2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background                                                                  

Media is envisaged as a key partner in advocacy on children’s issues. Media advocacy is therefore a strategic component of the A&C programme. In 2016-17, A&C RWP focuses on strengthening media engagement as a means of shaping and influencing media discourse on issues related to child rights with a focus on five and key priorities. Specifically, this year, the focus is on the strengthening of media advocacy on five key priorities including New-born Health, Nutrition, Sanitation, Quality Education and Child Protection as well as overall Child Rights issues and Adolescent Participation/ Voices in media with a focus on building partnerships/ networks with media institutions/forums.  

The media environment in Bihar is very challenging and dynamic and it is important for International Development Agency to be abreast with media coverage on children’s issues and related developments in the media environment in order to build/ strengthen alliances and synergies with key media stakeholders, which can be then channelized/ used for promoting awareness and discussion on children’s issues and also responding to any critical incidents/ negative coverage. It is also important to ensure good coverage of key programme initiatives undertaken by different sectors/ government counterparts through media briefings/ interactions, workshops, visits and build capacity of media as well as key stakeholders in media engagements.
Given the challenge of working in a dynamic and diverse media environment – primarily regional media (Hindi, Urdu) including print, electronic, online/ social, and need to support multiple programme clusters and their government counterparts/ stakeholders, with their diverse and often simultaneous media needs (including media sensitisation, coverage, visits, capacity building), it is imperative to get support from a senior consultant, well versed in Hindi and English, with good understanding and experience of working with media in the context of promoting children’s rights and issues.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the overall guidance of the Advocacy and Communication Specialist of the International Development Agency and under the technical guidance of A&C Specialist Patna, Bihar, the SC-MACR shall be responsible for providing support to facilitate a better understanding of media environment in Bihar and building media partnerships for enhanced advocacy/ coverage on child rights issues with a focus on five key priorities and adolescents’ participation and voices in media.

Key Job Responsibilities:

(A) Provide accurate and timely updates on media in Bihar, including strategic insight/advice about media environment/ alliances related to child rights and key priority issues and adolescent participation
(1) Develop and maintain a database of media/ PR (Print, Electronic, Online/blogs; Government; Private; English and Vernacular media), media institutes, associations/forum and key media persons/ development writers / spokespersons at State level and selected districts;
(2) Provide update on media-related developments in Bihar (and elsewhere which may impact on Bihar.

(B) Support timely updates and analysis on media coverage on children’s issues in coordination with media tracking agency  
(1) Undertake media tracking of important news related to children / issues of interest to International Development Agency, attaching selected news clips from identified major dailies by email. Ensure that any negative/ critical /sensitive coverage /developments is communicated immediately to A&C Specialist by phone; 
(2) Undertake media trends and content analysis of selected issues as per the strategy/criteria/ parameters developed in consultation with A&C Specialist; Compendium of newsclips to be maintained theme-wise for ready reference.

(C) Support building strategic media partnerships and media relations, workshops, visits and handling critical incidents
(1) Support developing a media advocacy plan and calendar of special events based on needs of different programme/ sectors in the organization;
(2) Undertake a brief assessment /SWOT analysis of the media management needs of key government departments (SW, Edu, Health, PHED, others) and facilitate capacity building;
(3) Facilitate thematic partnerships with media persons/ institutions/CSOs on key priorities;
(4) Facilitate field visits / learning visits of media persons to cover programme initiatives in accordingly/ other states;
(5) Facilitate media sensitization and capacity development workshops on key priorities, child rights and adolescent participation and voices for key media / students/ bloggers/ CSO/NGO partners;
(6) Support the preparation and placement/ dissemination of media materials in print/ electronic and social media on an ongoing basis. This will include collating, drafting, pretesting editing, translating and layout /design of media backgrounders/ releases/ stories/ articles/factsheets/  training materials/ concept notes/ scripts/ reports/ AV/ Multimedia web-content and related material. Develop news-clips/ photo-video banks/ materials for ready reference;
(7) Develop a simple reference documents for media on Child Rights/SDGs with cases/ examples relevant to Bihar context;
(8) Promote and facilitate the use of Ethical Guidelines of Reporting on Children among media fraternity /adolescents/stakeholders;
(9) Promote and facilitate use of mainstream and social media to highlight issues and voices of children/adolescents;
(10) Support handling negative media/critical incidents (as per International Development Agency guidelines/protocols);
(11) Support any other activities for media advocacy on child right issues.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Applicants must have Master degree in Social Sciences with PG /diploma in Journalism, Mass Communication or Public Relations or related disciplines;

Experience:
(1) Minimum eight years’ experience in the areas of mass communication, media management and event management with a media house or national / international organization, preferably in the development sector;
(2) Demonstrated experience of building partnerships/ alliances with media groups/ networks/ institutions as well as working with government departments/ large NGOs;
(3) Experience of coordinating state level events, trainings and campaigns involving media and other stakeholders.

Skills and Competencies:
(1) Good understanding of issues of children and women, the protocols of media/ journalism and ethical guidelines of reporting– especially in the context of development communication/ journalism;
(2) Excellent communication skills including documentation, translation and editing skills in a range of formats /styles (including print, multi-media, web formats) in English and Hindi;
(3) Good knowledge of latest technology and channels for print, electronic media and online/ social media;
(4) Ability to use computer software i.e. MS Office, MS Excel, PowerPoint and Internet programmes, photography, videography, Video editing and web designing skills will be asset;
(5) Ability to manage competing priorities and meet tight deadlines;
(6) Willingness to travel within and outside Bihar.

5. NATURE OF ENGAGEMENT:

The SC-MACR shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. LOCATION: Patna with need base travel to field.

8. DURATION:

The consultancy assignment will be effective from the date of joining till December 31, 2017.
