Project Manager, Family Planning Advocacy

1. POSITION VACANT: Project Manager, Family Planning Advocacy, Centre for Catalyzing Change, New Delhi

2. ORGANIZATION BACKGROUND:

Centre for Catalyzing Change (formerly CEDPA India), is a non-profit organization, focused on improving the lives of women and girls in India by equipping, mobilizing, educating and empowering women and girls, to achieve gender equality.

Centre for Catalyzing Change (C3) helps create and increase educational and livelihood opportunities for adolescent girls, by ensuring access to lifesaving reproductive health information and services and strengthening their ability to become leaders in their communities and the nation. Working in partnership with communities, C3’s proven approach is to develop and give women, young girls and boys the tools they need to improve their lives, as well as that of their families and communities.

C3 is implementing a number of advocacy and intervention programmes at the grassroot, state and national levels in the areas of Youth, Reproductive Rights and Gender & Governance. Programmes include a large evidence to policy initiative that involves the generation of robust data and evidence on diverse aspects of women’s empowerment, combined with policy advocacy and technical support to concerned Government Departments in Bihar.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to the Senior Advisor, Gender Equity and Governance shall serve as the overall intervention lead for the project.

Key Roles and Responsibilities:
(1) Plan, manage and ensure the high quality delivery of multiple advocacy strategies, events, activities and communications, as necessary, in the area of family planning (viz. high level meetings, partnerships, workshops, position papers, briefings, consultations, roundtables and online media);
(2) Assess FP policy gaps, identify priorities, and develop and implement an advocacy strategy and plan, for strengthening current and planned family planning policy initiatives in Bihar;
(3) Develop initiatives to support advocacy priorities, such as roundtable discussions with government and elected representatives, commission newspaper articles, conduct one-on-one meetings, and develop policy briefs, as appropriate;
(4) Support C3 in developing media messages, advocacy trainings and workshops, advocacy meetings and events and the use of data and research findings;
(5) Lead and implement a communication strategy to support the deliverables of the advocacy strategy;
(6) Identify opportunities within policies and programs for advocacy actions by proactively building relationships and working with diverse stakeholders from civil society, media and government;
(7) Travel 40% of the time, mainly to Patna.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:
Applicants must be post graduates in Public Health, Sociology, or other relevant discipline.

Experience:
(1) Candidates must have at least 13 years’ experience in advocacy and communications in India, with a special focus on RMNCH/ Family Planning;
(2) Demonstrated technical and advocacy skills in FP/ RH, with emphasis on experience of successfully implementing advocacy approaches, working with government, NGOS and the media;
(3) Proven track record of communicating complex sensitive technical issues to a broad and diverse audience;
(4) Prior experience of managing a small team of technical experts will be an advantage.

Skills and Competencies:
(1) In-depth understanding of family planning and RMNCH issues;
(2) Demonstrated familiarity with the structure and functions of agencies and organizations working directly and indirectly on Family Planning issues in Bihar, including programs like Mission Parivar Vikas;
(3) Demonstrated ability to develop and carry out advocacy activities;
(4) Excellent command of the English and Hindi language and written and oral communication skills;
(5) Demonstrated partnership building, relationship management, and coalition leadership. Demonstrated ability to collaborate and communicate effectively in a matrixed team environment;
(6) Demonstrated ability to develop and carry out advocacy activities;
(7) Project and budget management skills shall be a plus.

5. COMPENSATION OFFERED:

The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
