2. ORGANIZATION BACKGROUND:

Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.

Project Background                                                                  

Policy Planning & Evaluation Section of the International Development Agency, Bihar field office is closely working with the Department of Panchayati Raj, GoB as a part of its mandate to strengthen devolution of fund function and functionaries to Panchayat Raj Institutions. The key area of support is strengthening decentralization and capacity building of Panchayati Raj Institutions (PRIs). Panchayati Raj Department has been implementing various schemes/ programmes for the PRIs viz. 13th and 14th Finance Commission (FC), Gram Panchayat Development Plan (GPDP), 4th State Finance Commission (SFC), Mukhya Mantri Gramodaya Yojana (MMGY) relating to capacity building and devolution issues pertaining to panchayats.

Since last four years, International Development Agency has been supporting the Department in providing significant inputs to develop and implement the comprehensive strategy plan for organization of training programmes for elected representatives and functionaries of Panchayati Raj Institutions as well as for the Master Resource Persons and District Resource Persons. Further, a comprehensive strategy plan was developed for establishment of an institutional structure for training and capacity building programmes comprising of State Panchayat Resource Centre and District Panchayat Resource Centers. A set of three modules i) Activation of Gram Sabha, ii) Gender Issues in PRIs, iii) Flagship Programmes implemented by PRIs and iv) Panchayat Accounts and Record Keeping have been developed on which the Master Resource Persons have been trained with support from the organization. An assessment of the capacities of the Master Resource Persons and District Resource Persons has also been made and on that basis, capacity building plan for the resource persons have been redesigned. The Master Resource Persons have been trained on direct training skills with support from International Development Agency.

Purpose of Assignment

The Purpose of Assignment is to provide technical support to carry forward the process of capacity building of PRIs and strengthen Gram Panchayat Development Plan process and devolution of power to the panchayats by coordinating with various departments, providing assistance in preparation of operational guidelines, and further conducting meetings and workshops relating to strengthening Panchayati Raj Institutions for their effective functioning and technical assistance for effective roll out of GPDP, with special focus on issues related to women and children development.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the overall guidance of the Secretary, Department of Panchayati Raj and/or Senior Government Official Designated by Secretary, GoB and under the technical supervision of Social Policy Specialist of the International Development Agency, the State Coordinator shall be responsible for:

(1) Carry forward the process of devolution of power to the panchayats by coordinating with various departments, providing assistance in preparation of operational guidelines, and further conducting meetings and workshops relating to devolution of powers to Panchayati Raj Institutions for their effective functioning;
(2) Assist in preparation of operational guidelines for rolling out of GPDP as per the 14th Finance Commission Guidelines and Ministry of Panchayati Raj GoI guidelines;
(3) Technical support to Vaishali District Administration for effective demonstration of GPDP in select block as per GoB guidelines/notifications and orders;
(4) Assist in preparation of comprehensive capacity development plan;
(5) Study and review of the State and GoI policy documents, guidelines, concept notes and research and evaluation papers on different schemes and programmes related to PRIs.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Applicants must have Post graduate degree preferably in Political Science/ Economics/ Sociology/ Public Policy and/or related discipline from a recognized Institution or University.

Experience:
(1) At least 9-10 years of professional work experience in a related field;
(2) Experience of working in a policy analysis related to the development sector with special focus on decentralization and devolution is essential;
(3) Experience in research and documentation, field surveys and participatory assessments are desirable.

Skills and Competencies:
(1) Good knowledge and prior experience of working with PRIs;
(2) Good writing and presentation skills is must in both English and Hindi;
(3) Good knowledge of Government Functioning at the State and District levels will be considered an advantage;
(4) Excellent exposure in developing knowledge products – fact sheets, analytical reports etc.

5. NATURE OF ENGAGEMENT:

The SC-DPRI shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

6. PROFESSIONAL FEES:

Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. LOCATION: Patna with need base travel to field.

8. DURATION:

The consultancy assignment will be effective from the date of joining till December 31, 2017.
