2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote child survival, protection and development.

Project Background

In Bihar, every hour, a woman dies while giving birth to a new life. Each year, about 8300 mothers die during pregnancy and delivery. The Maternal Mortality Ratio (MMR) in Bihar is 261 deaths per 1, 00,000 live births. The annual rate of decline in MMR in the past decade has been close to 4 points: this falls short of the required 5.5 points to achieve the MDG target. Bihar is the second highest contributor to maternal deaths in India. For every woman who dies from causes related to pregnancy or child birth, it is estimated that there are 20 others who suffer pregnancy related illness or experience other severe consequences. Research has shown that approximately 80 per cent of maternal deaths could be averted if women had timely access to essential and basic health-care services. The state government has undertaken many evidence based initiatives for promoting safe motherhood. These include strengthening of labour rooms, developing capacity of all ANMs and Nurses for Skilled Birth Attendance (SBA), ensuring supplies of Oxytocin, Magnesium sulphate and other consumables in all delivery rooms and operationalization of BEmONC and CEmONC centers. The state has decided to increase the number of L1 centers to increase the institutional deliveries. A fixed day ANC is being organized at all facilities across the state. Besides, the community and facility based Maternal Death Reviews are also scheduled to be undertaken statewide.

Purpose of Assignment

The purpose of assignment is to facilitate State MCH Nodal Officer to provide technical oversight to accelerate the implementation of community based maternal health interventions like ANC, SBA and observance of VHSND etc. as well as improving quality of services being provided in BEmONC and CEmOC centres as per standards.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

(1) Provide technical-managerial support to MCH cell and liaise with State MCH Officer and State Nodal Training Officer in planning, implementation for PMSMA and strengthening of Maternal Death Review programme;
(2) Ensure that the service providers at all levels of facilities are aware of the standard protocols and adhere to them while managing labour cases in due course of time;
(3) Undertake regular visits to monitor the progress of the development of Model Labour Room in UNICEF supported 2 HPDs;
(4) Participate in state and district review meetings and share the operational bottlenecks with solutions;
(5) Facilitate the development of post training follow up modules and facilitate roll out of these trainings in the districts where the SBA training is going on;
(6) Facilitate the roll out of Misoprostol intervention for Home deliveries by SBA trained personnel in selected blocks;
(7) Support the evaluation of these programmes based on the HMIS inputs and field monitoring;
(8) Engage with professional organizations and private service providers for strengthening implementation of ANC, SBA and MDR programmes and operationalization of BEmOC and CEmOC facilities;
(9) Document best practices;
(10) Coordinate with other team members of Health network, Social Mobilization Network and other stakeholders for a holistic promotion of Safe Motherhood;
(11) Coordinate any other activity related to Safe Motherhood in the state of Bihar as guided by Supervisor

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Applicants must be a medical graduate with experience from a recognized organization.

Experience:
(1) At least 8-10 years of post-graduate work experience in Public Health or Post Graduate training in Community Medicine/ Public Health/ Obstetrics and Gynaecology with 2-3 years of experience;
(2) Experience of managing health/ immunization data will be an advantage;
(3) Candidates who have a good understanding of public health, maternal health, health care delivery structure and national health programs in India would be preferred.

Skills and Competencies:
(1) High level of computer proficiency with specific familiarity to commonly used Windows and MS Office software and database software;                                                                    
(2) Excellent oral and written communication & presentation skills in English and Hindi;                                                                              
(3) Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyze reports, plan and monitor projects.

5. NATURE OF ENGAGEMENT:

The SC-MH shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. LOCATION: Patna with need based travel to field.

8. DURATION:

The consultancy assignment will be effective from the date of joining till December 31, 2017.
