protection and child rights and ensure compliance to CRC through SCPCR. The Consultant will also support Department of Planning cum Finance in terms of improving process of planning, monitoring, evaluation, policy gap analysis and public expenditure tacking.

Key Roles and Responsibilities:

(1) Provide technical support to Development Commissioners office for concurrent monitoring and process monitoring of state sponsored and centrally sponsored flagships across the department. (support for PMMVY, MMLLY and MKY review and support);
(2) Coordinate and support Development Commissioner office for organizing state level consultation for reporting and developing framework or SDG monitoring and reporting;
(3) Ensure effective coordination and linkages with departments to improve programme monitoring, implementation and planning (As and when required); 
(4) Support the department of planning cum finance in operationalization of action plan and vision document for state 2030;
(5) Support to SCPCR for improved reporting of violation of child rights cases and develop a system for reporting on CRC in 2019.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:             

Qualifications:
The applicant must possess a Master’s Degree in Social Science from reputed institutes like XIMB, IRMA, TISS, DSE, IIFM, XISS.

Experience:
(1) At least 8-10 years of demonstrated experience in in handling large scale data such as Census, NFHS and DLHS 4 etc.;
(2) Relevant field experience working with Govt. department and understanding on SDGs.

Skills and Competencies:
(1) Demonstrate competence in a variety of computer applications, including database, spreadsheet and word processing programs;
(2) Ability to adjust to changing priorities and meet deadlines;
(3) Good understanding of research methodology, Monitoring and Evaluation methodologies (essential);
(4) Good numerical, analytical skills, interpretation skills with a deep knowledge of the Jharkhand State;
(5) Excellent skills in verbal and written Hindi and English and documentation is desirable

5. NATURE OF ENGAGEMENT:

The SC-SPP shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. COMPENSATION OFFERED:

Professional fees of the selected candidate shall be Rs.1,00,000 per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SC-SPP).

7. LOCATION: Jharkhand, with need base travel.

8. DURATION: The consultancy assignment will be effective from date of joining till December 31, 2018.
