1. POSITION VACANT: Program Officer- Advocacy, Centre for Catalyzing Change, Patna, Bihar

2. ORGANIZATION BACKGROUND:

Centre for Catalyzing Change (formerly CEDPA India), is a non-profit organization, focused on improving the lives of women and girls in India by equipping, mobilizing, educating and empowering women and girls, to achieve gender equality.

Centre for Catalyzing Change (C3) helps create and increase educational and livelihood opportunities for adolescent girls, by ensuring access to lifesaving reproductive health information and services and strengthening their ability to become leaders in their communities and the nation. Working in partnership with communities, C3’s proven approach is to develop and give women, young girls and boys the tools they need to improve their lives, as well as that of their families and communities.

Under three thematic pillars of Youth, Reproductive Rights and Gender & Governance, C3 is implementing advocacy and intervention programmes at grassroot, state and national level, in partnership with government and with local organizations and networks.

C3 is currently implementing projects on women’s political empowerment, violence against women, reproductive and adolescent health and youth programmes in the state of Bihar and some of these projects are in partnership with the Government of Bihar.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Program Officer- Advocacy shall be responsible for providing support in advocating for evidence-based changes to policy and programs in RMNCH+ nutrition issues in Bihar.

Key Roles and Responsibilities:

(1) Work with the project lead and team to identify key RMNCH+N issues where policy analysis, white papers, and advocacy efforts may lead to improvement in the performance of state RMNCH+N programs;
(2) Work with key influencers, key decision makers and alliances, at the state level to generate awareness about standards, quality of care, barriers and bottlenecks in quality service delivery in RMNCH+ N programs;
(3) Coordinate advocacy capacity building/ training of key influencers, partners and champions in RMNCH+N issues;
(4) Assist in the delivery of advocacy related activities like campaigns, alliance building, media outreach and evidence dissemination;
(5) Implement and ensure that project objectives are achieved effectively, with the desired quality and in a timely manner;
(6) Ensure compliance with project time lines, including monitoring and evaluation;
(7) Represent C3 to state level stakeholders, including various government departments and manage state level liaison, networking and relationship-building with the government, NGOs and media.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:
Applicants must be post graduates in Social Sciences, or Social Work, or other relevant discipline.

Experience:
(1) Candidates must have eight to 10 years of experience in working in the development sector;
(2) Substantial knowledge of intervention models and advocacy issues related to RMNCH+ Nutrition;
(3) Experience of dealing with media and key influencers in the public domain, such as elected representatives, etc.;
(4) Prior experience of working in Bihar is desirable.

Skills and Competencies:
(1) In-depth understanding of functioning of the current public health system and recent efforts to strengthen the quality of health care;
(2) Proven track record of achieving project results in the domain of advocacy, alliance building and campaigns;
(3) Proven ability in networking and alliance-building with government and civil society stakeholders;
(4) Proven writing and documentation skills, both in English and Hindi;
(5) Well-developed interpersonal and team skills, respect for gender and diversity and adaptability in demanding situations;
(6) Strong interpersonal skills and the ability to work in a team setting with people of different backgrounds and points of view;
(7) Physical fitness for travel and willingness for sustained fieldwork.

5. COMPENSATION OFFERED:

Gross compensation budgeted for the position is Rs. 8 lacs per annum. The actual offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
