1. POSITION VACANT: State Consultant- Secondary Education, International Development Agency, Patna, Bihar

2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background

In context of secondary education, access remains a challenge as proportion of secondary schools to upper primary schools is 1:5 (Flash Statistics 2015), NER is 35.98%, Average pupil teacher ratio is 64. There is an acute shortage of subject-specific teachers. Schemes such as Mukhyamantri Cycle Yojna, Scholarships and Uniform schemes have helped marginalized students, especially girls in getting access to secondary education. Nevertheless, to develop ‘education’ as a tool for empowerment, three major issues need to be addressed. Firstly, quality of classroom transactions should improve so that all children can participate and learn effectively. Secondly, besides the subject specific competencies, opportunities for building confidence, self-esteem and leadership should be provided to all the students, especially girls as they do not get these opportunities at community and family level. Thirdly, as this stage also brings students to the threshold of adulthood, it is important to inculcate among them those qualities that may help them to prepare for earning their living and taking up adult roles in family and larger society.

Looking at the low transition rate of students at the secondary level (37.42%) in Bihar, it becomes important to provide students some guidance to make a feasible transition from school to work. To bridge the gap between elementary and secondary enrolments, it is important to ensure successful transition of children, especially girls and children from most marginalized sections to secondary level.

Curricular deficit, coupled with the lack of employment orientation at school level poses a major challenge for students who are unable to continue their education after Class X. Those quitting education enter the labour market as unskilled workers, while other students who continue with their studies enroll into colleges in academic courses without keeping in view any definite career goal.

In Bihar, secondary education is increasingly being an instrument to break the cycle of poverty. Parents from poor and marginalized category are ready to spend extra resources to ensure entrance of their respective children into professional courses. On a negative side this has led to mushrooming of coaching centers claiming to enable students get entry to medical or engineering colleges and fake agencies promising ‘get rich quick jobs’. Families also look at learning English as a prerequisite for employment at a time when many young people have not been able to pick up English writing and speaking at schools. Families are resorting to extreme practices such as selling their agricultural lands or taking heavy loans to finance coaching centers or fake recruitment agencies.

In view of the above challenges, RMSA and International Development Agency came together to develop a comprehensive package on life skills, career development, English and IT skills. This package has been rolled out in 100 secondary schools. Besides this, International Development Agency has been working towards ensuring continuation and inclusion of children with special needs in secondary schools by training the regular teachers in disability areas such as blindness, Hearing impairment, Autism and learning disability. There are plans to work with community in supportive supervision of secondary schools and transition of girls to secondary through SMDC strengthening.

At this point of time, it is important to consolidate the lessons and best practices emerging from the roll out of career guidance package in a way that these get mainstreamed into the system. Initiatives towards strengthening SMDC as well as inclusion of children with disability at secondary level also need to be mainstreamed.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the overall guidance of the State Project Director – BMSP, Director SCERT and Education Specialist of the International Development Agency, the State Consultant- Secondary Education would provide technical support to Bihar Madhyamik Shiksha Parishad (BMSP) and SCERT Bihar on Secondary Education implementation at the State of Bihar with specific focus to quality and disability initiatives jointly done together.

Key Job Responsibilities:

(1) Coordinate with SCERT and BMSP for strengthening mechanisms for transition from elementary to secondary;
(2) Facilitate analysis of UDISE data from elementary and secondary schools with a view to identify pockets and social groups with low transition rates;
(3) To provide Support BEPC in developing specific strategies for pockets with low transition from elementary to secondary;
(4) Ensure consolidation of lessons and best practices from implementation of career guidance and life skill package in six planned districts (Patna, Vaishali, Purnia, Madhubani, Darbanga and West Champaran) in 100 schools;
(5) Work with BMSP to develop dissemination and scale up strategies for career guidance and life skill package;
(6) Follow up on the IEDSS training provided to the secondary school teachers on disability areas and plan for follow up training;
(7) Support BMSP quality cell in all the activities planned jointly together with the client.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Applicants must have a Master’s Degree in the field of Education, Monitoring and Evaluation or Social Sciences or related field.

Experience:
(1) At least eight years of work experience in the area of Education;
(2) Experience in planning and monitoring of Education Programs or related issues shall be preferred;

Skills and Competencies:
(1) Demonstrated abilities in educational research and documentation skills would be required;
(2) Good skills of working with government and partners and understanding of system of education;
(3) Ability to use computer software i.e. MS Office, MS Excel, PowerPoint and Internet programmes;
(4) Good verbal and written communication skills (English and Hindi).

5. NATURE OF ENGAGEMENT:

The SC-SE shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Professional fees of the selected candidate shall be Rs. 85,600/- per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SC-SE).

7. LOCATION: Patna with need base travel to field.

The consultancy assignment will be effective from the date of joining till December 31, 2017.
