1. POSITION VACANT: Research and Institutional Partnership Officer, Bharat Rural Livelihood Foundation, New Delhi


Government of India (GOI) has initiated Bharat Rural Livelihoods Foundation (BRLF) as an independent organization under the Societies Registration Act to facilitate civil society action in partnership with State and Central Government, for transforming livelihoods and lives of rural households, with an emphasis on women, particularly in the Central Indian Tribal Region.

BRLF is a unique and first-of-its-kind initiative and the Foundation is constituted as a partnership between Government on the one hand and private sector philanthropies, public and private sector undertakings (under Corporate Social Responsibility) on the other. Major functions of BRLF will be to provide financial grants to Civil Society Organizations (CSOs) to meet their human resource and institutional costs for up-scaling of proven interventions, invest in institutional strengthening of smaller CSOs and capacity building of professional human resources working at the grassroots.

BRLF continuously facilitates smooth flow and utilization of Government funds to rural communities and poor households under the mega Centrally Sponsored Schemes for promoting livelihoods of the poor through direct engagement with implementing CSOs and CBOs located in the Central Indian Tribal Belt.

The General Body and Executive Committee of BRLF are constituted by eminent individuals as well as ex-officio representatives from private philanthropies, public and private sector organizations, financial institutions, State Governments and GOI.

Reporting to the Chief Executive Officer, the Research & Institutional Partnerships Officer shall be responsible for anchoring the Research and M&E vertical of BRLF. H/she would also support Program and Capacity Building verticals appropriately and for building institutional partnerships for BRLF.

Key Job Responsibilities:

(A) Research and M&E
(1) Develop and support the full breadth of research and innovation activities at BRLF;
(2) Guide setting up a monitoring framework, including indicators, methodology and support capacity building on these fronts with programme partners;
(3) Commission and supervise impact assessment of various programme interventions;
(4) Coordinate research efforts of BRLF undertaken from time to time with external experts and work under the guidance of these experts;
(5) Coordinate the expertise of all relevant knowledge exchange and innovation activities, raising awareness of and harnessing relevant funding and partnership streams;
(6) Under the guidance of the CEO assist and steer the dissemination of knowledge created by BRLF through various means;
(7) Under guidance of CEO, lead specific projects or development activities that support and develop Research, Knowledge building and Innovation Services within BRLF and its partners;
(8) Assist in the conduct of the annual programme review of partners;
(9) Assist in the development of Terms of Reference and identification of external consultants for rural livelihood research/impact studies.

(B) Institutional partnerships and funding opportunities
(1) Provide intelligence for funding opportunities across all relevant funders, particularly government, corporates and international funders with particular emphasis on strengthening the funding portfolio to support both the programme and capacity building goals of BRLF;
(2) Develop and improve knowledge and understanding of donor trends, issues and preferences and maintain a databank of such knowledge ;
(3) Under guidance of the CEO, develop and maintain strategic partnerships with potential donor agency partners and related government departments, corporations, academia and other relevant agencies;
(4) Engage with Corporate, Banks and Donor agencies to explore programme partnership, volunteer placements, technical support, and co-financing possibilities for BRLF and its partners in close coordination with Head-Resource Mobilisation;
(5) Support the CEO to manage key interfaces with external partners and representing BRLF as required.

(C) Capacity Building and other programmatic role:
(1) Assess capacity building needs of partner organisations;
(2) Facilitate programmatic partnership of CSOs and State Governments;
(3) Be instrumental in developing coordination mechanisms at State Government for BRLF and for partners;
(4) Liaise with key government agencies and regular information sharing, and inclusion in dialogue opportunities and joint ventures at the State level;
(5) Assess HR needs for the sector;
(6) To review CSO narrative and financial reports and ensure compliance with contractual obligations with regards to implementation and reporting;
(7) Facilitate smaller CSO/CBOs in proposal development, work plan and budget development;
(8) Review half yearly and annual financial and technical progress reports submitted by programme partners, and track programme progress as per the agreed indicators for the programme;
(9) Consolidate the annual technical and financial progress reports into overall annual progress reports for the CEO and the Board;
(10) Ensure maintenance of and regularly update the project information and management system and ensure that it is responsive to programmatic needs;
(11) Prepare project documents, progress reports and other background documents as may be required;
(12) Facilitate capturing of knowledge and organize dialogues, reflection meetings to promote knowledge exchange, including on e-platforms;
(13) Assist in the development of funding proposals to potential donor agencies;
(14) Contribute and assist in the conceptualization and organization of rural livelihoods thematic seminars and conferences;
(15) Facilitate and support external monitoring and review missions to the programme, including the preparation of relevant background material on the programme.


Post graduate Degree from any recognized university; preferably in Research, Rural Development, Social sciences, Development Studies and Development management.

(1) Minimum 10 years of experience in rural development, rural livelihoods, capacity building or related areas;
(2) Proven experience in management and implementation of research projects in Rural development/livelihoods is desirable.;
(3) Experience of working with civil society, CSR, and philanthropic organizations;
(4) Demonstrable expertise in grants management, monitoring, assessments and reviews;
(5) Experience on local governance issues;
(6) Experience in development and delivery of training course is desirable;
(7) Demonstrated expertise in capacity building of Local governments, PRIs is desirable;
(8) Experience of working in Training institutes, academic institutions, designing academic course and curriculum, delivering MDPs, Executive programmes etc would be desirable;
(9) Experience of working with government, or in Government created missions/societies is desirable;
(10) Experience of working on rural enterprise development, income generation programmes, with producer companies, CBOs is desirable;
(11) Experience of working on rights based development, Natural resource management, FRA etc is desirable;
(12) Experience of working with Donor agencies is highly desired.

Essential Skills and Competencies:
(1) Strong report writing skills;
(2) Fluency in both oral and written communication in English and Hindi.


The gross remuneration budgeted for the position is Rs. 14-15 lacs per annum. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.

7. APPOINTMENT: This is a full-time position and the initial contract will be offered for a period of three years, which shall be renewable based on performance.
