1. POSITION VACANT: Swachh Bharat Swachh Vidyalaya Abhiyan Consultant, International Development Agency, Raipur, Chhattisgarh.

Project Background                                                                  

Water, Sanitation and Hygiene in Schools (WiS) is an integrated intervention involving various cross-cutting areas, ranging from improving access to water supply and sanitation infrastructure in schools while ensuring operation & maintenance, hygiene education, health education, monitoring, funding and institution building. Schools are meeting hubs for children from diverse family backgrounds and can also become nodal centers for transmission of infections through contact with contaminated water, food, air and soil. WiS interventions can help in establishing effective barriers for spread of infections and thereby safe guarding health of children. WiS is critical to ensure the attendance of students especially girls, maintenance of hygiene (thereby healthy) surroundings and functionality of the mid-day meal scheme. WiS is one of the main pillars of International Development Agency programming on WASH due to the opportunity it provides for betterment of children.

The Right to Education Act 2009 recognizes the importance of provision of drinking water and sanitation facilities for a Child Friendly Learning Environment. The Hon’ble Supreme Court of India, while responding to PIL based on RTE, directed all states and union territories on October 18, 2011 to build toilets, particularly for girls, in all government schools by the end of November 2011. Many states asked for extension of this deadline. The response to this directive has been significant as there has been an increase in number of toilets in schools throughout the Country till 2013.

International Development Agency has supported the Department of Education to improve access to quality education and in improving the availability of water supply and sanitation for children both at home and school. International Development Agency supported the SSA with a consultant starting from September 2012 due to the following activities which were conducted with support of the consultant, which were the first of their kind in State. These included:
(1) Orientation of senior staff in Education Dept. on WiS, followed by SBSV when this was launched.
(2) Trainings to master trainers of school management committees for SSA and School Management and Development Committees (SMDC’s) of the RMSA (secondary schools) on WASH in Schools as per SBSV.
(3) District resource persons for teacher’s trainings in State through the SCERT.
(4) Demonstration of a WiS package for 100 schools in Rajnandgaon district with SSA, followed by Surguja district. The Surguja Model has been up scaled by a pro-active district Collector wherein support was offered for up-scaling on WASH in Schools essential package through trainings of teachers in Surguja district.
(5) Support the review of content related to water and sanitation in school curricula of classes first to fifth in SCERT books.

The year 2016 has been very significant for WASH in schools as the Ministry of Human Resource Development has launched the Swacha Vidyalaya Puraskar as an addition to the Swachh Bharat Swachh Vidyalaya Abhiyan, due to the emphasis of the Government of India in Swachh Bharat- Clean India. The launch of SBSV Puraskar has been a great step for this sector as it has been introduced 5-star rating for WASH in schools and it endeavors to rate and reward schools based on status of WASH facilities. SVP has provided a much needed opportunity to focus on improvement of functionality of WASH facilities in schools and hygiene behaviors of students based on system of rewards for well performing schools. 

The launch of mission SBSV Puraskar also means that the officials of Sarva Shiksha Abhiyan must have the right set of skills for upgradation of schools as per rating for Puraskars at both State, district, block and rural school level. In 2015, International Development Agency supported State-wide launch of Swachh Vidyalaya Puraskars followed by intensive support to selected districts in addition to existing support for Swachh Bharat Swachh Vidyalaya Abhiyan based district level plans. The constraint for Swachh Vidyalya Abhiyan was the financial crunch caused by budget cut in SSA across the country due to which new hand washing platforms could not be constructed and O&M of WASH facilities could not be undertaken as planned. This underscores the importance of having a mechanism for constant capacity development support, follow- up and monitoring of WASH in schools to ensure compliance with SBSV as well as upgradation of schools to higher rating as per Swachh Vidyalaya Puraskars. Thus the present position is envisaged to provide support to Education Department.

Another critical component of work for this position is support to the Swabhimaan multisector intervention Swabhimaan tests the delivery of an integrated package of 18 essential nutrition (specific and sensitive) interventions via women collectives (promoted by Aajeevika/ DAY-NRLM) to improve nutrition status of adolescent girls and women in Bastar block in Bastar district of Chhattisgarh. One of the key objectives is to increase access to education about water and sanitation and access to Water, Sanitation and Hygiene -WASH commodities.

In Chhattisgarh, Swabhimaan intervention in Bastar needs to focus on water and sanitation due to high incidence of open defecation around 89% and prevalence of fluoride above 3ppm in drinking water associated with high magnitude of dental and skeletal fluorosis. This position will also support integration of WASH interventions within the existing plan of action of Swabhimaan program like - Training of Village Organizations; follow-up during weekly/ fortnightly meetings of adolescent girls’ clubs, Poshan Sakhis and community farming cadre.

There is an existing integrated International Development Agency supported project in Bastar block in 10 Gram Panchayats on community led fluorosis mitigation with NGO- SAMARTHAN which includes components like community awareness sessions followed by development of community based action plans; therefore there is an available opportunity under Swabhimaan for upscaling of these interventions across the Bastar block; wherein the consultant can help to establish a linkage between both the programs. Swabhimaan program envisages to reduce malnutrition by improving nutritional status of adolescent girls and women; which cannot have addressed unless safe fluoride free water is valuable and elimination of open defecation is ensured; this has been proven by Global research over the years.

Thus, from the above background it is essential to seek support of a consultant to help achieve critical programmatic milestones for WASH programs.

Purpose of Assignment

The purpose of this assignment is to hire services of a consultant for Water, Sanitation and Hygiene Education in Schools to support the Education Department for Swachh Bharat Swachh Vidyalaya- Mission and rating scheme of Swacch Bharat Swachh Vidyalaya Puraskars. The objective of the International Development Agency provides support to strengthen the planning, implementation and monitoring of SBSV and improve the ranking for Swachh Vidyalaya Puraskars in primary and upper primary Government schools.

There would be a need to be expressed by the State Education Department for this position due to the critical gaps in this sector.

This position will also support the integration of messages related to WASH for facilitating ODF villages and for mitigation of fluorosis in the Bastar block of Swabhimaan multisector program. The integration of these two keys of WASH messages will be critical for attaining the results envisaged under Swabhimaan for improving the nutritional status of adolescent girls and women for reducing malnourishment.


Under the overall guidance of the Mission Director of Rajiv Gandhi Shiksha Mission and SSA and the technical supervision of Water, Sanitation and Hygiene Specialist of the International Development Agency, Chhattisgarh, the Swachh Bharat Swachh Vidyalaya Abhiyan Consultant would provide support to strengthen the planning, implementation and monitoring of SBSV and improve the ranking for Swachh Vidyalaya Puraskars in primary and upper primary Government schools.

Key Job Responsibilities:

(1) State report card of WASH in Schools to be updated as per secondary data;
(2) To support during State-wide refresher trainings proposed for SBSV and Swacch Vidyalaya Puraskars (SVPs);
(3) To support the SSA in regular monitoring and review of status of implementation of SBSV Puraskars;
(4) To support SBSV scaling up across five new districts to ensure compliance with Swachh Bharat Swachh Vidyalaya (SBSV);
(5) To support integration of fluorosis mitigation messages in State Swabhimaan multisector program in Bastar block of Bastr district through initial meetings with the NGO- Living Farms working in Bastar and establish coordination with NGO- SAMARTHAN working in this district on fluorosis mitigation. This will be followed by facilitating trainings sessions with Village Organizations, adolescent and women’s groups working on WASH;
(6) To support integration of SBCC messages for elimination of open defecation in the Swabhimaan multisector program in Bastar block of Bastar district by coordinating meetings with the NGO- Living farms working on Swabhimaan and the NGO partner which will be supporting project on elimination of open defecation.



Applicant must have a Post-Graduation degree in either Social or Environmental science, Rural Development/ management.


Applicant must have at least seven years of progressive experience in a Government/ Semi-Gov./ reputed NGO in the social development sector with experience in Water, Sanitation and Hygiene in Schools.

Skills and Competencies:

(1) Good experience in capacity development support and training with diverse stakeholders;
(2) Good Knowledge and understanding of the Education and Water and Sanitation sector in India along with the flagship programs like NBA and RGSM and the Right to Education Act. It is expected that the candidate is familiar with the Chhattisgarh State policies and administrative set-up;
(3) Excellent interpersonal, coordination, networking and team working skills;
(4) Good oral and written command over Hindi & English, and knowledge of local language Chhattisgarhi (preferable);
(5) Complete understanding of MS Office computer applications and use of Internet. Good knowledge of computer applications software - MS Word, MS Excel, MS PowerPoint, Internet; knowledge of statistical packages shall be an additional advantage.


The SBSVAC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

Gross annual remuneration budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.

7. LOCATION: Raipur, with need base travel to field.
